This graph presents the ESI Funds, amounts and the number of operational programmes managed at both national and regional level between 2014 and 2020.
It indicates that in fact regions will manage 70% of the about 540 ESI Funds‘ programmes totalling just 37% of the available funding. However, 9 out of 10 regional programmes will be implemented in only six member states (France, Germany, Italy, Poland, Spain and the UK). Apart from Poland, none of the member states, which entered the EU after 2004, has be capable to completely decentralise cohesion policy or rural development programmes.
Due to the late adoption of the regulations, only 60% of the programmes could be adopted by the end of 2014. This makes a change of the MFF regulation necessary before May 2015 in order to reallocate EUR 16 billion, which could not be committed last year, to subsequent years. 98% of that amount concerns ESI Funds commitments.
