MEDIA CENTRE & GUIDELINES
Introduction
The 2nd
Asia-Pacific Water Summit (2nd
APWS) will be held in conjunction with
Technical Workshops and Exhibitions on 14th – 20th May 2013 at the
International Convention and Exhibition Centre Commemorating His Majesty’s
7th Cycle Birthday Anniversary (CMICE), Chiang Mai, Thailand.
Accreditation
Members of the media who wish to report the events are required to be
accredited and in possession of a Media Pass. Media Passes will be issued to
accredited media members. The pass will allow media members to gain
access to the Media Centre. However, access to certain events and areas,
especially those in restricted areas, will require additional approval as
determined by the Media Secretariat. Media members are requested to
display their Media Pass at all times during event attendance.
Collection of Media Passes
Accreditation Passes as well as a limited number of Media Kits can be
collected at the Media Registration Counter located at the information office
on the 1st
floor of the Convention Centre during 13 – 20 May 2013 from 9.00 –
12.00 hrs. and 14.00 – 16.30 hrs. Please bring with you photographic proof of
identity, for example a passport, driver’s license or media identification card.
It is strongly recommended that you collect your media pass as soon as
possible after arrival. Media member who have not pre-registered may face
delays as their applications are being processed.
Loss of Media Passes
Media members who misplace the media passes must report the loss
promptly in person to the Media Secretariat Office. Please present a valid
photograph identification to obtain a media pass replacement. Processing
time for the pass replacement will take at least three hours. Once replaced,
the previous pass will no longer be valid for entry into the Media Centre and
all designated venues.

May from 9.00-17.00 hrs. during technical workshops and exhibitions
Facilities
The Media Centre is equipped with the following:
• Media Working Room, located on the 2nd
floor of the Convention
Centre, is equipped with desktop PCs with internet connection, LAN
cable outlets, printers, photocopiers.
• Media Secretariat Office, located on the 2nd
floor of the Convention
Centre, provides press releases, official programmes, media
arrangements, general enquiry assistance, as well as information on
coverage opportunities for bilateral meetings and press conferences.
The Media Registration Counter, located at the information office on the 1st
floor, administers onsite registration of media members and Media Pass
collection for accredited media members.
The Media Dining Room is located at the SMEs Building where lunch is
provided.
The Press Conference Room is located at (Leelawadee Room) meeting
room 1 on the left wing of 1st
floor and is equipped with two interpretation
booths as well as interpreter kits for simultaneous translation. Reservation for
using the Press Conference Room with the Media Secretariat Office is
required on a first-come-first-served basis. Schedules of press conferences
and media briefings will be announced by the Media Secretariat.
International Broadcasting Centre (IBC)
MCOT Public Company Limited (MCOT Plc.) has been officially designated
as the Host Broadcaster of the 2nd
APWS to provide international quality
coverage of the opening ceremony and Press Conference of this event to all
media members at Dropout Area (10 SD-SDI, 5 HD-SDI embedded audio),
the IBC, located on the 1st
floor.

Note: Additional requests beyond the above-mentioned facilities must be
made in advance and depend on the limited availability.
Internet Access
PCs with internet connection, LAN cable outlets and free Wi-Fi internet (speed
of 150 MB) access are available at the work station area in the Media Centre.
Muslim Prayer Rooms are located on Room 105 and 106 on the 1st
floor.
Press Releases
Press Releases and other documents for the media will be available at the
Media Secretariat Office. They will also be available on the 2nd
APWS official
website (http://info.apwatersummit2.org).
Media Briefings Schedule
Please check the Information Board nearby the Media Secretariat Office for
the latest schedule of media briefings.
Visa
All media representatives must be in possession of valid visas and passports
for entry into Thailand. Please enquire at the overseas Missions and
Embassies of Thailand in your respective countries. Information on visa
requirements is available on the website of the Ministry of Foreign Affairs at
http://www.mfa.go.th/main/en/services/123
Customs Clearance Requirements
All media representatives are required to carry a detailed list of their
equipment including the type, serial numbers, and quantity of the items
including radio communication equipment and the frequency bands.
Applicants should inform a list of equipments with the Media Accreditation
application form.
