Arab Region Progress in Sustainable Energy Challenges and Opportunities
Promoting RES Industries Through Coherent Policy Frameworks
1. Policies to promote RES industries
Christine Lins
Secretary General
European Renewable Energy Council
RCREEE/MED-EMIP Joint Event
Sharm El Sheikh, 28th June 2009
2. EREC – European Renewable Energy Council
Umbrella organisation representing all RES sectors:
AEBIOM European Biomass Association
EBB European Biodiesel Board
EBIO European Bioethanol Industry Association
EGEC European Geothermal Energy Council
EPIA European Photovoltaic Industry Association
ESHA European Small Hydropower Association
ESTIF European Solar Thermal Industry Federation
EUBIA European Biomass Industry Association
EWEA European Wind Energy Association
EUREC Agency European Renewable Energy Research Centres Agency
EU-OEA European Ocean Energy Association
EREF European Renewable Energy Federation
ESTELA European Solar Thermal Electricity Association
Representation of European RES industry, trade & research
3. EU Renewable Energy industry
Europe is global leader in RES development
450.000 jobs in Europe already now – 2 million in 2020
Annual turnover of 45 billion € already now
New paradigm: Markets for the environment
8. EU Renewable energy policy since 1997
sustainability – world leadership in
halting climate change
security of supply – oil & gas supply
concerns, price volatility
competitiveness – world-leading
innovative industrial sector

11. The RES Directive
• Establishes a framework for for the promotion of
renewable energy sources in the EU up to 2020.
• sets mandatory national targets for renewable energy
sources in final energy consumption and in the
transport sector.
• It requires the streamlining of administrative
procedures, more information and training on RES and
access to the electricity grid for energy from
renewable sources.
12. EU-27 efforts in Renewables

13. National Renewable Energy Action Plans
(NREAPs)
• NREAPs detail the measures taken by Member States
to meet their 2020 targets.
• Member States will set sectoral targets in the
NREAPs for the electricity , heating & cooling and
transport sectors.
• NREAPs will provides policy stability for investment.
14. Programme Prosol residential in Tunesia
The evolution of the offer (fin 2008)
25 eligible suppliers, (out of which 05 Tunesian collector
producers), compared to 12 suppliers en 2005.
750 installers eligible (micro-companies)
compared to 325 installers in 2005.
√ 2000 direct jobs created
15. Ökoenergie-Cluster Upper Austria
• network of renewable energy & energy efficiency companies in
Upper Austria
• 150 partners & 40 Czech partners
• since 2000
• www.oec.at
• leading companies in biomass heating, solar heating, low energy
buildings
• managed by O.Ö. Energiesparverband, the energy agency of
Upper Austria
•Turnover: 1,570 million Euro
•Employees: ~ 4,500
•Export share: > 50 %
16. Conclusions
• Precondition for successful RES industry creation: stable
framework
• Countries coming first benefit most
• Policy & private sector need to closely work together
• Facilitators such as
– RCREEE/MED‐EMIP
– Clusters
– RES industry associations
can speed‐up process, e.g. through organisation of trade
missions , etc.
