to control what happens to their works
1787 Copyright clause of the US
Constitution: ‘to promote the Progress of
Science and useful Arts, by securing for

to their Writings.’ Implemented in 1790 in the
US copyright act

4. 1886 Berne Convention for the
Protection of Literary and Artistic
Works: requires signatories to recognize
the copyright of works of authors from other
signatory countries, establishes minimum
standards for copyright law.

5. Copyright is the exclusive right of the author
of a literary, scientific or artistic work or his
successors in title to communicate that
work to the public and to reproduce it,
subject to the limitations laid down by law.

19. Reccomendation 1. Evidence: Government should
ensure that development of the IP System is driven as
far as possible by objective evidence. Policy should
balance measurable economic objectives against social
goals and potential benefits for rights holders against
impacts on consumers and other interests. These
concerns will be of particular importance in assessing
future claims to extend rights or in determining
desirable limits to rights.