Temporary importation of equipment is allowed subject to Customs approval.
The list of equipment must be produced on arrival at Chiang Mai International
Airport/ Suvarnabhumi Airport.
Dress Code
Media representatives should wear proper attire while covering all events.
Dark lounge suit or smart attire is advisable. Please avoid tank-tops, shorts,
slippers and sandals.
Transportation
A free shuttle service with limited number of seats will be provided on a first-
come-first-served basis for media pool coverage of the official programme.
Local Taxis are available at most hotels, shopping centres and the airport.
Self drive cars are available for hire from major hotels and the airport.
Airport Arrivals and Departures of Heads of Delegation
Due to security reason, media coverage of arrivals and departures of Heads
of Delegation in the restricted zones at Chiang Mai International Airport is
limited to the host media and the official media of the arriving/departing
delegation only.
MEDIA COVERAGE
Access to all events open for coverage is strictly limited to media representatives
bearing valid media passes only.
MEDIA TERMINOLOGY
‘Host Media’ refers to the host media crew, including photographers who will
cover all the 2nd
Asia-Pacific Water Summit events. Host media will publish
available images as soon as possible after each event on the meeting’s official
website (http://info.apwatersummit2.org).
‘Official Media’ refers to the government-designated media attached to the
leaders/delegations attending the 2nd
Asia-Pacific Water Summit. Official
media must be accredited by their respective embassies and referred to the
Ministry of Foreign Affairs of Thailand. Official media will be given priority in
covering the events.
‘Pooled Photo Opportunity’ refers to a pool of photographers and
cameramen from official media of participating countries, wire agencies and
the host media crew. Nominated pooled media (official media and wire service
representatives) are requested to share coverage images and footage with all
media organisations. Access to a ‘Pooled Photo Opportunity’ is limited only to
photographers/cameramen bearing Media Overpasses.
‘Full Coverage’ indicates an event open to all accredited media bearing valid
media passes, including photographers, cameramen and reporters. No pool
registration is required for ‘Full Coverage’ events.
MEDIA OPPORTUNITIES AND MEDIA POOLING
Due to space constraints, media pooling will be arranged for some events by
the Media Secretariat. The host media crew will be in every pooled
opportunity and will provide images as soon as possible after each event
through the official website at http://info.apwatersummit2.org
The list of nominated media will be announced on the Information Board at
the Media Centre prior to the programme.
Media Overpasses should be prominently displayed along with Media Passes
for all pooled events. Representatives of the Media Secretariat will
accompany the group of pooled media to the events. The movement of
accredited media in restricted areas will be regulated by Media Secretariat
representatives.
Assembly Points for Pooled Photo Opportunity
Nominated Media for Pooled Photo Opportunity should assemble and collect
their Media Pool Overpasses at the designated Media Assembly Point nearby
the Media Centre, stated in Media Opportunities Programme, at least half an
hour before each opportunity.
Media must have their equipment checked prior to the appointed time.
Security checkpoints are located nearby the Media Assembly Areas.
Note that the media opportunities programme is subject to change. Please
check the latest version at the Information Board nearby the Media Centre.
Bilateral Meetings
Announcements regarding media opportunities for bilateral meetings involving
Thailand will be displayed on the Information Board near the Media Centre.
When a bilateral meeting is opened to media coverage, media members have
to assemble at the Media Assembly Point near the Media Centre to collect
their Media Overpasses and be accompanied by Thai Media Secretariat
Representative(s) into the restricted area.
Media Relations Officers
Media Relations Officers’ (MRO) main tasks are to guide and assist media
personnel to ensure their media coverage run smoothly and efficiently. They
can be identified through their passes. Please follow MRO’s instructions
throughout the meetings.

Media are responsible for their own accommodation and hotel reservations.

GENERAL INFORMATION ABOUT CHANG MAI
Air Travel
Chiang Mai International Airport (CNX) is about 15 minute drive from the
International Convention and Exhibition Centre Commemorating His Majesty’s
7th Cycle Birthday Anniversary (CMICE). Check-in time is at least two hours
before scheduled departure. It is advisable to reconfirm your onward or return
flight with the relevant airline before scheduled departure time.
