Space Agency Oleg Ostapenko on international cooperation in the space sector

Rogozin : Good afternoon, ladies and gentlemen! Today we have a meeting will be devoted to some issues related to international
cooperation in the space industry and individual space services, particularly navigation services. This is primarily due to that policy,
which today is held by the United States in respect of the Russian Federation to impose sanctions, including in this very sensitive area as
cooperation in the field of space.
We have repeatedly and our colleagues at the political and at the professional level of specialists Roscosmos said, warned them that
sanctions ­ it is always a boomerang, they always come back, and that is very sensitive to such things as, for example, cooperation in the
field of space exploration cooperation in space engine in the navigation area and especially in the field of manned spaceflight, sanctions

were not issued, despite the signed contracts. Accordingly, this situation is quite complicated, because it puts the enterprise Russian
aerospace industry, which produce corresponding boosters, in a difficult economic situation.
And, strictly speaking, the third rather important point ­ is that over the years, from the mid­1990s, in accordance with the decisions of the
Government of the Russian Federation and the Government of the United States, we supply rocket engines in the United States for the
benefit of the ISS starts . It supplies the engine NK­33 JSC "Kuznetsov", Samara our company. The engine is not new, it is still the
beginning of the development of the 1970s. This engine was designed in the Soviet Union for the implementation of the Soviet lunar
program. Then this program was suspended, and these engines is successful, is effective and safe, highly reliable, available in the United
States.
Also talking about the delivery by the company MPO "Energomash" RD­180 engines for start­ups, including the benefit of the United
States Government, and these supplies were all stable lately.
Russian rocket engine has received the necessary funds to update its own production to start new developments, but also in the last days

In this context and with the Government of the Russian Federation, and by the Russian Federal Space Agency have been taken certain

American and European counterparts. Please.
O.Ostapenko : Yes, thank you. With regard to activities in the field, they are concentrated basically in five key areas. This is the

the engine issue is that we were not able to run or use of these engines in the United States of America ... We rather, put the question in
such a way that they could not use for the benefit of military tasks, as we often limit for starting services again spacecraft launch for

work will continue. This is the situation today.
Rogozin: With regard to navigation services, give you some background information of the plan that may be useful for you. These are
the following agreements between the Government of the Russian Federation and the U.S. Government on scientific and technical
cooperation: agreement of 16 December 1993, and it has been extended until 15 December 2015, as well as talking about the agreement
on the exchange of seismological and geodynamic data between Geophysical Survey Russian Academy of Sciences and by IRIS from
September 15, 2011. In accordance with these agreements, as I said, in the territory of a number of subjects of the Russian Federation, the
subjects I call: Kaluga region, Sverdlovsk, Krasnoyarsk Territory, the Republic of Sakha (Tiksi and Yakutsk), Irkutsk, Magadan,
Chukotka Autonomous Okrug, Petropavlovsk­Kamchatsky Yuzhno­Sakhalinsk ­ so here are the station infrastructure GPS. Therefore,

territory of the Russian Federation. A working group of the Federal Space Agency, the Russian Academy of Sciences and the Ministry

considerations related to the further development of the Russian Space after 2020. We expect that we need exactly the ISS until 2020.

Rogozin: Oleg will not let me lie, but we have about a third of the budget of all space programs associated with manned space flight ­
that is, with the ISS. It's a big, huge amount of money, the people's money. We want to think more, to think beyond the horizon.
Basically manned space flight in the form in which it now exists, involves two inextricably linked segment ­ American and Russian. And
