Directive is to improve the right to information and to consultation of employees in Community-scale undertakings and Community-scale groups of undertakings.The arrangements for informing and consulting employees shall be defined and implemented in such a way as to ensure their effectiveness and to enable the undertaking or group of undertakings to take decisions effectively. Matters shall be considered to be transnational where they concern the Community-scale undertaking or Community-scale group of undertakings as a whole, or at least two undertakings or establishments of the undertaking or group situated in two different Member States.Direttva è intesa a migliorare il diritto all’informazione e alla consultazione dei lavoratori nelle imprese e nei gruppi di imprese di dimensioni comunitarie. Le modalità di informazione e consultazione dei lavoratori sono definite e attuate in modo da garantirne l’efficacia e consentire un processo decisionale efficace nell’impresa o nel gruppo di imprese. Sono considerate questioni transnazionali quelle riguardanti l’impresa di dimensioni comunitarie o il gruppo di imprese di dimensioni comunitarie nel loro complesso o almeno due imprese o stabilimenti dell’impresa o del gruppo ubicati in due Stati membri diversi. 4. Why is Filcams proposing a project such as “MuMMIA”?
• In Filcams we know where the mouth of the river is eand we know if
it is a delta or an estuary, but often it is difficult to know which
mountain is the source and which affluents, lakes and lands did the
river encounter in its journey.
• We know if a TNC has only one activity on our territory and sectors,
but it is harder to understand where the mother company is. Often a
Group has for example its headquarters in USA, production in Asia,
distribution and assistance in many countries, also European.
• It is key for us to know in which countries but also in which sectors
that TNC is present, so that we may involve the European
Federations and national trade unions in a Trade Union Alliance
which is the base for any collective bargaining, including those for
EWC training.

Considerable gap between the amount of multinational companies
covered by the EWC Directive 2009/38/EC...and the amount of
established EWCs.
The ETUI databank contains around 2.400 multinazional companies
10% of which have a multisectoral perimeter
20%in case of groups of companies
In 20 years around 1.200 EWCs were established, more or less 60 per
year.
900 active EWCs, many must be renegotiated after new Directive.
Around 1.500 TNCs, even though covered by the Directive, don't have
an EWC.

8. Two parallel actions in a constantly
changing environment
1°Allow best functioning possible of existing EWCs which
involve more than 20.000 members.
2°Improve processes for establishing new EWCs
foreseeing also the unavoidable training for trade
unionists and future members.

are often modified.

14. Objective: Understand how to improve trade union action
Often a barrier exists, similar to the language one, between delegates
and trade unionists belonging to different sectors and thus different
Federations.
In addition to implementing the European framework of TNCs and the
Italian Filcams perimeter, the Mu.M.M.IA. Project had the aim of
examining within some specific multisectoral companies which were
the main obtacles encountered in the creation and correct
functioning of an EWC; to propose improvement solutions for the
processes; propose a method that, if it works in multisectoral
companies, could be applied as a generic model.