Several airlines also fly from Bangkok to Chiang Mai, including Thai Airways,
Air Asia, Bangkok Airways, Orient Thai Airlines, and Nok Air.
Banking and Currency
The Baht (THB) is the standard Thai currency unit. There are 100 satangs in
1 Baht. Bank notes are in denominations of 20, 50, 100, 500 and 1,000 Baht.
Coins include 1, 2, 5 and 10 Baht, with the smallest being 25 and 50 satang
coins.
Foreign currency and travellers’ cheques are conveniently exchanged and
cashed at major banks and authorized money exchangers. Banks are
generally open on weekdays from 08.30 to 15.30 hrs. The banks in the
shopping malls however operate for longer hours until at least 19.30 hrs every
day of the week. Cash in THB can also be withdrawn from the ATMs. The
exchange rates vary daily but 30 THB is approximate to 1 USD. Kindly check
the local banks for daily exchange rates.
Hotels, shopping malls, restaurants and ATMs accept most international credit
cards, including Visa, MasterCard, and American Express.
Tax Refund
Foreign visitors can claim a 7 % value-added tax (VAT) refund for goods with
total value of at least 5,000 THB, purchased at stores with a “VAT REFUND
FOR TOURISTS” sign. Present a VAT Reform Form (P.P.10) and the
invoice(S) for a refund at VAT Refund for Tourists Office upon departure.

Weather
Chiang Mai enjoys a cooler climate than other provinces in Thailand and is
less humid. It sees three distinct seasons: the hot season, the rainy season,
and the cool season. The hot season lasts from March until June, the rainy
season arrives in July and lasts until the end of September, and the cool
season is between October to February. The annual temperature is a
pleasant 25 degrees C (77 degrees F)
Electricity/Voltage
Standard voltage is 220-240 volts AC at 50 Hertz. Wall outlets usually
accommodate two types of plugs: flat-bladed and round-pinned plugs.
Smoking
According to the new anti-smoking law effective since 11 February 2008,
smoking is prohibited in public areas nationwide, both open-air and air-
conditioned, including pubs, restaurants, discos and market-places. Those
who violate the law can be fined as much as 2,000 THB. Smokers however
are permitted to smoke in designated areas.
Sightseeing
The CMICE is beautifully surrounded by nature and mountains with nice cool
weather all year round. It is also close to Chiang Mai city center as well as
many other tourist attractions such as the Queen Sirikit Botanical Gardens,
Chiang Mai Zoo, Royal Park Ratchaphruek and the Night Safari. For more on

  • 1. MEDIA CENTRE & GUIDELINES Introduction The 2nd Asia-Pacific Water Summit (2nd APWS) will be held in conjunction with Technical Workshops and Exhibitions on 14th – 20th May 2013 at the International Convention and Exhibition Centre Commemorating His Majesty’s 7th Cycle Birthday Anniversary (CMICE), Chiang Mai, Thailand. Accreditation Members of the media who wish to report the events are required to be accredited and in possession of a Media Pass. Media Passes will be issued to accredited media members. The pass will allow media members to gain access to the Media Centre. However, access to certain events and areas, especially those in restricted areas, will require additional approval as determined by the Media Secretariat. Media members are requested to display their Media Pass at all times during event attendance. Collection of Media Passes Accreditation Passes as well as a limited number of Media Kits can be collected at the Media Registration Counter located at the information office on the 1st floor of the Convention Centre during 13 – 20 May 2013 from 9.00 – 12.00 hrs. and 14.00 – 16.30 hrs. Please bring with you photographic proof of identity, for example a passport, driver’s license or media identification card. It is strongly recommended that you collect your media pass as soon as possible after arrival. Media member who have not pre-registered may face delays as their applications are being processed. Loss of Media Passes Media members who misplace the media passes must report the loss promptly in person to the Media Secretariat Office. Please