Video

The Main Objective of video in IP telephony is for Video Conferencing. There are many facilities for video
conferencing through IP telephony. It is discussed through the whole assignment.

Videoconferencing uses telecommunications of audio and video to bring people at different sites together for a
meeting. This can be as simple as a conversation between two people in private offices (point-to-point) or
involve several sites (multi-point) with more than one person in large rooms at different sites. Besides the audio
and visual transmission of people, videoconferencing can be used to share documents, computer-displayed
information, and whiteboards.

Simple analog videoconferences could be established as early as the invention of the television. Such
videoconferencing systems consisted of two closed-circuit television systems connected via cable. During the
first manned space flights, NASA used two radiofrequency (UHF or VHF) links, one in each direction. TV
channels routinely use this kind of videoconferencing when reporting from distant locations, for instance. Then
mobile links to satellites using special trucks became rather common.

Videoconferencing first demonstrated in 1968

This technique was very expensive but it could be very helpful for some applications, such as telemedicine,
distance education, business meetings, and so on, particularly in long-distance applications. Attempts at using
normal telephony networks to transmit slow-scan video, such as the first systems developed by AT&T, failed
mostly due to the poor picture quality and the lack of efficient video compression techniques. The greater 1
MHz bandwidth and 6 Mbit/s bit rate of Picture phone in the 1970s also did not cause the service to prosper.

It was only in the 1980s that digital telephony transmission networks became possible, such as ISDN, assuring a
minimum bit rate (usually 128 kilobits/s) for compressed video and audio transmission. The first dedicated
systems, such as those manufactured by pioneering VTC firms, like PictureTel, started to appear in the market
as ISDN networks were expanding throughout the world. Video teleconference systems throughout the 1990s
rapidly evolved from highly expensive proprietary equipment, software and network requirements to standards
based technology that is readily available to the general public at a reasonable cost. Finally, in the 1990s, IP
(Internet Protocol) based videoconferencing became possible, and more efficient video compression
technologies were developed, permitting desktop, or personal computer (PC)-based videoconferencing. In 1992
CU-SeeMe was developed at Cornell by Tim Dorcey et al., IVS was designed at INRIA, VTC arrived to the
masses and free services, web plugins and software, such as NetMeeting, MSN Messenger, Yahoo Messenger,
SightSpeed, Skype and others brought cheap, albeit low-quality, VTC.

Impact of Videoconferencing on different fields

Impact on education
Videoconferencing provides students with the opportunity to learn by participating in a 2-way communication
platform. Furthermore, teachers and lecturers from all over the world can be brought to classes in remote or
otherwise isolated places. Students from diverse communities and backgrounds can come together to learn
about one another. Students are able to explore, communicate, analyze and share information and ideas with one
another. Through videoconferencing students can visit another part of the world to speak with others, visit a
zoo, a museum and so on, to learn. These "virtual field trips" can bring opportunities to children, especially
those in geographically isolated or the economically disadvantaged. Small schools can use this technology to
pool resources and teach courses (such as foreign languages) which otherwise couldn't be offered.

Here are a few examples of how videoconferencing can benefit people around campus:
•   faculty member keeps in touch with class while gone for a week at a conference
   •   guest lecturer brought into a class from another institution
   •   researcher collaborates with colleagues at other institutions on a regular basis without loss of time due to
       travel
   •   faculty member participates in a thesis defense at another institution
   •   administrators on tight schedules collaborate on a budget preparation from different parts of campus
   •   faculty committee auditions a scholarship candidate
   •   researcher answers questions about a grant proposal from an agency or review committee
   •   student interviews with an employer in another city
   •   Teleseminar

Impact on medicine and health

Videoconferencing is a very useful technology for telemedicine and tele nursing applications, such as diagnosis,
consulting, transmission of medical images, etc., in real time in countries where this is legal. Using VTC,
patients may contact nurses and physicians in emergency or routine situations, physicians and other paramedical
professionals can discuss cases across large distances. Rural areas can use this technology for diagnostic
purposes, thus saving lives and making more efficient use of health care money.

