The Brazilian Government divided the planning of priority actions according to cycles, based on the time required to complete the individual projectsThe first cycle focused on infrastructure since this involved long-term projects that needed to be launched immediately. Included in this cycle are those projects covering urban mobility, stadiums, airports, and ports. For this category, the investments required have already been formally confirmed by the various implementing and financing parties involved in the Matrix of Responsibilities.The second cycle covers actions related to infrastructure and supporting services.They involve projects that are about to be completed and cover areas such as security, tourism infrastructure, energy, telecommunications and information technology, in addition to environmental sustainability and the establishment of an action plan to promote the country.The third cycle includes operational actions.