present a valid photograph identification to obtain a media pass replacement. Processing time for the pass replacement will take at least three hours. Once replaced, the previous pass will no longer be valid for entry into the Media Centre and all designated venues. Operating Hours 19 - 20 May 2013 8.30 – 17.00 hrs *media working room and media registration center will be operated on 13-18 May from 9.00-17.00 hrs. during technical workshops and exhibitions Facilities The Media Centre is equipped with the following: • Media Working Room, located on the 2nd floor of the Convention Centre, is equipped with desktop PCs with internet connection, LAN cable outlets, printers, photocopiers. • Media Secretariat Office, located on the 2nd floor of the Convention Centre, provides press releases, official programmes, media arrangements, general enquiry assistance, as well as information on coverage opportunities for bilateral meetings and press conferences. The Media Registration Counter, located at the information office on the 1st floor, administers onsite registration of media members and Media Pass collection for accredited media members. The Media Dining Room is located at the SMEs Building where lunch is provided. The Press Conference Room is located at (Leelawadee Room) meeting room 1 on the left wing of 1st floor and is equipped with two interpretation booths as well as interpreter kits for simultaneous translation. Reservation for using the Press Conference Room with the Media Secretariat Office is required on a first-come-first-served basis. Schedules of press conferences and media briefings will be announced by the Media Secretariat. International Broadcasting Centre (IBC) MCOT Public Company Limited (MCOT Plc.) has been officially designated as the Host Broadcaster of the 2nd APWS to provide international quality coverage of the opening ceremony and Press Conference of this event to all media members at Dropout Area (10 SD-SDI, 5 HD-SDI embedded audio), the IBC, located on the 1st floor.   • 3. Note: Additional requests beyond the above-mentioned facilities must be made in advance and depend on the limited availability. Internet Access PCs with internet connection, LAN cable outlets and free Wi-Fi internet (speed of 150 MB) access are available at the work station area in the Media Centre. Muslim Prayer Rooms are located on Room 105 and 106 on the 1st floor. Press Releases Press Releases and other documents for the media will be available at the Media Secretariat Office. They will also be available on the 2nd APWS official website (http://info.apwatersummit2.org). Media Briefings Schedule Please check the Information Board nearby the Media Secretariat Office for the latest schedule of media briefings. Visa All media representatives must be in possession of valid visas and passports for entry into Thailand. Please enquire at the overseas Missions and Embassies of Thailand in your respective countries. Information on visa requirements is available on the website of the Ministry of Foreign Affairs at http://www.mfa.go.th/main/en/services/123 Customs Clearance Requirements All media representatives are required to carry a detailed list of their equipment including the type, serial numbers, and quantity of the items including radio communication equipment and the frequency bands. Applicants should inform a list of equipments with the Media Accreditation application form. Temporary importation of equipment is allowed subject to Customs approval. The list of equipment must be produced on arrival at Chiang Mai International Airport/ Suvarnabhumi Airport. Dress Code Media representatives should wear proper attire while covering all events. Dark lounge suit or smart attire is advisable. Please avoid tank-tops, shorts, slippers and sandals. Transportation A free shuttle service with limited number of seats will be provided on a first- come-first-served basis for media pool coverage of the official programme. Local Taxis are available at most hotels, shopping centres and the airport. Self drive cars are available for hire from major hotels and the airport.