Special peripherals such as microscopes fitted with digital cameras, video endoscopes, medical ultrasound
imaging devices, etc., can be used in conjunction with VTC equipment to transmit data about a patient.

Impact on business

Videoconferencing can enable individuals in faraway places to have meetings on short notice. Time and money
that used to be spent in traveling can be used to have short meetings. Technology such as VOIP can be used in
conjunction with desktop videoconferencing to enable low-cost face-to-face business meetings without leaving
the desk, especially for businesses with wide-spread offices. The technology is also used for telecommuting, in
which employees work from home.

Telepresence videoconferencing, where participants are able to see each other in reasonable life-like sizes and
little delay in video transmissions, has started to make an impact on business meetings. Some good business
cases have been built on substitution of international travel with tele presence conferencing.

Videoconferencing is now being introduced to online networking websites, in order to help businesses form
profitable relationships quickly and efficiently without leaving their place of work.

Impact on law

Videoconferencing has allowed testimony to be used for individuals who are not able to attend the physical
legal settings. In a military investigation in North Carolina, Afghan witnesses have testified using
videoconferencing.

Uses of Videoconferencing

Meetings

Facilitating attendance at meetings is one of the simplest yet most popular uses of videoconferencing. For
meetings that already regularly take place and require face-to-face communication, videoconferencing can
substitute for the actual physical presence of remote participants. This reduces travel costs as well as travel time
and makes meeting attendance more convenient. It can also make meetings more likely to occur. Frequent
and/or ad hoc meetings that might not have been scheduled due to travel costs and timing can be enabled via
videoconferencing and enhance the sense of teamwork among people at different locations but working on the
same project. Videoconferencing provides remote participants with much of the face-to-face familiarity that
comes with physical presence, including elements of facial expression, body language, and eye contact. If
videoconferencing is readily available on individual desktops, the cohesive effects of this enhanced
communication can be even greater. Collaborative work can then be enhanced further through the integration of
videoconferencing with collaborative electronic tools (data transfer, shared whiteboards, shared applications.)
These will be discussed later in this section.

In considering the use of videoconferencing for meetings, it helps to think broadly about what a "meeting"
really is. In the following illustrations, meetings that include videoconferencing are shown as instances of one-
to-one, one-to-many, and many-to-many communication.
In each of the above cases, the quality of the audio and the video are critical to the success of the remote
participation. Both will affect whether or not the remote participant(s) feel like they are truly part of a meeting
(not just an observer) and also whether or not the other participants treat them as part of the meeting. For
meetings, though it may seem a bit counter-intuitive, audio is probably more of a "show stopper" than video.
Minor hiccups in the video (pixelization, freezes, etc.) are often tolerated by users.

Another factor that may influence the quality of your conference is the speed at which the parties connect.
Higher speeds most often result in higher quality conferences. 384Kbps is the de facto speed for many
conferences. This works fine for static meeting situations where most activity is limited to what's popularly
referred to as "talking heads" (think of watching the news on TV.). If your conference involves movement on
the part of participants or capturing a live event (e.g., a demonstration or performance) connecting at a higher
speed is probably warranted. The limiting factor are the available bandwidth at each of the participant sites the
capabilities of each endstation. In multi-point meetings requiring an MCU, participants can connect at varying
bandwidth rates. Depending on the capabilities of the MCU, participants will either connect to each site at the
speed of the slowest site or each site will connect at the speed of their call (a 384Kbps participant, for example,
will only receive 384Kbps from a participant connected at 1.5Mbps).

In the specific case of a multi-point meeting -- where more than one location is participating remotely, several
additional factors affect the success of the remote participation. These include the view participants have of
each other, how well participants can hear each other and be heard by each other, and how participants
determine who is leading the meeting or "has the floor" at any given time.

As with any new technology, successful integration of videoconferencing into existing activities requires
attention to the needs of the people who will be using it. The determination of what is acceptable and useful
must be based on the reaction and comfort level of the end users. In the case of simple point-to-point meetings,
there is not a lot of new learning required for participants to successfully interact with each other as long as the
video and audio quality do not interfere. Care should be taken to ensure that participants feel they can see and
hear each other clearly.

