• Approval by International/ National regulatory agency: The X-ray BIS deployed at Level- 1 must be approved by at
least three major regulatory agencies of
• Civil aviation `Appropriate Authority’ including the country
of product manufacturer such as: • a. Transport Security Administration (USA),
• b. Department of Transport (UK),
• c. Department of Bundeskriminalamt BKA-Germany,
• d. ECAC(European Civil Aviation Conference) – European
Union.
• e. Department of Transport (Australia)
• f. Flughafen Police (Switzerland) and / or,
• g. ENAC-Ente Nazionale per l'Aviazione Civile (Italy)
• Besides the product should be approved by the civil
aviation regulatory authority of the manufacturing country
HBS: PURPOSE & SCOPE
• PURPOSE To prevent Weapons, Explosives, IEDs, IIDs, Dangerous
Articles, Dangerous Substances or any other dangerous devices
from being introduced on board an aircraft engaged in carriage of
passengers.

Screening of Registered Check – in /Hold Baggage.

• (a) Carriage of Weapons, Explosives, IEDs, IIDs, Dangerous Goods,
Dangerous Substances or any other dangerous devices.
• (b) Loading Registered Baggage into Aircraft without screening.

System before being loaded onto the passenger

HBS : LEVEL -1
• A high speed multi view / computer sliced Xray machine with automatic explosives
detection facilities (400 to 1800 bags/hr).
• Decision is to be Fully automatic and the
operator intervention is only required in startup and shut down procedures
• Four to five views of the baggage generated
• Un-cleared baggage will go to Level 2
• Cleared bags will proceed to the baggage
make-up area
HBS:LEVEL -2
• Screening at remote workstations.
• Equipped with enhanced imaging /
manipulation systems : options to select view
out of five views generated.
• Baggage should be ‘tracked’ while it travels
the length of the conveyor: its position and
identity is known all times.
• Allows 15-20 seconds to queue and process
the level 2 images.

98% bags expected to be cleared.
Bag considered suspect are flagged and routed
automatically to Level 3
• Cleared bags :Routed to baggage make -up area.
• Bags not cleared within a pre-determined time by level
2 operators, are considered ‘time-outs’ and
automatically forwarded to level 3
 Note: The Matrix type set-up of several level 1 and
level 2 workstations will be linked together

– X- Ray screening & operator analysis
– Explosive Trace or vapour Detector/ sniffer dog.

• Level 4
– All un-cleared / suspected bags at level 3 are to
be reunited with their owners for further
inspection and interview.
– Appropriate action based on Banned items or
threat or not clear.

HBS: FLOW OF BAGGAGE INFORMATION
• The relevant information, which is important to evaluation of the
bag and its contents, must be carried forward through the
security process until the bag is “CLEARED”.
• Ensure that the basis of concerns, identified at one Level, which
are significant or not easily identified are communicated
effectively to succeeding Level in the HBS automatically by the
system or by other means of communication system.
• It is essential to ensure that the personnel deployed at next
Levels responds efficiently & effectively to resolve the urgent
situations. Such communication may include the following : • Where the Weapons, Firearms, Dangerous Goods are
detected.
• Where an operator believes they have positively identified
an IED/IID at any stage of HBS.
HBS : BAGS TRACKING

• Pax checks in

– Bar code on ticket & luggage
– City code , Number of bags & total weight.

• Code assigned on conveyor belt by tracking
system .
• Identifies any blockage, location of bag etc on
carousal.
• Bags identified & diverted based on coded
identity assigned by the system.
• Based on coding, bags segregated for
respective flights.

