We have incorporated the latest data from the International Telecommunication Union (ITU)
with regard to the number of subscribers in the Cambodian and Laos telecoms industry.
Consequently, several revisions were made to our forecast scenarios. We are now expecting
Laos to have 5.338mn mobile subscribers by the end of 2015, representing a penetration
rate of 76.0%. Growth is expected to taper off during the latter part of our forecast scenario
due to increasing maturity. There were also adjustments for our expectations for the
number of subscribers in Laos and Cambodia’s internet and broadband industries. We were
able to provide a greater insight into the market share of Cambodian mobile operators after
a reported by the Ministry of Post and Telecommunications in September 2011. Metfone
retained its market leader position with 46.2%, representing about 6.2mn subscribers.
However, there were scepticisms from rivals that the leader could have inflated its
subscriber base by including inactive subscriptions. Previous market leader Mobitel was a
distant second with an estimated 3.125mn subscribers, an equivalent of 23.3% market
share. Axiata-owned hello was third, while Smart Mobile came in forth and has benefited
from its merger with Star-Cell. Smart Mobile also officially launched its 3.75G mobile service
in July 2011 and it still aimsto offer WiMAX services.
Subscriber data from Laos are harder to come by. However, VimpelCom has provided the
number of subscribers and ARPU level for Laos. In the quarter ended June 2011 VimpelCom
had 536,000 subscribers and an ARPU of US$5.1. Meanwhile, rivals Lao Telecommunications
(LTC) and Viettelowned Unitel have claimed to be the mobile market leader. LTC was the
undisputed mobile market leader in 2009, but Unitel has had a significant effect on the
market through aggressively priced tariff plans, which could be attributed to Viettel.
Cambodia and Laos continued to be near the bottom of BMI’s latest telecoms business
environment rating for the Asia Pacific region. Both telecoms industries are relatively
underdeveloped in terms of areas such as technological advancement and regulatory
framework, which has been further exacerbated by the countries’ weak economy. The two
countries also share the similarity of having to address widespread corruption and dissent
against the government in order to achieve long-term political and social stability.