Typical rules of thumb include:

   •   Microphones should be of sufficient quality to pick up the speaker's voice naturally (in terms of
       volume and physical position) and without excessive background noise.
•   Microphones and speakers should be positioned so that they do not cause feedback and
       interference with each other, such as when the microphone picks up the sound from the
       speakers. Using directional microphones will also help limit the interference.
   •   Camera quality should be good enough to capture an acceptable image (test with users at
       the remote site to see how you are coming through) and cameras should ideally be auto-
       focusing and should auto-adjust for lighting conditions so that participants do not need to
       adjust them while conferencing.
   •   Speaker volume and camera position should be user-adjustable, or have proven acceptable
       auto-adjusting ability with user override capability.
   •   Ambient room lighting is often not optimized for videoconferencing. If possible position the
       camera so that natural light does not have a deleterious effect on speakers image. Closing
       shades and turning up room lights are simple adaptations that can improve image quality.
       Adding a portable light to backlight speakers can also help.
   •   For desktop conferencing, addition of a light source that can be focused on the speaker (e.g.
       an adjustable desk lamp) can enhance image quality.

Classroom

A particularly exciting type of "meeting" that may be enhanced and expanded through the use of
videoconferencing is classroom instruction. In addition, the introduction of videoconferencing into the
classroom means that at least some things about the nature of the instruction necessarily have to change. We'll
try to outline some of those changes here.

In one case, remote participants may be additional students that the instructor must now accommodate in terms
of instruction and integration with any physically present participants into one student group. Remote
participants should not feel that they are getting less out of the class than their physically present counterparts
and physically present students should not feel that the presence of remote students is detracting from their
instruction. In another case, remote participant(s) may be additions to the instruction itself, such as expert
speakers or co-instructors. As with any team-teaching, a cooperative balance of instructional duties is required
but this can be made more complicated if video presence cannot compete with physical presence.

Two of the most typical classroom scenarios are illustrated below:
Yet another aspect of videoconferencing in the classroom is that the "participants" being shared via the
videoconference connection might not always be human. An instructor may want to incorporate an alternative
video source (e.g., a document camera, a VCR) for sending to remote locations, or may want to receive video
from an alternative video source at the remote site. The potential for combining video inputs and outputs can
seem endless and readers are encouraged to fully explore these options when evaluating videoconferencing
equipment for use within a classroom.

Most importantly, use of videoconferencing in the classroom requires special attention to the comfort level,
teaching style, and instructional techniques of the instructor. In the ideal world, preparation for the use of
videoconferencing in the classroom would be minimal. However, today's reality dictates that there will have to
be some adapting and learning on the part of instructors to use videoconferencing successfully for instruction.
Practice time outside of actual class time must be available and utilized to effectively integrate the technology
with their own instructional style and methods, thereby ensuring a natural flow of classroom activities by the
time the technology is experienced by the students. Keep in mind that you are a virtual presence at the remote
site(s). Try to plan your classroom time to include interactive activities that call on remote participants to
respond and become actively engaged in the learning process.

Many conferencing systems allow you to set up the camera in a number of different positions (e.g., wide shot of
an entire class, close up shot of students in on the lower right quadrant) and store them as 'camera presets'. The
presets are assigned to a button on the remote control. This allows you to easily focus in on a group of
participants during the interactive portion of a session or just get a good overview of the level of engagement of
varying groups at the remote site. Manual or frequent adjustments to the camera during a session is distracting,
results in a few seconds of choppy video and has the flavor of a "home movie" you've been forced to watch.
Investing in a few moments of pre-planning or multiple cameras is well worth the effort.
Telemedicine/Tele health

Telemedicine is a growing field made possible by improved, more widely available, and affordable
telecommunications services. Once narrowly defined as direct provision of medical services using
telecommunications technology, the term telemedicine is now being supplanted by "Tele health", and covers
"use of electronic information and communications technologies to provide and support health care when
distance separates the participants" (US Veterans Administration) or "use of electronic information and
telecommunications technologies to support long-distance clinical health care, patient and professional health-
related education, public health and health administration" (Office for the Advancement of Tele health, US
Health Resources and Services Administration.)

