Program evaluation is the use of social research
methods to systematically investigate the effectiveness
of social intervention programs. It draws on the
techniques and concepts of social science disciplines
and is intended to be useful for improving programs
and informing social action aimed at ameliorating
social programs (Rossi, Lipsey, and Freeman, 2004)

of information about the activities,
characteristics, and outcomes of programs to
make judgments about the program, improve
program effectiveness, and/or inform decisions
about future programming. (Patton, 1997)

If you can’t see success…you might be
rewarding failure

It is realistic and takes into account the

relation to its environment.

not just wish it could do.

The theory is made real through a series
of testable hypothesis
