1. SEMS (New Physical Laws) and SHIPWRECKS
• AMNESTY INTERNATIONAL: In order to avoid victims of migrants by shipwreck, Amnesty
International should require the implementation of SEMS system on all vessels capable of carrying
a large number of people, either crammed into holds or crowded into open boats unprotected
against inclement weather.
• GREENPEACE: Also Greenpeace should require the implementation of SEMS system in all vessels
of any other type in order to avoid the wrecks or spills as is happening with the russian fishing
vessel Oleg Naydenov in southern of Gran Canaria.
In these last days was commented in the European Union about the possibility to consider an international
crime (against Humanity) the transport of "illegal" immigrants, comment that was dismissed due to the fact
that no court could hardly demonstrate that skippers and captains of ships are not immigrants or refugees,
considering the fact of the alleged abandonment of boats once arriving destination.
From years ago in the maritime transport the black boxes or DVR are also implanted. In the case of marine
transport unlike air transport the data of sustentation and speed (motor power) are not crucial to fulfill its
mission, hence the black boxes would be simpler and much less expensive also considering they do not
suffer from violent impacts. Such black boxes should be able to float and have ejection or release system to
indicate its location in the event of sinking; highlighting, that from the first moment the vessel passes over
the first wave, said black boxes should detect the risk of potential sinking and should send a location signal.
These black boxes would inform on real time to skipper or captain of the buoyancy and stability of the
vessel via smartphone that they necessarily would take with them; otherwise, in case of capture and / or
sinking they would be accused directly of crimes against humanity.
In the case of the Russian fishing vessel as said before, once the ship come out of the harbour and passes
the first wave, the SEMS system would detect any grave risk of instability due anti-fire flooding returning
back to port. Likewise, the system would detect on real time any aditional flood due crack or structural
damage.
The following drawings represent the main physical variables that the system would detect, determining the
exact buoyancy and stability of the boat. The yellow lines show an exaggerated maximum flexion
(elasticity) of the vessel, which occurs when the ship is on the wave/s which should be of equal length to
the length of the ship.
