The Confererations Cup, whichwas a rehearsal for the World Cup, washostedby the cities of Belo Horizonte, Brasília, Fortaleza, Rio and Salvador, from 15-30 of June, 2013. The eventwaswas a hugesuccess, notonlybecausewedefeated Spain in Maracanã, in front of 73.531 people, butalsobecause FIFA and independentevaluatorsapproved the organization of the games. Therewere no delays, no majorincidents in the stadiumsthatwouldaffect the performance of the teams. Besides, itwas the mostprofitable edition of thistournament. Hightechnicalexpertise, highaverage of goals, enthusiasticsupporters, audiencerecordaround the worldweresome of the highlights. However, someflawswerespotted in the system of pickinguptickets, the service of snack bars inside the stadiums, poorquality of the grass in somearenas, whichwillbeimproved for the World Cup. Despite the demonstrationsthattookplaceduringmany of the matches, all of the matcheswerecarried out withoutjeopardizing the safety of athletes, supporters, organizers and demonstrators, whohad the freedom to express themselves.According to researchcarried out by DATAFOLHA, between 27 and 28 of June, 2013, among 4.717 repondents, in 196 towns, 65% of the interviewedsupported the World Cup in Brazil, 26% wereagainst, and 8% neutral. Once FIFA announced the host cities for the World Cup, it was possible to focus on the main infrastructure projects in the relevant cities. The Brazilian Government divided the planning of priority actions according to cycles, based on the time required to complete the individual projectsThe first cycle focused on infrastructure since this involved long-term projects that needed to be launched immediately. Included in this cycle are those projects covering urban mobility, stadiums, airports, and ports. For this category, the investments required have already been formally confirmed by the various implementing and financing parties involved in the Matrix of Responsibilities.The second cycle covers actions related to infrastructure and supporting services.They involve projects that are about to be completed and cover areas such as security, tourism infrastructure, energy, telecommunications and information technology, in addition to environmental sustainability and the establishment of an action plan to promote the country.The third cycle includes operational actions. These require early planning, but are not triggered until the run-up of the Tournament; they include air, airport, and port network operations, transport operations, and urban mobility operations. Healthcare and energy operations are also addressed during the third cycle of planning. IMPORTANT: Thereis no single centofthe Union Budget in theconstructionorrenovationofthe Arenas. The maximumamountof BNDS financing for each Arena is BRL 400 million. BNDS hasspecificinterest rates for thisprojects. Fiscal incentives shouldnotbeconsideredexpenses, sincetheypromote social developmentandjobcreation. The federal investments are concentrated in urbanmobility, ports, airports, publicsafety, energy, telecommunicationsandtourisminfrastructure. Budget Changes: OnNovember 25th, 2013, theMinistryof Sports publishedthe “5th Balance ofPreparations for the FIFA World Cup 2014” report. Some changesweremade in the budget for theevent, giventhefactthat some oftheconstructionprojectsweretransferredto PAC 2, sincetheywouldn’tbeready for thetournament. However, theseprojectswillbeconcluded, sincethey are important for thepopulation. Thisemphasisesthatmanyprojects, included in the budget ofthe World Cup, are not crucial for the World Cuptohappen. Mainchanges: 14 mobilityprojects (10 in Porto Alegre andtherest in Belo Horizonte, Curitiba, Recifeand Rio de Janeiro – total cost R$1,212 billion) wereexcluded from thematrixofresponsibilitiesofthe World Cup as theywon’tbefinnishedon time. For thisreason, the budget fell from R$ 28,1 billiontoR$25,6 billion. This has led many organisations to use football to contribute to the development of various groups within communities. As far as the subject of community involvement and development is concerned, FIFA and the LOC have defined the strategic objective of promoting greater well-being in the Host Cities of the World Cup. In that sense, initiatives that use football as a catalyst for development in the areas of education, health, social inclusion, civil security and efforts to combat discrimination will be supported through the Football for Hope programme.Football for Hope supports the programmes of organisations in Brazil and around the world which address social development through football. This support is provided in the form of funding, equipment, training and exchanges in various fields such as monitoring and evaluation, fundraising, curriculum development, communication, and youth involvement. The 37 organisations in Brazil considered eligible are now able to participate and receive support from Football for Hope in a variety of ways such as:. Football for Hope programme support: funding of up to BRL 100,000 provided annually for a minimum of three years (2014- 2016) for programmes that use football as a tool for development in underprivileged communities (25 organisations that will receive funding in 2014)Football for Hope Forum: a global conference for experts and practitioners working with social development through football. The latestedition of this event took place from 26-29 June 2013in Belo Horizonte.Football for Hope Festival: a celebration of the power of the beautiful game and a festival of education, culture and Football attended by 32 delegations of young people from Brazil and all over the world.