These definitions include activities providing direct and indirect clinical services such as Tele dermatology, but
also include educational and administrative uses of these technologies to support health care, such as for
continuing education or administrative videoconferencing. As convergence of video, voice and data networks
occurs in the marketplace, it is not surprising that services previously offered on multiple media are now
migrating to converged Internet, providing opportunities for convergence of a number of health care activities
occurring at a distance.

Tele Education

There are many opportunities for enhancing education with videoconferencing. These include remote-
teacher/remote-specialist applications, as well as classroom-to-classroom interaction. It can also be scaled to
more than 2 sites, allowing virtual education "teams" to be created. It can used in the K-12 education system, as
well as in-house corporate training, government services coordination e.g. for emergency services, and many
other education areas. In most cases the equipment can be scaled to suit the situation, allowing for a regularly
scheduled education program in fixed locations, or conversely supporting high-impact once-off events such as a
visiting dignitary or specialist. It can be used to link sites within a region, or scaled up to international sizes. In
the K-12 sector for example this allows students to interact with students their own age in other languages and
cultures.

In the remote-teacher approach, a simple H.323 system, attached to a TV or a projector allows a class to interact
with a remote instructor. Depending on the situation, the remote instructor may use a fixed or a mobile system
(e.g. a zookeeper, or museum staffer), or include a mixture of live and recorded video (e.g. for medical
training). Most H.323 (and other video-conference) systems allow for flexible encoding arrangements, where a
camera can be managed separately to the encoding device. Typically the receiving site is fixed, such as a
classroom, but the interaction still works in both directions. By using a "multipoint-conference-
unit"(MCU)/"bridge", or some form of network multicast, more than 2 sites can be supported at the same time,
and all participants can interact with each other, if that suits the occasion. It should be noted though that most
education events tend to be "lecture-mode", which is predominantly (but not entirely) one way. Managing audio
and video in both directions can be a major technical challenge in some situations, e.g. in large lecture theatres
with hundreds of participants. The human eye and ear can focus much better than their electronic counterparts.

Conclusion

After the whole discussion we can see that the video through IP telephony is how much precise for us in both
business and technology development. And also it can bring us to that point of next generation world.

