Alan -
I recommend the following changes to the City Charter:
1. Eliminate the Finance Committee "approval vote" which occurs after the Treasurer has gone to
market under delegated authority of the City Council. Bond counsel has indicated this type of
"approval vote" is uncommon and recommends eliminating it since it is a source of unnecessary
delay.
2. lncrease the dollar amount at #nicn a contract is required to be consistent with MGLC 30(B)-
which would result in an increase from 55,000 to 525,000 at this time - to simplify
administration.
