RTI services students struggling in school or at risk for learning disabilities. It has primarily focused on elementary students and reading. RTI uses a multi-tiered system to provide interventions starting in tier I and intensifying in tiers II and III depending on student progress. Students are monitored through progress rather than IQ tests, and evidence-based instruction prevents greater falls behind peers.
