Release of Change 2 to DoD Instruction (DoDI) 1322.25, Voluntary Education 
Programs, 3 MAY 2010 
 
On 3 May 2010, Change 2 to DoD Instruction (DoDI) 1322.25, Voluntary Education 
Programs, was released and is currently available at:  
http://www.dtic.mil/whs/directives/corres/ins1.html.  The sole purpose of issuing 
Change 2 was to reflect the tuition assistance (TA) eligibility criteria for 
members of the Selected Reserve and Individual Ready Reserve, which resulted from 
the enactment of NDAA 2008 (section 521 of Public Law 110‐181).  Please note that 
Change 2 to DoDI 1322.25 only addresses this one update.  A complete revision of 
this DODI, which will contain Change 2 plus many other revisions, is currently 
being worked and should be ready for final staffing in the next few weeks.  All 
of the policies, memorandums, and issuances listed on the DoD Voluntary Education 
Website at:  http://www.voled.doded.mil/voled_web/voledhome.asp, continue to be 
in effect until the complete revision of DoDI 1322.25 is approved and released.

Work‐at‐home scam claims to help troops; Victims “hired” to ship stolen 
merchandise 
 
The Wisconsin Better Business Bureau (BBB) warns consumers that an alleged 
Wisconsin‐based military support service, Help4Troops, also known as Work4Troops, 
is a work‐at‐home, shipping scam that claims to help American troops overseas.  
 
The BBB has confirmed that Help4Troops is not located at its listed address. 
Neither Help4Troops nor Work4Troops is registered with the Wisconsin Department 
of Financial Institutions or the IRS, as required by law to conduct business in 
Wisconsin. And despite its website’s claim that Help4Troops has been commended by 
“the President of the United States, the governor of Maryland, the mayor of 
Baltimore, and the United States Junior Chamber of Commerce,” the company is not 
known or recognized by the Department of Defense and is not listed in the 
National Resource Directory. 
 
To avoid being boxed in by shipping scams like this one, follow these BBB 
guidelines: 
•     Don’t be fooled by attractive advertising. Especially in instances of 
charity scams, be cautious of your emotions getting the best of your reason. 
Scams like Help4Troops often provide powerful testimonials or success stories to 
lure compassionate, unsuspecting victims. 
•     Check with the BBB. Help4Troops has an “F” rating with the BBB. A full 
Reliability Report is available for Help4Troops, and thousands of other 
businesses and charities, at www.wisconsin.bbb.org. 
•     Visit www.ourmilitary.mil to find a listing of charities associated with 
the military, including the BBB Military Line, a partnership with the Department 
of Defense (DoD) Financial Readiness Campaign that brings BBB services to 
military personnel, retirees, DoD civilians and their families.

Children’s Medicine Recall 
 
The McNeil Consumer Healthcare is initiating a voluntary recall of the following 
children's products; liquid infant’s and children’s Tylenol®, Motrin®, Zyrtec®, 
and Benadryl® products.  Some of these products may not meet required quality 
standards. This recall is not being undertaken on the basis of adverse medical 
events. However, as a precautionary measure, parents and caregivers should not 
administer these products to their children. Some of the products included in the 
recall may contain a higher concentration of active ingredient than is specified; 
others may contain inactive ingredients that may not meet internal testing 
requirements; and others may contain tiny particles. While the potential for 
serious medical events is remote, the company advises consumers who have 
purchased these recalled products to discontinue use.  See the recall notice at

Five DoDEA students participated in the 48th National Junior Science and 
Humanities Symposium (JSHS) held April 28‐May 2, 2010, in Bethesda, Maryland.  
Natalia Lopez from Antilles High School in PR; Erin Schwartz from Bitburg High 
School in Bitburg, Germany; Alexander Gary from Aviano High School, in Aviano, 
Italy; Nicole Perry, from M.C. Perry High School in Iwakuni, Japan; and Alexis 
Mills from Guam High School, in Guam represented DoDEA at the symposium. The 
National JSHS brings together 240 high school students who qualify for attendance 
by submitting and presenting original scientific research papers in forty‐eight 
regional symposia held at universities nationwide.  Sponsored by the research 
offices of the U.S. Army, Navy and Air Force and the Academy of Applied Science, 
JSHS promotes original research and experimentation in the sciences, engineering, 
and mathematics at the high school level and publicly recognizes students for 
outstanding achievement.  JSHS allows high school students the support and 
resources to design and conduct original research in the areas of Science, 
Technology, Engineering or Mathematics (STEM) areas.  See the article in the

