Bicycling to the Future Federal
Workplace: Tasks
1. Reinstate the Interagency Task Force on
Bicycling and Walking
2. Review of Existing Bicycle Related Policies
Impacting the Federal Workplace
3. Conduct a Survey of Federal Employees on
attitudes and barriers to increasing bicycling in
the Federal workplace
4. Development of New Policies, Guidelines and
Programs to Increase the Level of Bicycling to
Federal Workplaces
Interagency Task Force
• Formed following National Bicycling and
Walking Study in 1994
• Managed by USDOT Staff the task force met
for about six years, dormant for many years
• Began meeting again in 2009
• Now the Interagency Task Force on
Bicycling and Active Transportation and
again managed by USDOT staff

• Clean Air Initiative
• Federal Leadership in Environmental,
Energy, and Economic Performance
• Bicycle Commuter Act
Survey Findings
• Non-scientific, voluntary survey conducted
online
• Office of Personnel Management (OPM)
advertised the survey through wellness
programs
• Over 9,500 responses (not all from DC area)
• Responses from both existing bike
commuters and non-bike commuters
Survey Findings
• 33% reported adequate bike
parking
• 35% reported adequate showers
• 25% reported bike parking is not
available & 29% reported no
showers
• 69% reported that outdoor racks
for visitors are not provided

within one mile
• 43% consider bicycle
conditions poor between
home and work
• 73% consider more bike lanes
and paths as very important
to improving conditions for
cycling
INFRASTRUCTURE

promoted health fairs
• 34% sponsored or promoted
bike to work day
• 95% report no awareness of
programs or incentives to
promote cycling
PROGRAMS AND INCENTIVES

commuting by bike
• 19 % of respondents ride at
least 3 times a week during
the summer, 54% at least
once a month
• 22% reported living less than
five miles from their worksite

to adequate showers
• 56% reported a $200 cash
payment
• 12% reported they would ride
if their boss started to ride

employees and contractors

  • 2. Envisioning the Future Federal Workplace • Grant program sponsored by the General Services Administration (GSA) in 2008 • Four projects funded including Bicycling to the Future Federal Workplace
  • 3. Bicycling to the Future Federal Workplace: Tasks 1. Reinstate the Interagency Task Force on Bicycling and Walking 2. Review of Existing Bicycle Related Policies Impacting the Federal Workplace 3. Conduct a Survey of Federal Employees on attitudes and barriers to increasing bicycling in the Federal workplace 4. Development of New Policies, Guidelines and Programs to Increase the Level of Bicycling to Federal Workplaces

Interagency Task Force • Formed following National Bicycling and Walking Study in 1994 • Managed by USDOT Staff the task force met for about six years, dormant for many years • Began meeting again in 2009 • Now the Interagency Task Force on Bicycling and Active Transportation and again managed by USDOT staff
  • 5. Bicycle Related Policies • Clean Air Initiative • Federal Leadership in Environmental, Energy, and Economic Performance • Bicycle Commuter Act
  • 6. Survey Findings • Non-scientific, voluntary survey conducted online • Office of Personnel Management (OPM) advertised the survey through wellness programs • Over 9,500 responses (not all from DC area) • Responses from both existing bike commuters and non-bike commuters
  • 7. Survey Findings • 33% reported adequate bike parking • 35% reported adequate showers • 25% reported bike parking is not available & 29% reported no showers • 69% reported that outdoor racks for visitors are not provided FACILITIES
  • 8. Survey Findings • 23% reported trail or bike lane within one mile • 43% consider bicycle conditions poor between home and work • 73% consider more bike lanes and paths as very important to improving conditions for cycling INFRASTRUCTURE
  • 9. Survey Findings • 87% have sponsored or promoted health fairs • 34% sponsored or promoted bike to work day • 95% report no awareness of programs or incentives to promote cycling PROGRAMS AND INCENTIVES
  • 10. Survey Findings • 15% of respondents report commuting by bike • 19 % of respondents ride at least 3 times a week during the summer, 54% at least once a month • 22% reported living less than five miles from their worksite HOW MANY, HOW OFTEN, HOW FAR

Recommendations • Develop clear policies to encourage bicycling by employees • Improve bike parking facilities at all worksites • Provide shower and locker facilities for all employees and contractors • Support encouragement and education programs • Consider participating in regional bike sharing program