  • 2. Video The Main Objective of video in IP telephony is for Video Conferencing. There are many facilities for video conferencing through IP telephony. It is discussed through the whole assignment. Videoconferencing uses telecommunications of audio and video to bring people at different sites together for a meeting. This can be as simple as a conversation between two people in private offices (point-to-point) or involve several sites (multi-point) with more than one person in large rooms at different sites. Besides the audio and visual transmission of people, videoconferencing can be used to share documents, computer-displayed information, and whiteboards. Simple analog videoconferences could be established as early as the invention of the television. Such videoconferencing systems consisted of two closed-circuit television systems connected via cable. During the first manned space flights, NASA used two radiofrequency (UHF or VHF) links, one in each direction. TV channels routinely use this kind of videoconferencing when reporting from distant locations, for instance. Then mobile links to satellites using special trucks became rather common. Videoconferencing first demonstrated in 1968 This technique was very expensive but it could be very helpful for some applications, such as telemedicine, distance education, business meetings, and so on, particularly in long-distance applications. Attempts at using normal telephony networks to transmit slow-scan video, such as the first systems developed by AT&T, failed mostly due to the poor picture quality and the lack of efficient video compression techniques. The greater 1 MHz bandwidth and 6 Mbit/s bit rate of Picture phone in the 1970s also did not cause the service to prosper. It was only in the 1980s that digital telephony transmission networks became possible, such as ISDN, assuring a minimum bit rate (usually 128 kilobits/s) for compressed video and audio transmission. The first dedicated systems, such as those manufactured by pioneering VTC firms, like PictureTel, started to appear in the market as ISDN networks were expanding throughout the world. Video teleconference systems throughout the 1990s rapidly evolved from highly expensive proprietary equipment, software and network requirements to standards based technology that is readily available to the general public at a reasonable cost. Finally, in the 1990s, IP (Internet Protocol) based videoconferencing became possible, and more efficient video compression technologies were developed, permitting desktop, or personal computer (PC)-based videoconferencing. In 1992 CU-SeeMe was developed at Cornell by Tim Dorcey et al., IVS was designed at INRIA, VTC arrived to the masses and free services, web plugins and software, such as NetMeeting, MSN Messenger, Yahoo Messenger, SightSpeed, Skype and others brought cheap, albeit low-quality, VTC. Impact of Videoconferencing on different fields Impact on education Videoconferencing provides students with the opportunity to learn by participating in a 2-way communication platform. Furthermore, teachers and lecturers from all over the world can be brought to classes in remote or otherwise isolated places. Students from diverse communities and backgrounds can come together to learn about one another. Students are able to explore, communicate, analyze and share information and ideas with one another. Through videoconferencing students can visit another part of the world to speak with others, visit a zoo, a museum and so on, to learn. These "virtual field trips" can bring opportunities to children, especially those in geographically isolated or the economically disadvantaged. Small schools can use this technology to pool resources and teach courses (such as foreign languages) which otherwise couldn't be offered. Here are a few examples of how videoconferencing can benefit people around campus:
  • 3. faculty member keeps in touch with class while gone for a week at a conference • guest lecturer brought into a class from another institution • researcher collaborates with colleagues at other institutions on a regular basis without loss of time due to travel • faculty member participates in a thesis defense at another institution • administrators on tight schedules collaborate on a budget preparation from different parts of campus • faculty committee auditions a scholarship candidate • researcher answers questions about a grant proposal from an agency or review committee • student interviews with an employer in another city • Teleseminar Impact on medicine and health Videoconferencing is a very useful technology for telemedicine and tele nursing applications, such as diagnosis, consulting, transmission of medical images, etc., in real time in countries where this is legal. Using VTC, patients may contact nurses and physicians in emergency or routine situations, physicians and other paramedical professionals can discuss cases across large distances. Rural areas can use this technology for diagnostic purposes, thus saving lives and making more efficient use of health care money. Special peripherals such as microscopes fitted with digital cameras, video endoscopes, medical ultrasound imaging devices, etc., can be used in conjunction with VTC equipment to transmit data about a patient. Impact on business Videoconferencing can enable individuals in faraway places to have meetings on short notice. Time and money that used to be spent in traveling can be used to have short meetings. Technology such as VOIP can be used in conjunction with desktop videoconferencing to enable low-cost face-to-face business meetings without leaving the desk, especially for businesses with wide-spread offices. The technology is also used for telecommuting, in which employees work from home. Telepresence videoconferencing, where participants are able to see each other in reasonable life-like sizes and little delay in video transmissions, has started to make an impact on business meetings. Some good business cases have been built on substitution of international travel with tele presence conferencing. Videoconferencing is now being introduced to online networking websites, in order to help businesses form profitable relationships quickly and efficiently without leaving their place of work. Impact on law Videoconferencing has allowed testimony to be used for individuals who are not able to attend the physical legal settings. In a military investigation in North Carolina, Afghan witnesses have testified using videoconferencing. Uses of Videoconferencing Meetings Facilitating attendance at meetings is one of the simplest yet most popular uses of videoconferencing. For meetings that already regularly take place and require face-to-face communication, videoconferencing can substitute for the actual physical presence of remote participants. This reduces travel costs as well as travel time and makes meeting attendance more convenient. It can also make meetings more likely to occur. Frequent
