The number of INTERNATIONAL STUDENTS IN LISBON is growing and the city is becoming one of the Erasmus student’s top choices. The project “STUDY IN LISBON” is going to be a web platform with the central objective of attracting and retaining talent, making Lisbon a global hub in the fields of knowledge and innovation.
Lisbon is working very hard to positioning itself as a global STARTUP CITY. Many international entrepreneurs are choosing Lisbon to launch their ideas, products and services positioning itself as one of the top five “Startup Cities” in the World (Source: Entrepreneur magazine).
Lisbon City Council involved a diverse range of partners. The Lisbon Incubators Network which currently includes 11 incubators, adding more than 200 startups and 800 jobs. The network includes 11 business accelerators, 4 FabLabs, 15 coworking spaces and the community of business angels and venture capital investors.
The City is developing an economic policy based in the development of STRATEGIC CLUSTERS an efficient instrument for the gathering of resources and funding. Cluster being developed: Creative Economy; Health and Well Being; Maritime Economy; ICT/Web; Tourism; Retail and Commerce.

For established companies seeking to invest in Lisbon, the city offers a
support service through the agency "Invest Lisboa". The support process is
simple and includes services such as: identification of business
opportunities, partners and installation sites; assist investors through the
process of decision making providing information and establishing
contacts with local and national institutions; simplification of
administrative procedures; mobilize partners in the design, development
and implementation of projects that are good investments to Lisbon;
offering a service that is personalized, confidential and free of charge.
There were supported 800 investment projects (since 2009), 70 of them
are established or have seen finished “Invest Lisboa” intervention and are
in the process of implementation.
In 2012, there were undertaken 12 free workshops. It was implemented
the “Bolsa de Permutas” for entrepreneurs, although in experimental
phase (www.investlisboa.com).
“Invest Lisboa” is working to contribute to creating a specific Seed
Capital Fund to startups to be implemented in Lisbon.

It’s an international acceleration program aimed at eager
startups in the growth phase. The Lisbon Challenge is based in
Lisbon with Investors Days in Boston, London and São Paulo.

receive top mentoring and support to develop and improve
not only their product, but also their skills to succeed as

75 teams met with 200 international mentors & investors for a chance to

of the city council.

Council, Iberomoldes CENTIMFE, Ydreams,
Corticeira Amorim and AIP-CCI.
The Lisbon City Council has launched a public tender
for the concession of a limited part of the “Forno do
Tijolo” Market which will allow the construction of a
new coworking space.
The FabLab Lisboa is thought to function as a "thinktank" where designers, developers, students and
other actors gather to develop projects for the local
community. Fab Lab is opened and free for the
community every 2 days of the week.

an interactive and user-oriented tool that allows to identify, locate, contact and learn

LISPOLIS is the major science and technological park in Lisbon.
Lisbon City Council presented a new agenda - "Lispolis: a new
Strategic Ambition" - including five strategic priorities:

and networks.
It also includes a new communication and branding strategy
aiming to increase now the visibility of Lispolis at a national and
international scale. This strategic agenda was approved by the
General Assembly and Scientific Council of Lispolis in December
2012.
It is intended to create an "Innovation Hub", based on structural
movements, “anchor” actors, integrating programmes,
complementary projects and strategic projects that will make
Lispolis an area of reference.
Lispolis has all the conditions to become a territory of excellence

Lisbon - the city and metropolitan area - has been very attractive to the installation of companies from the ICT sectors, as also as
the Software industry and all companies in the Internet, as well as companies in the areas of Media and Audiovisual.
61% of the total ICT employment in Portugal is located in the Lisbon metropolitan area (source: INE, 2011). Companies such as
Accenture, Microsoft, Teleperformance, Cisco, Nokia-Siemens, ASUS, ONI, Xerox, Epson, ZTE, LibertàGià, Hitachi Consulting and
others were established or expanded in Lisbon during the last months. The distribution of the sub-sectors shows the predominance
of the telecommunication services, consulting and software production. Many ICT events were organized in the city, including the
Lisbon BIG APPS. The incubator Startup Lisboa Tech has a key-role in this sector. Until March 2013, start-ups located in this incubator
had a total turnover of 3 millions Euros.
A CREATIVE CITY
The Lisbon area is the most creative one in Portugal. About 40% of creative employment and 60% of GVA are generated here by

