The NYCDOE firewall prevents the standard Flash updater, for browsers like Safari, Firefox, and IE. To update Flash within the DOE you need to download the full installer and run the enclosed package (or just use Chrome)

In Apple Remote Desktop select the remote machine(s) you want to
update & click the Install Package icon (or Manage->Install Packages from
the menu bar)

In a hard-wired lab ~10 at a time works quickly, more than that & install lags or fails
For remote systems on wifi it is not recommended to do more than 1 or 2 at a time

FINAL NOTE 1
It is recommended you reboot both Macs and PCs immediately after the installer is run.
Also,Adobe has been known to update Flash 2x a month so be aware you might have
to do this process frequently

When possible, use Google’s Chrome browser. Chrome is able to
update Flash automatically, without being blocked by the DOE.
Safari, Firefox, and Internet Explorer require this work-around
