The June 2013 floods in Uttarakhand, India devastated the region, affecting over 1 million people, killing 6000-50,000, damaging 4200 villages. ActionAid, CARE and ChristianAid received UK Aid funds to provide relief and support rehabilitation efforts. They distributed relief supplies to thousands of households and are undertaking livelihood restoration, shelter reconstruction, and advocacy projects. Coordination challenges include the difficult terrain and developing a unified approach between NGOs, government, and other stakeholders for long-term rehabilitation.

• Combination of various factors like eco-fragile zone, un-precedented
pre monsoon shower (between 64 to 250 mm), glacial lake outburst,
debris from the hydro-electric projects, climate change etc.

5. Our Response
• ActionAid International, CARE and ChristianAid received 1,00,000 UKL
each under the RRF from UK Aid.
• Proposal through joint planning

• Focusing on the first and the second phase of response
• Standardization of the package
• Coordination at the field level within themselves and with other
agencies to avoid duplication and ensure that relief reaches the most
in need.

• Working across 4 districts (Rudraprayag, Chamoli, Tehri Garhwal and Pithoragarh)
• Reconstruction of water line in two villages in Tehri
• Livelihood study (farm and non-farm)

9. Ongoing Interventions (ChristianAid)
• Working on livelihood diversification with 1140 families in Guptkashi
and Augustmuni.
• Target community: directly impacted by the disaster (loss of earning
member, household destroyed, loss of livelihoods)
• All the families belong to the BPL
• Two value chain (silk and beekeeping) taken as alternative livelihood
option
• In partnership with a local organization (Appropriate Technology
India) working on value chains in the area since the last 15 years.

• Creation of 15 Community Friendly Space focusing at children
between 0-10 years, pregnant & lactating women and Adolescent
Girls.
• Focus on three schemes of the government viz. ICDS, the primary
school and Sable Scheme
• CA is working with a local partner to implement this program
• CA to handhold and strengthen these schemes for six months, later to
be handed over to the government.
• Disaster Management: Preparation of the state health contingency
plan for the Government.

11. Coordination Among RRF Partners
• Joint planning for response.
• Standardization of relief package
• Joint mid term correction exercise based on the priorities shared by
the government.
• CARE and CA is working together on implementing the program in the
field (CARE is doing the intermediate shelter in the same areas where
CA is doing the CFS).
• Both the programs are being done through the same local partner
NGO.

• Coordinated preliminary assessment through IAG.
• Around 15-20 IAG meetings (Delhi and Dehradun) till date.
• Joint sectoral study through Inter-Agency Coordination group
• CARE led the study on intermediate and permanent shelter

• UNDMT coordinates between the Government and the NGOs
• One meeting with the chief minister (nomination of focal person) for GO-
NGO coordination.
• Both UNDMT and IAG has a district level focal person (full time) for local
coordination.
• All the projects implemented has to have prior approval from the
government. In some of the cases government order (GO) is also issued.
• Government has created separate email id for report sharing
• District level coordination for reconstruction process has also started with
once a month meeting called by the DM
• Efforts are on to have a focal point for block level coordination for high
impact blocks

14. Suggested Interventions for Rehabilitation
• Rehabilitation with DRR and development as a strong component: Resilient
Community: Medium term upto 6 months and long term an year or more.
• Food Security: In the form of cash and food programming based on the
availability of food in the local market. Some of the work that could be taken up
are land reclamation, land stabilization, approach roads, construction & repair of
water harvesting structures (agriculture and drinking).
• For community unable to do manual work: Unconditional and conditional cash
transfer through capacity building on disaster management, skill up gradation for
livelihoods, psycho-social care etc.
• Rejuvenation and reconstruction of affected livelihoods and diversification of
livelihood options. Focus could be animal husbandry will skill development
(cattle, goat and poultry), beekeeping, vegetable cultivation with green house,
horticultural plantation (season?)

• Revival (build back better) of ICDS and primary education through
provision of infrastructure, kits and capacity building. Address drop-
out rate