  • 4. and/or ad hoc meetings that might not have been scheduled due to travel costs and timing can be enabled via videoconferencing and enhance the sense of teamwork among people at different locations but working on the same project. Videoconferencing provides remote participants with much of the face-to-face familiarity that comes with physical presence, including elements of facial expression, body language, and eye contact. If videoconferencing is readily available on individual desktops, the cohesive effects of this enhanced communication can be even greater. Collaborative work can then be enhanced further through the integration of videoconferencing with collaborative electronic tools (data transfer, shared whiteboards, shared applications.) These will be discussed later in this section. In considering the use of videoconferencing for meetings, it helps to think broadly about what a "meeting" really is. In the following illustrations, meetings that include videoconferencing are shown as instances of one- to-one, one-to-many, and many-to-many communication.
  • 5. In each of the above cases, the quality of the audio and the video are critical to the success of the remote participation. Both will affect whether or not the remote participant(s) feel like they are truly part of a meeting (not just an observer) and also whether or not the other participants treat them as part of the meeting. For meetings, though it may seem a bit counter-intuitive, audio is probably more of a "show stopper" than video. Minor hiccups in the video (pixelization, freezes, etc.) are often tolerated by users. Another factor that may influence the quality of your conference is the speed at which the parties connect. Higher speeds most often result in higher quality conferences. 384Kbps is the de facto speed for many conferences. This works fine for static meeting situations where most activity is limited to what's popularly referred to as "talking heads" (think of watching the news on TV.). If your conference involves movement on the part of participants or capturing a live event (e.g., a demonstration or performance) connecting at a higher speed is probably warranted. The limiting factor are the available bandwidth at each of the participant sites the capabilities of each endstation. In multi-point meetings requiring an MCU, participants can connect at varying bandwidth rates. Depending on the capabilities of the MCU, participants will either connect to each site at the speed of the slowest site or each site will connect at the speed of their call (a 384Kbps participant, for example, will only receive 384Kbps from a participant connected at 1.5Mbps). In the specific case of a multi-point meeting -- where more than one location is participating remotely, several additional factors affect the success of the remote participation. These include the view participants have of each other, how well participants can hear each other and be heard by each other, and how participants determine who is leading the meeting or "has the floor" at any given time. As with any new technology, successful integration of videoconferencing into existing activities requires attention to the needs of the people who will be using it. The determination of what is acceptable and useful must be based on the reaction and comfort level of the end users. In the case of simple point-to-point meetings, there is not a lot of new learning required for participants to successfully interact with each other as long as the video and audio quality do not interfere. Care should be taken to ensure that participants feel they can see and hear each other clearly. Typical rules of thumb include: • Microphones should be of sufficient quality to pick up the speaker's voice naturally (in terms of volume and physical position) and without excessive background noise.
  • 6. Microphones and speakers should be positioned so that they do not cause feedback and interference with each other, such as when the microphone picks up the sound from the speakers. Using directional microphones will also help limit the interference. • Camera quality should be good enough to capture an acceptable image (test with users at the remote site to see how you are coming through) and cameras should ideally be auto- focusing and should auto-adjust for lighting conditions so that participants do not need to adjust them while conferencing. • Speaker volume and camera position should be user-adjustable, or have proven acceptable auto-adjusting ability with user override capability. • Ambient room lighting is often not optimized for videoconferencing. If possible position the camera so that natural light does not have a deleterious effect on speakers image. Closing shades and turning up room lights are simple adaptations that can improve image quality. Adding a portable light to backlight speakers can also help. • For desktop conferencing, addition of a light source that can be focused on the speaker (e.g. an adjustable desk lamp) can enhance image quality. Classroom A particularly exciting type of "meeting" that may be enhanced and expanded through the use of videoconferencing is classroom instruction. In addition, the introduction of videoconferencing into the classroom means that at least some things about the nature of the instruction necessarily have to change. We'll try to outline some of those changes here. In one case, remote participants may be additional students that the instructor must now accommodate in terms of instruction and integration with any physically present participants into one student group. Remote participants should not feel that they are getting less out of the class than their physically present counterparts and physically present students should not feel that the presence of remote students is detracting from their instruction. In another case, remote participant(s) may be additions to the instruction itself, such as expert speakers or co-instructors. As with any team-teaching, a cooperative balance of instructional duties is required but this can be made more complicated if video presence cannot compete with physical presence. Two of the most typical classroom scenarios are illustrated below:
