1. Terminology
→ Open Linked Data vs. Linked Open Data
2. Level Up
→ breaking it down
3. Perspectives
→ solutions / approaches
Overview

1. Terminology
Open Data
→ data that is open (more on the next slide)
Linked Data
→ a standardized technology by W3C (based on RDF) to
publish and interlink data on the web
Linked Open Data vs. Open Linked Data
→ mixture

This talk is about Open Linked Data:

Linked Open Data
- All datasets provide open access to individual records via HTTP
- Many are free (no payment required, as in royalty-free)
- Some are openly licensed, e.g. CC-0 or CC-BY-SA
=> Open access also applies to published HTML on the
WWW, but in LOD the data itself is published via Linked Data

Level up Public Data Infrastructure
9. Open Data Prague – 2013/10/10 – Page 9 http://lod2.eu
Public infrastructure:
●
Brick and mortar:
→ Roads, electricity, water, sewage
●
Public services:
→ child care, libraries, schools
●
Economic services:
→ social security, currency, economic stability
●
Data infrastructure:

Public infrastructure
Not clearly defined yet, but like roads, it should provide
a vital benefit for citizens and companies
12. Open Data Prague – 2013/10/10 – Page 12 http://lod2.eu
• Public transportation data is highly usefull
• Travel companies currently can not plan point-to-point
• At each level (city, country, airplanes) different visualizations are
used (most not very good ones)
•
Public data infrastructure example
13. Open Data Prague – 2013/10/10 – Page 13 http://lod2.eu
What is the current state of your local public data
infrastructure?
●
List of street names with geo-coordinates and zip codes
●
List of companies in your area
●
Electricity usage
●
Pollution measurements
●
Weather data

Measurement:
- How easy can you get high quality data?
- Are the roads built or do you have to built them yourself?
15. Open Data Prague – 2013/10/10 – Page 15 http://lod2.eu
Power-Up 1: Open access to data
Cost factor 1:
- Can I download the data?
- Do I have to scrape it?
- scraping HTML / PDF / RTF / Word quite work intensive
16. Open Data Prague – 2013/10/10 – Page 16 http://lod2.eu
Power-Up 1: Open access to data
No open access
→ no benefit for data
consumers
→ no mushroom
17. Open Data Prague – 2013/10/10 – Page 17 http://lod2.eu
Power-Up 2: Open data
Open Data is the
enabler to share the
cost of data integration
18. Open Data Prague – 2013/10/10 – Page 18 http://lod2.eu
• Level 2 data:
• Downloadable + re-publishable
• Anybody can add value
• Obviously a great infrastructure for an economy
Public data infrastructure example
19. Open Data Prague – 2013/10/10 – Page 19 http://lod2.eu
Standardization and best practices keep our society
efficient and effective:
●
Driving on the right side of the road
●
Cell phone chargers
●
Distance of railway tracks
Power-Up 3: Linked Data
20. Open Data Prague – 2013/10/10 – Page 20 http://lod2.eu
Power-Up 3: Linked Data
<kindergarten>
<name>Seven Dwarfs</name>
<location>...</location>
<description>...</description>
</kindergarten>
<child_care name=„Seven Dwarfs“>
<address>
<street>...</street>
<zip>...</zip>
</address>
<text>...</text>
</child_care>
<daycare id=„Seven Dwarfs“
address=„...“>
. . .
</ daycare >
Syntactic heterogenity – different trees
Semantic heterogenity – different tags and attributes (e.g.
kindergarten, child_care, daycare)

Power-Up 3: Linked Data
Linked Data assists third
party efforts via
→ standardization
→ best practices

Take home messages:
Linked Data assists third

Summary
How easy can you get high quality data?
- Open Access of structured data
- Open licenses
- Standardized formats (e.g. Linked Data or RDF)
