PROPOSED AIRSIDE INTELLIGENT TRANSPORTATION SYSTEM

1. Introduction
Airside control relies heavily on the transportation of goods from one area to
another. This makes transportation a critical activity to airsides operations. A vital
step in improving the traffic is by systematically and continuously monitoring the
traffic conditions and incidents. If there are delays on the transportation from
airside to the terminals it will affect the final travel times of the passengers.
Intelligent Devices provides an integrated solution to managing and monitoring
transportation in airside operations.

Well proven technologies exist in the traffic systems management arena,
including the application of Intelligent Transportation Systems to improve traffic
and safety. This proposal provides for the application of these technologies to the
open cast mining arena.

2. Benefits
The proposed system will provide the following benefits for the managing of
transportation in airside activities.
      a. Improved Safety
      The system will improve the safety of mining transport, workers and
      pedestrians by providing information to the vehicles about the weather
      conditions and varying the speed limit based on the road parameters.
      b. Reduced Speed
      The traffic calming displays have been well demonstrated to reduce the
      speed of vehicles, where they are deployed. Just reducing the speed of
      vehicles at airside, where required will be a significant factor in improving
      safety.
      c. Improved Observation
      The pictures from the cameras, mounted on the portable signs, will aid the
      operator in managing the traffic at airside, assessing the traffic and
      weather conditions, and determining the appropriate messages and speed
      limits.
      d. Improved Incident Response
      In the unfortunate event of an incident occurring, the system can be used
      to manage the incident. This can include observation and verification, as
      well as changing the messages on the signs to inform the operators about
      the incident, and the prospective delay. Also, the speed limit can be
      revised as appropriate.
      e. Improved information of delivery times and payload quantities
      The IDI interface Kit with GPS will give us information on the expected
      time of arrivals, destination that the vehicle must go to, no. of passengers
      on board and various other user configurable quantities.
      f. Enforcement
      An Intelligent Transportation System can aid enforcement of traffic
      regulations and speed limits via a variety of electronic techniques.

3. Proposed System Description Overview
The system proposed is a small scale Intelligent Transportation System (ITS)
based on best practices from around the world. This proposed system consists of
the following elements (see also typical photographs at the end of this proposal):

      a. Portable Changeable Message Signs. These signs inform the airside
         operators about the various activities; the current conditions and any
         incidents along the route.

      b. Traffic Calming Signs. These small signs monitor the speed of the
         approaching vehicles. When an over-speed approaching vehicle is
         detected, the sign flashes a “SLOW DOWN” message. This is well
         proven to decrease the average speed of vehicles, and have a calming
         effect on the traffic.

c. Variable Speed Limit Signs: These small signs are used to lower the
   posted speed limit during construction activities, or bad weather, or
   when the mine management believes that safety will be impacted.

d. Monitoring and Control Software: The control system allows the
   system to be monitored for correct operation; for messages to be
   placed on the signs; for incidents to be managed, and the mine to be
   observed through the cameras which are mounted on the portable
   signs.

Also available is a low cost IDI Airside interface kit. The IDI interface kit provides
and integrated solution for managing the operations of machinery.
   • The user interface allows the user of the machinery to enter information
       about driving conditions, payload content and airside conditions via a
       simple touch screen interface.
   • A GPS receiver keeps track of the vehicles position, speed and direction.
   • The Interface Kit provides a NTCIP interface for any NTCIP Central
       System to retrieve the data on the vehicle, allowing for monitoring of all
       plow activities.
   • Effective communication to the vehicles driver can be maintained by an
       integrated on-board Web interface, allowing access to any information
       required by the operator.
   • The IDI Interface kit supports IDI’s WEBDirect technology, allowing direct
       access to the vehicle for position and status over the WEB from any
       browser or WEB enabled PDA.