HOLD BAGGAGE SCREENING • Legacy – X-ray Machines Before check in – Each pax to take baggage to X- ray machine – Manual & Time consuming procedure. – Increase in traffic & pax • More space required • Time consuming • More technically qualified individuals required. HBS:TESTED & APPROVED SYSTEM • Approval by International/ National regulatory agency: The X-ray BIS deployed at Level- 1 must be approved by at least three major regulatory agencies of • Civil aviation `Appropriate Authority’ including the country of product manufacturer such as: • a. Transport Security Administration (USA), • b. Department of Transport (UK), • c. Department of Bundeskriminalamt BKA-Germany, • d. ECAC(European Civil Aviation Conference) – European Union. • e. Department of Transport (Australia) • f. Flughafen Police (Switzerland) and / or, • g. ENAC-Ente Nazionale per l'Aviazione Civile (Italy) • Besides the product should be approved by the civil aviation regulatory authority of the manufacturing country
  • 15. HBS: PURPOSE & SCOPE • PURPOSE To prevent Weapons, Explosives, IEDs, IIDs, Dangerous Articles, Dangerous Substances or any other dangerous devices from being introduced on board an aircraft engaged in carriage of passengers. • SCOPE Screening of Registered Check – in /Hold Baggage. • VULNERABILITY • (a) Carriage of Weapons, Explosives, IEDs, IIDs, Dangerous Goods, Dangerous Substances or any other dangerous devices. • (b) Loading Registered Baggage into Aircraft without screening.
  • 16. HBA: FUNCTIONS • FUNCTIONS (a) Effective automated screening of Registered/ Checked – in Baggage through Inline Hold Baggage System before being loaded onto the passenger Aircraft. (b) Effective screening of OOG (Out of Gauge) Registered/Checked – in – Baggage before being loaded onto passenger Aircraft.
  • 17. HBS: LEGAL SANCTITY • REFERENCE • Appendix “F” of BCAS Circulars No 25/2004 on HBS • National Civil Aviation Security Programme (NCASP) • BCAS Circular No 06/2004(Rules relating to Carriage of Dangerous goods) • BCAS Circular No 34/2005(Procedure for Screening Of Hold Baggage)
  • 18. HBS : LEVEL -1 • A high speed multi view / computer sliced Xray machine with automatic explosives detection facilities (400 to 1800 bags/hr). • Decision is to be Fully automatic and the operator intervention is only required in startup and shut down procedures • Four to five views of the baggage generated • Un-cleared baggage will go to Level 2 • Cleared bags will proceed to the baggage make-up area
  • 19. HBS:LEVEL -2 • Screening at remote workstations. • Equipped with enhanced imaging / manipulation systems : options to select view out of five views generated. • Baggage should be ‘tracked’ while it travels the length of the conveyor: its position and identity is known all times. • Allows 15-20 seconds to queue and process the level 2 images.
  • 20. HBS:LEVEL 2B(BIGGER AIRPORTS ) • • • • • • Longer time analysis Enhanced image manipulation capabilities More experienced operator. 40 to 120 seconds 98% bags expected to be cleared. Bag considered suspect are flagged and routed automatically to Level 3 • Cleared bags :Routed to baggage make -up area. • Bags not cleared within a pre-determined time by level 2 operators, are considered ‘time-outs’ and automatically forwarded to level 3  Note: The Matrix type set-up of several level 1 and level 2 workstations will be linked together
  • 21. HBS : LEVEL 3 & 4 • Level 3 – X- Ray screening & operator analysis – Explosive Trace or vapour Detector/ sniffer dog. • Level 4 – All un-cleared / suspected bags at level 3 are to be reunited with their owners for further inspection and interview. – Appropriate action based on Banned items or threat or not clear.

  • 24. HBS: FLOW OF BAGGAGE INFORMATION • The relevant information, which is important to evaluation of the bag and its contents, must be carried forward through the security process until the bag is “CLEARED”. • Ensure that the basis of concerns, identified at one Level, which are significant or not easily identified are communicated effectively to succeeding Level in the HBS automatically by the system or by other means of communication system. • It is essential to ensure that the personnel deployed at next Levels responds efficiently & effectively to resolve the urgent situations. Such communication may include the following : • Where the Weapons, Firearms, Dangerous Goods are detected. • Where an operator believes they have positively identified an IED/IID at any stage of HBS.
  • 25.
