1. ANNUAL ROAD TAX
Who: All SOFA Personnel Must pay Road Tax for each vehicle they
own as of 1 April. Personnel may pay for another member.
A Power of Attorney is not required.
Where: Mokuteki Community Center Ballroom (Bldg 626)
When: 14-16 and 18 April 2014: 0800-1500
17 April 2014: 0900-1500
Personnel should arrive according to the first letter of their Last Name:
A - I Monday 0800-1500
J - R Tuesday 0800-1500
S - Z Wednesday 0800-1500
Make-up Thursday 0900-1500
Make-up Friday 0800-1500
Any SOFA personnel who owns a Vehicle, Motorcycle, or Moped, is
responsible for paying Road Tax for the entire year, regardless of
imminent PCS, separation, resale, or scrapping.
Tax is linked to vehicle, not the owner!

2. ANNUAL ROAD TAX
Security Forces will be documenting each
vehicle’s JCI/Liability Insurance policy
information and expiration dates.
All personnel are required to have this
information recorded before being issued a
new Road Tax decal.

4. ANNUAL ROAD TAX

- Japanese Title (must be in the registered owner’s
name)
- Valid JCI Policy
- Valid Liability Insurance (same name as title)
- DBIDS Base Registration (same name as title)
35 FW Form 71 is obsolete and will not be accepted
- 2013 Road Tax receipt
Base decals will be issued after Road Tax payment has been
made. Decals must be placed on your vehicle immediately
(top center of your windshield, below your JCI sticker) and
No Later Than 1 June.
Non-SOFA Retirees have until 1 July to display the decal.
All previous year decal must be removed

5. MOTORCYCLE ROAD TAX
Required documents:
- USFJ 4EJ endorsed with motorcycle
- Valid Motorcycle Safety Foundation Card
**Previously Trained Motorcycle Memorandum if MSF card was issued
from a location other than Misawa, Japan**
- Japanese Title (must be in the registered owner’s name)
- Valid JCI Policy
- Valid Liability Insurance (same name as title)
- DBIDS Base Registration (same name as title)
35 FW Form 71 is obsolete and will not be accepted
- 2013 Road Tax Receipt
Road Tax Decals will be issued after Road Tax Payment has been
made. Decals must be placed on your Motorcycle immediately
(exterior of the front right fork, visible to Gate Guards) and
No Later Than 01 June. All Previous year Decals must be removed.

9. BASE REGISTRATION
The 35 FW Form 71 has been replaced by DBIDS Vehicle Registration. Vehicle owners who show
up with a Form 71 will still be allowed to pay for Road Tax, but will be required to visit Pass and
Registration to have their vehicle registered before being issued a Road Tax decal.

12. ANNUAL ROAD TAX WEEK
The Pass & Registration office will be open during normal
duty hours for all services except vehicle registrations
Updating of registration forms from the 35 FW Form 71 to
DBIDS will still be completed
All other vehicle registrations/transfers will resume on
21 April 2014
