Cordaid share their vision on implementing open data as a tool to build on trust as a strategic focus. In this presentation they will give an insight in the steps they took to open up their project data as a continuous process and implement the IATI standard. But also how they handled the organizational impact.
2. FIRST: THE BIG PICTURE
OBJECTIVES TRANSPARENCY STRATEGY
1. BUILD ON OUR REPUTATION OF TRUST
2. CREATE OPPORTUNITY FOR CO-CREATION & SHARING
3. PUBLICATION POLICY: OPEN UNLESS…
3. 2 TRACK APPROACH
PRINCIPLE: WE ARE CONTENT PROVIDER NOT AN ICT DEVELOPER
1. Visualising our project data in an accessible format on our website
2.
Publish the data in a machine-readable, worldwide accepted standard

4. WHY
IATI IS A TOOL NOT A GOAL
•
It’s a widely accepted standard -> leverage , big donors are already there
•
It’s a platform for publication -> audience and part of a bigger movement
•
It’s build on shared knowledge and codes -> it more or less suits current systems
•
It’s continuously developing -> open for improvement
AND…..
Side effect: implementing the standard appeared also a tool for cleaning up our system

5. WHY
TRANSFORMING PROJECT INFORMATION TO COMMUNICATION
•
It’s open source
•
It’s a platform -> audience, part of a bigger movement
•
It’s build on the principle of making project information accessible for everyone to read and enjoy
•
It has extra’s:
• the project update stream
• activation tools
•
Speed on innovation because of motivation and independance
BUT…..
•
It was not integrated with our PMS system

7. SINGLE SOURCE, SINGLE ENTRY
BUILD ON THE PRIMAIRY PROCESS
1. Program officers enter project data like always
•
•
•
Just change the requirements and add restrictions to standardise
Creates ownership on content and accountability towards partners
No interpretation by communication department
2. Stick to the standard project management process
•
•
•
No extra workload
Just more disciplined, structured and demand for conscious of publication
Advantage: it’s being used!
3. Adjust the PMS system to the IATI standard
•
•
•
Use the standard as a guideline -> less discussion
Make it realy user friendly
Make choices on reported information -> clean up!

8. DATA -> RELEVANT INFORMATION
ENRICHING THE DATA
+ Storytelling (context) and visuals
+ Partner information and logo’s
1. Visualize it
2. Dashboard
+ Goals and indicators
+ Timely and continuous -> quarterly uploads
+ Frequent local project updates

10. ORGANIZATION REALITY
A CULTURE CHANGE ….
Approach:
Yes…. But…..
1. Have a small taskforce with management support
2. One step at a time…
Discipline…
Safety…
Politics…
Data quality…
Reputation…
Contracts…
Privacy…
Skills…
Too explicit…
Relevance…
Completeness…
Consciousness…
…
3. Internet is not paper
4. Focus on the opportunities, not the challenges
5. Proof of the pudding is in the eating…
6. Don’t expect it to be perfect, it’s a process
7. Digital innovation is a continuous process
8. Make it simple to use and look great!
