5. A national model for creating jobs, attracting business and
producing innovative clean-energy technologies.
Nearly 17,000 Coloradans now work in renewable energy
and energy research jobs in Colorado, the fourth-highest
concentration in the country.
Dozens of new businesses like Vestas Wind Systems,
Siemens Wind, Abound Solar, Ascent Solar and Solix
Biofuels are growing and adding jobs in Colorado.
Colorado has nearly quadrupled the amount of wind
power on the grid and we expect to double that by 2015.
Renewable Energy Standard increased to 30%
6. Strategy: Address barriers to broad deployment of energy
efficiency and renewable energy.

Create a one-stop-shop for actionable energy information.

Assist with up front costs through rebates and grant programs,
provide financing mechanisms, and provide technical
assistance through performance contracting program.

Develop the workforce for New Energy Economy jobs through

• Rebate applications are available at:

• Water heaters (gas tank-less, gas high performance and gas
condensing)

14. Residential Program – Energy Codes
• Working with the Department of Local Affairs (DOLA),
Division of Housing to administer and implement the
Energy Code Support Program to provide trainings,
workshops and site visits statewide
• Program was launched on December 15th, 2009
• Currently and Request for Proposals (RFP) is posted for an
implementation contractor
• A inventory of all 333 local code jurisdictions has been
completed
• Colorado has offered to participate in the Department of
Energy’s (DOE) 2009 IECC compliance pilot study
16. Residential Program – New Homes
• 12 ENERGY STAR New Homes (ESNH) Program grants
have been issued for 2010
• Colorado reached 32.7% market penetration in 2009
• A Denver area Program Coordinator/Contractor for the
ESNH Program will be awarded this month
• The ENERGY STAR/Energy Saving Mortgage (ESM) grant
solicitation closed last week
• ENERGY STAR Homebuilder Rebate still available

• Trainings focused towards homebuilders, contractors, real
estate professionals and appraisers
• ESNH marketing campaign will launch this spring/summer
• The Above Building Code (ABC) grant solicitation was
posted last week

19. Residential Program – Existing Homes
• Insulate Colorado (IC) ended March 31st with the new
Rebate Program offering insulation and air sealing
incentives
• Energy Efficiency Expansion and Training (EEET) and
Innovation Funding for Energy Efficiency (IFEE) grants
have closed and ?
• Energy efficiency training will be offered in the coming
months for contractors and trades statewide
• CFL Buy-down grant will be posted this month
20. Residential Program – Existing Homes
• Home Star federal legislation on the horizon which could
provide substantial rebates and incentives for energy
efficiency
• A Residential Energy Efficiency Working Group (REEWG)
has been created to bring professionals from various
industries together to discuss and address Colorado
specific challenges

• Solar PV, hot water and wind rebates for small
businesses
• Rebates will be available statewide
• All applications will be processed by the GEO via an
online process and have to be submitted by a contractor
• Rebates will be added on top of existing incentives
provided that the total amount does not exceed the
GEO‘s identified cap
• Installations can‘t begin until the rebate is reserved

What it is…

• Grant funding is seed funding to develop long-term local

33. CO Industrial Energy Challenge
• Targeted at large industrial energy users
• Recognition from the Governor for setting 5-year energy
goal and for outstanding achievements in energy efficiency
• Implementation Partners: SWEEP, CSU Industrial
Assessment Center, ETC Group
• March 2010 launch; tentative kickoff event with Governor in
late May/early June
34. Energy Performance Contracting
• An EPC is an agreement between the client and an energy service
company (ESCO) that allows efficiency upgrades to be paid for
with savings achieved through decreased energy consumption and
maintenance costs
• The GEO is working with 140 projects = $325 million in EE/RE
projects
• Pre-qualify ESCOs
• Standardize process and procedures
• Standardize contract documents
• ESCOs are under contract with the GEO and required to use
standardized procedures and documents

HPB Program Partner Updates
• The GEO is working with over 30 projects throughout Colorado
o About half schools, half public buildings
• Projects are starting to move forward and most public new construction is
utilizing green building strategies
• Due to limited demand, the GEO is offering expanded services
