Conflict, Crime and Corruption “Observers almost always blame the armed ethnic rebels as the main culprits when talking about the drug trade. A case in point is the upsurge in drug production and rising number of seizures by law enforcement agencies in Thailand, Laos and China during the past few years. Predictably, a number of experts have concluded that the ceasefire groups, especially the Wa, which have spurned Nay Pyi Taw’s call to forget their self-rule ambitions and become Burma Army-run Border Guard Forces (BGFs), are furiously churning out more drugs to sell and buy weapons to fight. However, such analysis ignores a number of glaring details.” Corruption and ‘Markets of Violence’ The drug trade is a hugely profitable business, and it is clear that corruption and the involvement of high-ranking officials play an important role in the region. Until now, however, there have been few efforts to address this. As a Shan newsgroup, which regularly publicises drug issues, wrote following Thailand’s indictment of three suspected drug traffickers from Burma: “Drug businessmen, however, conflicts – including Tatmadaw units – taxed opium farmers.73 Exile media groups have also reported the involvement of Tatmadaw units in the drug trade.74 Corruption and involvement of Tatmadaw in the drug trade is also stimulated by the policy that local units have to be largely self-reliant, meaning that they have to find their own food and other supplies and enjoy less logistical support from the army headquarters.

During the past two years the state of Texas has become increasingly threatened by the spread of Mexican cartel organized crime. The threat reflects a change in the strategic intent of the cartels to move their operations into the United States. In effect, the cartels seek to create a “sanitary zone” inside the Texas border -- one county deep -- that will provide sanctuary from Mexican law enforcement and, at the same time, enable the cartels to transform Texas’ border counties into narcotics transshipment points for continued transport and distribution into the continental United States. To achieve their objectives the cartels are relying increasingly on organized gangs to provide expendable and unaccountable manpower to do their dirty work. However, increasing drug-related violence in Mexico over the last decade suggests that existing foreign policies require reconsideration and increased attention under the new administration. By redirecting emphasis to promoting fair bilateral trade and institutional change instead of simply funding Mexican militarization, U.S. foreign policy can combat the underlying economic and social conditions of the narcotics crisis, attacking the problem at the root. Continuing to aid Mexico rather than estrange it will yield positive economic benefits for both nations, strengthen the United States’ geopolitical power, and reinforce the United States’ role as a global humanitarian leader. American counternarcotic operations stretching back to Operation Intercept in 1969 have traditionally emphasized military action as a response to Mexican drug violence. However, due to inherent corruption within Mexican enforcement agencies and deteriorating socioeconomic conditions, the drug industry actually grew in spite of crackdowns on drug trade and kingpin arrests. However, increasing drug-related violence in Mexico over the last decade suggests that existing foreign policies require reconsideration and increased attention under the new administration. By redirecting emphasis to promoting fair bilateral trade and institutional change instead of simply funding Mexican militarization, U.S. foreign policy can combat the underlying economic and social conditions of the narcotics crisis, attacking the problem at the root. Continuing to aid Mexico rather than estrange it will yield positive economic benefits for both nations, strengthen the United States’ geopolitical power, and reinforce the United States’ role as a global humanitarian leader. American counternarcotic operations stretching back to Operation Intercept in 1969 have traditionally emphasized military action as a response to Mexican drug violence. However, due to inherent corruption within Mexican enforcement agencies and deteriorating socioeconomic conditions, the drug industry actually grew in spite of crackdowns on drug trade and kingpin arrests. The Merida Initiative, like its predecessors, focused the bulk of its aid on arming and training Mexican security forces without first resolving the fundamental issues that fuel the growth of the illegal drug business. Continuing to pursue such a strategy of fighting drug trafficking at the surface level without addressing its root causes is an illogical approach that has been proven by time and experience to yield few lasting results. The traditional approach to counternarcotic policy has resulted in the costly, suboptimal allocation of financial aid and resources. In the years from 2007 to 2010, nearly 72% of U.S. assistance under the Merida Initiative went towards funding military and security expenses, particularly training and equipment for enforcement agencies (Carpenter). In contrast, only $15 million of the approximate $1.6 billion funding provided went towards initiatives supporting “anticorruption, transparency, and human rights” (Carpenter, 142). Instead of funneling resources into wasteful and ultimately unproductive firepower endeavors, U.S. policymakers can instead promote social and economic initiatives that address persistent problems like government corruption and poverty, factors that continually drive poor citizens into the narcotics business and reinforce their influence. Though the current administration is considering the revocation and repurposing of Merida funds for border wall construction, continuing to provide Mexico with aid in fighting drug trafficking is actually in the United States’ economic and security interests (Gardiner and Semple). The intention of current policies is to contain societal problems such as violence, crime, poverty, and the sale of drugs. Throughout the United States’ history, the idea of containing crime and violence associated with drugs has been one of the narratives instilled onto the public. Drug policies has been a means to initiate that containment. Often media depicts drug use and association towards a group of people in order to influence drug scare onto the public (Reinarman, 1994). These groups would be depicted as violent and dangerous under the influence of drugs. Policies in the wake of Crack Cocaine were passed in the 1980’s as many researchers have seen it, as a means to oppress low income African Americans (Alexander, 2012). One method of this oppression is through “target population”, which depicted lower class groups as dangerous and violent, thus constructing the stereotype of who was associated with drug use and thus blaming these groups for society’s problems, which results in containing the source of problem through imprisonment (Neill, 2009). African Americans were portrayed negatively and associated with Crack use, resulting in draconian like policies that not only victimized lower class African Americans, but influenced a sentencing disparity based on a 100:1 ratio between Crack and Cocaine. While the policies passed to control Crack Cocaine distribution, possession and use were well intended, they ended up doing more harm than good, toward low income African Americans in the United States. When President Richard Nixon launched his war on drugs in 1971, he linked drug use to violent crimes and the decay of social order. He proclaimed “America’s public enemy number one in the United States is drug abuse” this message resonated with the public, as it became known that drug abuse was the societal problem that had to be undertaken (Jareki, 2012). One year before launching this offensive, Congress passed the Controlled Substance Act which created a classification system comprising of five scheduling levels for drugs based on their abuse potential and medical benefits (Neill, 2014). The ones that decided how drugs were classified were left to the attorney general in the justice department. In part when power like this is given to the courts or criminal justice system, it becomes corrupt as they have the power to say which drug is capable of being abused the most and seen as more dangerous than the other (Tiger, 2012). This strengthened the law and order approach toward drug containment over treatment and rehabilitation (Neill, 2014).
