Building Energy Performance Review
Background
This proposal has been prepared for Mr X of Y on date. It is based on the need to undertake
energy performance analysis on properties in a country.
Assuming that sufficient information was made available, a desktop study should be the first step
in analysing performance. It would enable the x properties to be prioritised according to their
energy performance. If this was the only criteria, the poorest performers (both offices and
industrial) should be visited to establish exactly where the energy was being used and an action
plan of initiatives devised for each one.
Other factors may influence this prioritised list, such as property value, rental income potential
and type/activity of the tenant. For instance, if the energy consumed was on tenant-specific
processes there would be less scope to influence improvements to energy performance than if it
was a energy used on the provision of building services such as air conditioning, lighting or
heating. To adjust the prioritised list according to non-energy performance factors would depend
on the availability of additional information, and/or discussions with the ‘agent’ to assess the
level of importance they place on each building.
Information requirements
The following essential information would be required to create a prioritised energy performance
list:
Floor areas
Building type (air conditioned office, naturally ventilated office, light/medium/heavy
industrial building)
Photographs (external and preferably internal as well)
If energy performance certificates, boiler inspections and air conditioning inspections have been
undertaken to comply with the energy performance of buildings directive, then these should be
made available too.
Scope of work:
1. Review quality and quantity of information provided
2. Calculate energy performance using KPIs
3. Produce prioritised list of buildings and summary report
4. Review list with client and adjust according to building importance and potential to affect
change
The UK’s Carbon Trust Energy Performance Indicators would form the basis for making the initial
assessment and site-specific information could be incorporated to adjust the calculated
performance. These KPIs are quite broad, but have been tried and tested over many years and
would be acceptable in establishing the prioritised list.
