We the People of the United States, in Order to
form a more perfect Union, establish Justice,
insure domestic Tranquility, provide for the
common defence, promote the general Welfare,
and secure the Blessings of Liberty to ourselves
and our Posterity, do ordain and establish this
Constitution for the United States of America.

1. Bill introduced in House or
Senate
2. Committee revise
3. Vote in House or Senate
4. Move to other body (House or
Senate) and repeat 1-3
5. Approved bill goes to President
to be signed into law.
6. If vetoed – back to step one
needing 2/3 majority
