1. PhilCCA Secure Web Portal
The Philippine Climate Change Assessment (PhilCCA) Secure WebPortal was created to facilitate the
communication and exchange of materials among members of the PhilCCA Team. This Portal also
archives the references that will be used to produce the outputs of PhilCCA.
1. Background of PhilCCA
The Philippines, as a mega-diverse country, is one of the most vulnerable to the impacts of climate
change. Projected changes in precipitation, temperature, intensity of tropical cyclones and
frequency of extreme weather events pose threat to the country’s development prospects and
could worsen the vulnerability of our poorer communities. The Philippines is also one of the most
disaster-prone countries worldwide mainly due to climate-related disasters. As climate change is
expected to exacerbate extreme events such as heavy precipitation and tropical cyclones,
considerable efforts would be required to prepare the country in dealing with the impacts of climate
change.
It is important that we have a scientific basis to evaluate the environmental and socio-economic
consequences of climate change, and to formulate realistic response strategies. At the international
level, the IPCC is a recognized scientific body providing the world with a clear scientific view on the
current state of knowledge in climate change and its potential environmental and socio-economic
impacts. To come up with more robust scientific assessments for the country, Filipino
Intergovernmental Panel on Climate Change (IPCC) scientists must take the lead in crafting the
Philippine Climate Change Assessment.
The Climate Change Commission (CCC) is the sole policy-making body of the government tasked to
coordinate, monitor and evaluate the programs and action plans of the government relating to
climate change while the Oscar M. Lopez Center for Climate Change Adaptation and Disaster Risk
Management Foundation, Inc. (OML Center)’s mission is to become a leading catalyst for generating
science-based solutions to climate-related risks and disasters in the developing world. With the
shared commitment of helping the Filipinos cope with the impacts of climate change, a strategic
partnership between CCC and OML Center lay the foundation of the PhilCCA through the expertise
and support of the Filipino IPCC scientists.
2. Objectives of the PhilCCA
Patterned from IPCC, the main objective of PhilCCA is to provide an update of knowledge on the
scientific, technical and socio-economic aspects of climate change focusing in the Philippines. It is
composed of three working groups:
WG I: The Physical Science Basis
WG II: Impacts, Adaptation and Vulnerability
WG III: Mitigation of Climate Change

3. 4. Process
While Filipino IPCC scientists will take the lead in PhilCCA, three researcher-writers will be hired to
assist each working group which will be composed of ideally five IPCC scientists. Experts maybe
invited in consultation with other IPCC scientists, the OML Center and the CCC.
Meetings and workshops will be organized to support the process and preparations of the
assessment reports and other target outputs.
CCC and OML Center will co-share in the resources to assure smooth implementation and success of
the PhilCCA. Other organizations are welcome to support this endeavour.