Armed Forces Beach Volleyball Championships: 
 
The Navy/Coast Guard reigned supreme at the first annual Armed Forces Beach 
Volleyball championships held at MCAS Cherry Point, NC this week.  Each 
Service had 2 teams (Army did not participate) and the Navy men were undefeated 
while the Navy's #2 men's team took home bronze.  The Coast Guard participates 
with Navy in Armed Forces Championships and the CG women were also undefeated in 
winning the gold and the CG #2 women's team won the silver.   
 
Beach volleyball will be a new sport in the upcoming CISM Military World Games 
which will take place in July 2011 in Rio de Janeiro, Brazil.  Initiated in 1995, 
the Military World Games are held every four years and have grown from 93 nations 
competing that year to a record 101 countries participating in the 2007 games.  
The United States will send close to 300 military athletes to participate in the 
world games.  The CISM motto, "Friendship through Sport", uses the playing field 
to unite the armed forces with the ultimate goal of contributing to world peace 
through sports.

Financial Tip of the Week 
 
Financial Tips for Couples  
 
Many couples find it very difficult to talk openly about their finances.  Money 
problems can literally cause a lot of heartache between people, so here are some 
ways couples can come together to get their financial house in order: 
•     Get organized: Gather all important financially‐related documents to a 
central location that is equally accessible to both partners. 
•     Track your spending: Write down where you are spending your money.  Re‐
route some of your spending to a savings account.  
•     Plan to save: Start a savings account to cover expenses like clothes, 
Christmas/holidays, and insurance.  Plan for future expenses throughout the year.   
•     Build an emergency fund: You never know when you will need additional cash 
so try to have two to three months of living expenses in a readily accessible 
savings account or money market account. 
•     Don’t Go Into Debt, and if you are, Get out of debt: Avoid Credit CARDS.  
If you must use them, control your credit card spending and try to pay off any 
debts you have.  Pay more than the minimum monthly payment.   
•     Set goals: Decide what you want to do with you money.  Write down your 
goals and your strategy for achieving these goals.  Write a budget. 
•     Review your insurance coverage: Every year, review your health, life, 
disability, renter/ homeowners, auto, and personal liability policies to make 
sure you are both adequately covered. To learn more about insurance go to the 
National Association of Insurance commissioners Insure U web page. 
•     How much should you save and/or invest? Save at least 15% of your 
earnings.  The older you are the higher the percentage has to go unless you think 
you can work forever!

Parenting Tip of the Week 
 
When it comes to taking medicines, kids aren’t just small adults. When using 
nonprescription medicines, here are some ways to be sure you’re giving your 
children the right medicine and the right amount. 
1.    Read and follow label directions every time.   Pay special attention to 
warnings.  
2.    Use the correct dosing device.  
3.    Never play doctor. Twice the recommended dose is not appropriate just 
because your child seems twice as sick as last time.  
4.    Talk to your doctor, pharmacist, or other health care professional before 
giving two medicines at the same time to avoid a possible overdose or an unwanted 
interaction. 
5.    Follow age and weight limit recommendations. If the label says don't give 
to children under a certain age or weight, don't do it. Call your doctor. 
6.    Follow the "KEEP OUT OF REACH" warning.

When applying for a job, state in your cover letter or application that you are a 
military spouse of an active duty service member who may be eligible for the 
Military Spouse Internship Program.   Spouses can apply for a federal job by

Nutrition Tip of the Week 
 Keep a bag of almonds at your desk for a quick snack during the day. Remember to 
just eat a handful, or about 20 nuts, to control the portion size. For more

provide information and make referrals on a wide range of issues, including

While April 15th has past, Military OneSource (MOS) continues provide free tax 
filing services and free tax consultations to military service members and their