  • 7. Yet another aspect of videoconferencing in the classroom is that the "participants" being shared via the videoconference connection might not always be human. An instructor may want to incorporate an alternative video source (e.g., a document camera, a VCR) for sending to remote locations, or may want to receive video from an alternative video source at the remote site. The potential for combining video inputs and outputs can seem endless and readers are encouraged to fully explore these options when evaluating videoconferencing equipment for use within a classroom. Most importantly, use of videoconferencing in the classroom requires special attention to the comfort level, teaching style, and instructional techniques of the instructor. In the ideal world, preparation for the use of videoconferencing in the classroom would be minimal. However, today's reality dictates that there will have to be some adapting and learning on the part of instructors to use videoconferencing successfully for instruction. Practice time outside of actual class time must be available and utilized to effectively integrate the technology with their own instructional style and methods, thereby ensuring a natural flow of classroom activities by the time the technology is experienced by the students. Keep in mind that you are a virtual presence at the remote site(s). Try to plan your classroom time to include interactive activities that call on remote participants to respond and become actively engaged in the learning process. Many conferencing systems allow you to set up the camera in a number of different positions (e.g., wide shot of an entire class, close up shot of students in on the lower right quadrant) and store them as 'camera presets'. The presets are assigned to a button on the remote control. This allows you to easily focus in on a group of participants during the interactive portion of a session or just get a good overview of the level of engagement of varying groups at the remote site. Manual or frequent adjustments to the camera during a session is distracting, results in a few seconds of choppy video and has the flavor of a "home movie" you've been forced to watch. Investing in a few moments of pre-planning or multiple cameras is well worth the effort.
  • 8. Telemedicine/Tele health Telemedicine is a growing field made possible by improved, more widely available, and affordable telecommunications services. Once narrowly defined as direct provision of medical services using telecommunications technology, the term telemedicine is now being supplanted by "Tele health", and covers "use of electronic information and communications technologies to provide and support health care when distance separates the participants" (US Veterans Administration) or "use of electronic information and telecommunications technologies to support long-distance clinical health care, patient and professional health- related education, public health and health administration" (Office for the Advancement of Tele health, US Health Resources and Services Administration.) These definitions include activities providing direct and indirect clinical services such as Tele dermatology, but also include educational and administrative uses of these technologies to support health care, such as for continuing education or administrative videoconferencing. As convergence of video, voice and data networks occurs in the marketplace, it is not surprising that services previously offered on multiple media are now migrating to converged Internet, providing opportunities for convergence of a number of health care activities occurring at a distance. Tele Education There are many opportunities for enhancing education with videoconferencing. These include remote- teacher/remote-specialist applications, as well as classroom-to-classroom interaction. It can also be scaled to more than 2 sites, allowing virtual education "teams" to be created. It can used in the K-12 education system, as well as in-house corporate training, government services coordination e.g. for emergency services, and many other education areas. In most cases the equipment can be scaled to suit the situation, allowing for a regularly scheduled education program in fixed locations, or conversely supporting high-impact once-off events such as a visiting dignitary or specialist. It can be used to link sites within a region, or scaled up to international sizes. In the K-12 sector for example this allows students to interact with students their own age in other languages and cultures. In the remote-teacher approach, a simple H.323 system, attached to a TV or a projector allows a class to interact with a remote instructor. Depending on the situation, the remote instructor may use a fixed or a mobile system (e.g. a zookeeper, or museum staffer), or include a mixture of live and recorded video (e.g. for medical training). Most H.323 (and other video-conference) systems allow for flexible encoding arrangements, where a camera can be managed separately to the encoding device. Typically the receiving site is fixed, such as a classroom, but the interaction still works in both directions. By using a "multipoint-conference- unit"(MCU)/"bridge", or some form of network multicast, more than 2 sites can be supported at the same time, and all participants can interact with each other, if that suits the occasion. It should be noted though that most education events tend to be "lecture-mode", which is predominantly (but not entirely) one way. Managing audio and video in both directions can be a major technical challenge in some situations, e.g. in large lecture theatres with hundreds of participants. The human eye and ear can focus much better than their electronic counterparts.