The city of Lisbon is in the top positions of some of the most important tourism rankings and awards. Indicators demonstrating the
value of this high growth sector (accumulated from January to December 2012): total guests (4.131.591), total nights (9.471.981),
foreign market guests (2.717.178), foreign market nights (6.989.377). Besides the city breaking, congress events and cruises, Lisbon
offers an excellent potential for health and well being tourism, senior tourism, business related tourism and knowledge tourism. had
a total turnover of 3 millions Euros.
A city for HEALTH AND WELL-BEING
On a national level, Lisbon has an important role as an area of concentration of high ranking research and development
activities, demonstrated by recent trends, such as the installation of the Champalimaud Foundation in Lisbon, and the installation
in the city in the last 12 months of several pharmaceutical companies, such as Leopharma, PPD, Bial and Hovione.
Also the fact that Lisbon is living a deep transformation process in its hospitals network- with the closure of old hospitals located in
central areas of the city and the opening of a large central hospital - will be an important “anchor” for the city to attract a diverse
range of business and research actors in different areas of health sciences (pharmaceutical, biotechnology, pharmacogenomics,
medical equipment and instruments, medical clinics, among others).
One third of the health research centres in Portugal are established in Lisbon, employing about 920 investigators. Also private
research centres have been increasingly choosing Lisbon to be established: two major examples in Lisbon region are
Champalimaud Foundation centre and Instituto Gulbenkian de Ciência. In 2011, the Gross Value Added (GVA) of companies in
the Greater Lisbon related to the health sector represented 7.8% of national GVA.(source: INE). In 2011, the turnover of companies
based in the Greater Lisbon reached 47.7% of the national level for the health sector.

Launched at the end of 2012 as a service integrated in City Council
of Lisbon, Lisboa Film Commission was specifically designed to
reduce bureaucracy and streamline the audiovisual production
process.

Mission:
• To promote Lisbon, both nationally and internationally, as an
attractive and competitive film destination for features, short films,
documentaries, tv projects, commercials and promos.
• To support production companies and the professionals of the
production business: acting both as a partner and a facilitator
within the various municipal services in order to get the shooting
permits; researching locations and supporting pre-production;
establishing liaison with other entities and areas that are outside
the city´s jurisdiction; assembling quality production information for
production companies coming abroad.

Facts & Figures
An overview of the audiovisual productions in Lisbon since the
creation of Lisboa Film Commission in October 2012 is as follows:

Lisboa Film Commission received 559 requests for filming (films and
commercials) and assisted approximately 200 requests for film
productions. From the total of productions assisted 39% were
features, 14% television series, 13% short films, 10% documentaries,
10% TV programmes, 10% student projects, 4% promo or
institutional films.
Film productions spent over 6 million euros budget in the city of
Lisbon.

Lisboa Film Commission recorded over 1700 filming days and 4,6
filming average per day in Lisbon (against 2.1 average the months
before October 2012).
Since Lisboa Film Commission was launched, there has been a
160% increase in the requests for filming in the capital.
Eight feature films and documentaries have been produced
through financial support of Lisboa Film Commission/Lisboa City
Council, and currently in post-production; 11 features are still in
development and were shortlisted for funding.
Approximately 700.000 euros incentives were given to cinema
productions (municipal tax exemptions and fund financing).
Projects funded by Lisboa Film Commission collected a range of
national and international awards in 2012-2013. Honours included
a Golden Bear for Short Film Rafa at Berlinale 2012, a Cinema
Mundi Prize 2013 for feature film Sangue do Meu Sangue, and the
prestigious Prix Illy du Court Métrage at Quinzaine des Réalisateurs
Cannes 2013 for short film Gambozinos.
Internationally successful features assisted by Lisboa Film
Commission and shot in the capital such as Night Train to Lisbon,
Les Taxis Rouges, Bella Block Lissabon, Une Famille Formidable, A
Summer in Portugal, Balupu, Giacomo´s Variations, Cadences
Obstinées, The Lines of Wellington, and The Mysteries of Lisbon, all
contribute to promoting Lisbon as a key destination for business
and tourism.
Likewise, commercial films like Vodafone, Mercedes, Nike,
Citroen, Easy Jet, Mercedes, Fujitsu, Fiat 500, Sony, MacDonalds,
and others, specifically produced to be broadcasted in TV and
other abroad channels, like UK, France, Germany, Italy, Poland,
India, Russia, Angola and many others, also promote Lisbon as a
film set. These commercial films paid for Public Space Taxes, which
represents an income of 500.000 euros for the municipality.
Through its audience development work, Lisboa Film Commission
gave non financial support to various Lisbon international Film
Festivals, and to 13 film exhibition projects.
Lisboa Film Commission held over 400 individual meetings with
producers, directors, festival organisers, local authorities, municipal

