The House of Commons Parliamentary Papers is migrating to a new platform. Beginning late fall, 2015 it will be available on the ProQuest government platform.
4. HCPP Migration: New, Better, Different
• New and Better
– Faster, more intuitive searching
– Post-search faceting
– Full-text PDFs
– Bookmarking of search forms
– Dedicated Search by Number form
• Bill, Command Paper, and Sessional Paper Number
– Dedicated Member search form
• Search by Office, Party Affiliation, and Nation (England, Wales, Scotland etc)
– Document results page also shows relevant HNP and Congressional documents
(based on institutional subscriptions)
– Subject term hyperlinking
• Different
– Search prioritized over browse
• Usage and focus groups proved that few people use this functionality. It might have been state
of the art in 2005, but not today.
5. HCPP Migration
MARC records and usage statistics
• MARC Records
– Legacy site MARCs available at item/paper level from 19th century
forward
– Also includes
• 17 18th century collection level MARC records
– Hansard has a collection level MARC record
– HCPP contains non-serial content; we will load updated MARCs to FTP
site, and link to it from PAM.
– Existing (legacy site) record links will be redirected after cutover.
• Usage Stats
– Legacy usage will NOT be migrated but will be available on CH platform
through at least 2016.
– Usage for the new HCPP application will be in the ProQuest
Administrator Module (PAM).
6. HCPP Migration: Dual Access
Functionality to be implemented during the
dual access period
– Full text PDFs: will go live with as many PDFs
as we can generate at the time we go live.
The remainder will be added during the dual
access period
– Targeted results from Congressional showing
from the document-result level
7. Please note, the screenshots shown in this
presentation are from the beta site. While
these are good indicators of the look and
functionality of the final product, things may
change.
Timeline for the transition. Dual access begins in late October. Early in 2016 the dual access period will end with the legacy platform being turned off and all users being redirected to the new interface.
In-product messaging directs users to information about the new interface.

BASIC search.
In the upper right corner there are 3 links – related databases (other products your library subscribes to), the file folder for search history and saved items, and the Help question mark for product help and a link to the product guide.
Note the menus along the top in the gray bar.
Search box in the middle of the page. Directly under the search box are options to limit by date, Find Terms (subject indexing), a link to the Advanced search, and an ability to bookmark the search.
Under the search box are links for newer researchers to the House of Commons – a box for looking up for Command Papers by Number ( links to the Search by Number page), a Debates box with a link taking you to the Advanced Search page with the correct options selected for search, and a Search Members box taking you to the Members, Offices and Constituencies menu.
The page footer is broken into 3 columns. The left column shows the search menus, the middle column offers user help, and the right column offers information about ProQuest and database use.
Advanced Search (top of page)
Note the menu bar along the top.
Just under the menu bar on the left side is the list of document types to select (note: House of Lords will be released in November 2015 to subscribers/purchasers).
In the middle are the search boxes. Using the pulldown users can select from several options (not shown in screen capture)
all fields except full text,
all fields including full text,
author/chair,
member, title, or
subject.
Users can also filter by House of Commons or House of Lords, Parliamentary Session, and by date.
Advanced Search (bottom of page)
Use the filters at the bottom of the page to search within a specific time period or collection, paper type, or document features.
Search by number allows users to search using citations for known items. If you don’t know the Parliamentary session, you can substitute the date range.
Use the member search to search for information about members. Use the filters at the bottom to select offices held.
On the results list, note the filters on the left side that can be used to narrow results. From the results list you can download the fulltext using the Full text – PDF link, or you can grab the permalink. You can also select items to add to your list by checking the box to the left of the results.
Results can be sorted by relevance, with the oldest first, or with the newest first. You can also select results to print or email from the results list.
From the document itself, you can see the tab with the full text link, of click on the Details tab to learn more about the document. On the right side, related news from your institutions’ newspaper subscriptions will appear.
The buttons in the upper right corner allow you to email the citation with a link to the document, print the citation, see the permalink, or share via social media.
