The June 3, 2004 issue of Black Issues in Higher Education
shows how HBCUs dominate the upper echelon in terms of
numbers of African American graduates per school for the
2002-2003 academic year:
Sixteen of the top 21 producers of African American
baccalaureates in biological and biomedical sciences were
HBCUs, including the entire top six (Xavier University of LA
(#1), Hampton University (#2), Howard University (#3), Morgan
State University (#4), Jackson State University (#5) and
Tennessee State University (#6).
The twelve top producers of African American baccalaureates in
the physical sciences, including #1 Xavier University of
Louisiana, were all HBCUs.

St. Katherine’s mission was to make sure that an equal opportunity for education was given to Native Americans and African Americans. The money used to open Xavier was money that had been in her family for generations. Her family was more progressive than most in the south and made it their mission to educate the underrepresented. Historically Black Colleges and Universities are primarily in the southeastern portion of the state (Maryland down to Texas). These institutions were founded to provide opportunities to minorities who were primarily African American to provide education from a trade to the sciences. Xavier is nicknamed the Emerald City because of its green roofed buildings spread out throughout campus. The campus has rebuilt many of the buildings that were destroyed in Hurricane Katrina, the only building that is still severely damaged is the chapel. After Hurricane Katrina Xavier’s administration building and main entrance were among the first to be re-built and repaired.
Xavier does not offer early action but do offer early decision to incoming freshman. Unlike some other institutions early action can be deferred or rejected by the student. Xavier received 3,278 applications and offered admissions to 2,193 students. The retention rate for first time freshman was reported at 69% for the fall of 2009. Prior to Hurricane Katrina, the university boasted its largest freshman class. The campus had to close for the fall semester of 2005 and did not open until January 2006. The university expected to see a large drop in campus but more than half of the students returned to campus. The consortium students are part of national project that seeks to provide a more diverse population in business. Although the university was founded under the Roman Catholic faith more than 25% of students are not Catholic. First year live on is not required. Most students prefer to live on campus due to cost and convenience, 50% of the population lives on campus.
The College of Arts and Sciences at fall 2009 had 2,483 students. The College of Pharmacy had 678 students and the Graduate School had 173 students. In the spring of 2009 Xavier awarded 353 bachelor’s degrees, 35 master’s degrees, 35 master’s degrees, and 147 Doctor of Pharmacy degrees. M.A.X. is a program that was designed by students to promote campus and community service. Students are introduced to a variety of activities to learn about their surrounding community as well as their global community.The Peer Dean Association is a group of students who volunteer their time to act as liaison for incoming freshman and transfer students. They help plan orientation and lead campus tour groups and visits.Men’s and women’s basketball are among the most popular on campus. All teams are affiliated with the Gulf Coast Athletic Conference.The Commuter Student Association (CAS) is set up to help keep students who do not live on campus connected to what is happening at the institution. In the College of Arts & Sciences the student teacher ratio is 13:1. In the College of Pharmacy the student teacher ratio is 10:1The Diaspora in segregated Louisiana grant was $30,000. The grant allowed the history department and its students to search for interviews and pictures of the Africana groups that were splintered throughout the state for the last 100+ years.Recovery and Preservation of Archives was a $25,000 grant given to Xavier from the federal government. The library at the university is home to many historical artifacts from slavery, war, and state history. The money allowed the university the means to save many of these artifacts that had suffered damage during the hurricaneThe Garifuna Project was a $25,800 grant that allowed the university to research the Spanish speaking Afro-Latin culture in New Orleans. The Garifuna are a very small population of the city and are becoming harder and harder to find. Francis C. Norman was appointed president of Xavier University on June 26th 1968. He is the first and only president the university has had to date. His appointment came after the Pennsylvania Order of the Sisters of the Blessed Sacrament decided that the state of Louisiana needed its own Order. Dr. Norman is the longest presiding president of a college or university in the United States. He received his B.A. from Xavier and was the first African American to graduate from the Loyola University School of Law. His career at Xavier started in 1957 as the dean of men. The Board of Trustees rotates and will see different members that are not necessarily clergy. Most of the members are laymen and laywomen who are not affiliated with the Roman Catholic Church.

Xavier is running about middle of the road in comparison with the other universities in the area. Most of the universities in the New Orleans Area are private which explains the high cost of tuition.
Scholarships range from directly from the endowment, to students in financial need, to ROTC scholarships. The university has Air Force, Navy, and Army ROTC programs that it shares with other local universities.

All incoming freshman are required to take the COMPASS test if their SAT or ACT score is deemed minimal. The SAT and ACT requirement vary based on which college the student would like to be a part of. Most student will begin in the College of Arts and Sciences if they do not meet the requirements of another.
The COMPASS is not a pass or fail type of test. The test is primarily set up to factor where a student should be placed after admissions.
The COMPASS test is also taken by transfer students who have less than 60 hours of college coursework credit. Students who would like to enroll in honors courses must also take the COMPASS test for eligibility.
Most students who apply at Xavier choose to take the ACT over the SAT. It appears to be a state trend with other universities in the area reporting the same information. Because there are other factors that play in to admissions the test score is only part of the process and in some cases if a student meets the state SAT minimums and have an excellent record they could still be admitted. For students who score 330 on the SAT critical reading are placed in ENGL 0990. ENGL 0990 is described as preparatory English, that prepares a student for expository writing and revision. It is a 3 hour non-degree credit course that requires a student to have individual tutoring in the Writing Center. A student who does not COMPASS test out of the math portion will be required to tak MATH 0990. MATH 0990 is a 3 hours of non degree credit. The course is described as a preparation course for college mathematics that includes: Signed numbers, fractions, decimals, percentages; linear equations and inequalities, geometric problems involving area and perimeter of basic figures; operations with algebraic expressions; polynomials, simultaneous equations, factoring, radical expressions; operations with complex numbers; quadratic equations; graphing and basic Cartesian geometry. Students who do not test out of the reading COMPASS will be placed in RDNG 0992. RDNG 0992 is also 3 hours of none degree course work designed to teach students basic reading/study skills. This course is designed to provide a review of basic skills, reading and vocabulary strategies and study skills necessary for success in college. It focuses on literal and inferential comprehension, critical analysis and evaluation of college level text and fluency strategies. The CMHDRE re-opened it doors after Hurricane Katrina in 2009. The center opened with the help of Xavier University, New Orleans Health Department, Louisiana Office of Public Health, Louisiana Department of Health and Hospitals, and Walmart. The center is attached to a New Orleans where screenings are given for high blood pressure, diabetes, and cholesterol. The University of Tennessee has an articulation agreement with the Xavier University College of Pharmacy, that seeks to increase the number of minority biomedical students in both states. The College of Pharmacy has also partnered with Tulane University’s cancer center on several grants and has received many awards for federal money. The most recent grants “Defining the Hormone Activity of Plant Extracts and Dietary Supplements”, studies the use of plant extracts to treat effects of post menopause and the planning grant “Minority Institutions and Cancer Center Collaboration”, which is grant that is both progressing the study of cancer but also seeking to help Xavier towards their own independent cancer center. The Department of Health and Hospitals Chronic Disease and Prevention Unit work with not only Xavier University but other universities in the state to help with the study of chronic and preventable diseases. The Center for Minority and Health Disparities is a great example of how a school community, local community, and its business community can all work together to achieve a common goal. The CFMHD has seen hundreds of people since opening its doors. The hope for the center is to eventually have branches throughout Louisiana in rural areas where people may not receive quality healthcare and education.