services, freelancers.

CROSS INNOVATION
The Cross-Innovation project began in 2012 and will run until
December 2014. Cross-Innovation is the creation of new products
and/or innovative services, resulting from the sharing of intersectoral experiences and knowledge, with a cultural and/or
creative basis (INTERREG IV Learning by sharing). The goal of the
project results from the identification and sharing of European good
practices in "Cross-Innovation", from the 11 partner cities.
The programme addresses the following four key themes:
> Smart incentives - Types of innovative financing to promote intersectoral collaboration;
> Culture-based innovation - Schemes that leverage innovation in
private companies and public sector, through the introduction of
creative and artistic practices;
> Brokerage - Services that build bridges connecting “CrossInnovation” facilitators and beneficiaries;
> Spatial cross-collaboration - Services rendered to companies
working in Co-Working spaces, incubators, FabLabs, science parks
and local clusters.
The participating cities are: Birmingham, Amsterdam, Berlin,
Stockholm, Linz, Pilzen, Vilnius, Warsaw, Rome, Tallinn and Lisbon.

Commercial activity today takes place in a very complex and demanding reality, due to factors such as
competition, local shopping centers, the outlets, consumers demands and changing rhythms, styles and
lifestyles. All the factors pose a challenge to the traditional economic commerce.
Retail is a key economic activity for the city of Lisbon. The Lisbon City Council has been meeting with key
stakeholders and industry associations and is currently involved in various projects, which enable and
enhance the results obtained under the commercial census (retail, food and beverage
and services) now done in a efficient, intelligent and interactive way.

LISBON ACADEMY OF COMMERCE
The Lisbon Academy of Commerce is an intervention programme to support and
empower business owners and entrepreneurs of the commerce sector to
potentiate their businesses or business ideas, by sharing innovative tools and
methodologies focused on the “to do” approach, targeted to the revitalization of
the sector and facing the challenges that the current situation imposes.
In recent years, the traditional commerce has been struggling with challenges
that has not always succeeded in giving response, losing competitiveness and
visibility in the Portuguese business context. Aiming to support and empower
commerce business owners and entrepreneurs in response to the challenges
that the current reality imposes, the Lisbon City Council, UACS, SBI Consulting
and Associação Daring Project have joined forces in the creation of the Lisbon
Academy of Commerce.
The Lisbon Academy of Commerce aims to be a reference in the revitalization of
traditional commerce, establishing new ways of acting, positioning itself as an
example of good practices and enhancing the development of the sector and the
urban renewal of the commercial areas of the city.

Lisbon Shopping Destination - www.lisbonshopping.pt
The website (and facebook page) Lisbon Shopping Destination offers
tourists arriving in Lisbon information on routes and shops of
excellence in different streets and neighborhoods. This initiative aims
to revitalize and stimulate street retail in the city, promoting Lisbon as
an international shopping destination and increasing the international
demand when the internal market has strong restrictions on the level
of consumption. The project explores the link between retail and
tourism and is targeted to the millions of tourists arriving in the city by
plane and cruise. Lisbon Shopping Destination has already achieved
significant results: a “Pink Day” and an “Open Night” were organized
in partnership with shops of two city areas (“Castilho” and “Guerra
Junqueiro”) resulting in an increase of commercial activities.