Airport Arrivals and Departures of Heads of Delegation Due to security reason, media coverage of arrivals and departures of Heads of Delegation in the restricted zones at Chiang Mai International Airport is limited to the host media and the official media of the arriving/departing delegation only. MEDIA COVERAGE Access to all events open for coverage is strictly limited to media representatives bearing valid media passes only. MEDIA TERMINOLOGY ‘Host Media’ refers to the host media crew, including photographers who will cover all the 2nd Asia-Pacific Water Summit events. Host media will publish available images as soon as possible after each event on the meeting’s official website (http://info.apwatersummit2.org). ‘Official Media’ refers to the government-designated media attached to the leaders/delegations attending the 2nd Asia-Pacific Water Summit. Official media must be accredited by their respective embassies and referred to the Ministry of Foreign Affairs of Thailand. Official media will be given priority in covering the events. ‘Pooled Photo Opportunity’ refers to a pool of photographers and cameramen from official media of participating countries, wire agencies and the host media crew. Nominated pooled media (official media and wire service representatives) are requested to share coverage images and footage with all media organisations. Access to a ‘Pooled Photo Opportunity’ is limited only to photographers/cameramen bearing Media Overpasses. ‘Full Coverage’ indicates an event open to all accredited media bearing valid media passes, including photographers, cameramen and reporters. No pool registration is required for ‘Full Coverage’ events. MEDIA OPPORTUNITIES AND MEDIA POOLING Due to space constraints, media pooling will be arranged for some events by the Media Secretariat. The host media crew will be in every pooled opportunity and will provide images as soon as possible after each event through the official website at http://info.apwatersummit2.org The list of nominated media will be announced on the Information Board at the Media Centre prior to the programme. Media Overpasses should be prominently displayed along with Media Passes for all pooled events. Representatives of the Media Secretariat will accompany the group of pooled media to the events. The movement of
  • 5. accredited media in restricted areas will be regulated by Media Secretariat representatives. Assembly Points for Pooled Photo Opportunity Nominated Media for Pooled Photo Opportunity should assemble and collect their Media Pool Overpasses at the designated Media Assembly Point nearby the Media Centre, stated in Media Opportunities Programme, at least half an hour before each opportunity. Media must have their equipment checked prior to the appointed time. Security checkpoints are located nearby the Media Assembly Areas. Note that the media opportunities programme is subject to change. Please check the latest version at the Information Board nearby the Media Centre. Bilateral Meetings Announcements regarding media opportunities for bilateral meetings involving Thailand will be displayed on the Information Board near the Media Centre. When a bilateral meeting is opened to media coverage, media members have to assemble at the Media Assembly Point near the Media Centre to collect their Media Overpasses and be accompanied by Thai Media Secretariat Representative(s) into the restricted area. Media Relations Officers Media Relations Officers’ (MRO) main tasks are to guide and assist media personnel to ensure their media coverage run smoothly and efficiently. They can be identified through their passes. Please follow MRO’s instructions throughout the meetings. Accommodation Media are responsible for their own accommodation and hotel reservations. Check-in time is at least two hours before scheduled departure. It is advisable to reconfirm your onward or return flight with the relevant airline before scheduled departure time. Several airlines also fly from Bangkok to Chiang Mai, including Thai Airways, Air Asia, Bangkok Airways, Orient Thai Airlines, and Nok Air. Banking and Currency The Baht (THB) is the standard Thai currency unit. There are 100 satangs in 1 Baht. Bank notes are in denominations of 20, 50, 100, 500 and 1,000 Baht. Coins include 1, 2, 5 and 10 Baht, with the smallest being 25 and 50 satang coins. Foreign currency and travellers’ cheques are conveniently exchanged and cashed at major banks and authorized money exchangers. Banks are generally open on weekdays from 08.30 to 15.30 hrs. The banks in the shopping malls however operate for longer hours until at least 19.30 hrs every day of the week. Cash in THB can also be withdrawn from the ATMs. The exchange rates vary daily but 30 THB is approximate to 1 USD. Kindly check the local banks for daily exchange rates. Hotels, shopping malls, restaurants and ATMs accept most international credit cards, including Visa, MasterCard, and American Express. Tax Refund Foreign visitors can claim a 7 % value-added tax (VAT) refund for goods with total value of at least 5,000 THB, purchased at stores with a “VAT REFUND

It sees three distinct seasons: the hot season, the rainy season, and the cool season. The hot season lasts from March until June, the rainy season arrives in July and lasts until the end of September, and the cool season is between October to February. The annual temperature is a pleasant 25 degrees C (77 degrees F) Electricity/Voltage Standard voltage is 220-240 volts AC at 50 Hertz. Wall outlets usually accommodate two types of plugs: flat-bladed and round-pinned plugs. Smoking According to the new anti-smoking law effective since 11 February 2008, smoking is prohibited in public areas nationwide, both open-air and air- conditioned, including pubs, restaurants, discos and market-places. Those who violate the law can be fined as much as 2,000 THB. Smokers however are permitted to smoke in designated areas. Sightseeing The CMICE is beautifully surrounded by nature and mountains with nice cool weather all year round.
