President Benigno S. Aquino III mandated the National Anti-Poverty Commission (NAPC) to take the lead in bringing back home the victims of super typhoon Yolanda who fled to Metro Manila, Cebu and other places in the country.
NAPC held a rapid assessment of the survivors who are temporarily housed at the Jose Fabella Center in Mandaluyong City and at the Tent City inside the Villamor Air Base in Pasay City. The survey result served as the basis in conceptualizing the “Balik Pamayanan Package.”

back home the victims of super typhoon Yolanda who fled to Metro Manila, Cebu and other places in the country.
NAPC held a rapid assessment of the survivors who are temporarily housed at the Jose Fabella Center in
Mandaluyong City and at the Tent City inside the Villamor Air Base in Pasay City. The survey result served as the
basis in conceptualizing the “Balik Pamayanan Package.”
The package shall consist of:
(1) Land transportation (Manila to Eastern Visayas);
(2) Housing repair kits and/or construction tools and materials;
(3) Livelihood and employment assistance packages (inputs in the form of pedicab and start-up capital for microenterprise/business, planting materials and farm implements for crops and livestock production, fishing boats and
gears, cash for work, skills training and starter kits, job matching and referral).
On December 20, 2013 a total of 24 families, will go back home to their respective municipalities in Eastern Visayas:
