This document discusses national strategies for open educational resources (OER) in several countries. It provides examples of OER projects and initiatives in Brazil, the Netherlands, South Africa, Poland, New Zealand, and the United States. - To begin with, I want to provide some background info on my own organization, the OSI, as it will help to explain why we are interested in open content issues.
- Open Educational Resources (OER) include:

- Tool kit - concepts, list of selected international and national OER tools, with brief description of tools and licenses, and recommendations to enable local development and use of OERs. Pablo Ortellado, Ford - educational material in higher education in Brazil funded with public money. content of books are mostly funded by salaries of authors working in public institutions (up to 86% of the authors worked in such institutions when book was published) and receiving public research grants (over 90% of all research funding is public). Additionally public subsidy play a major role publishing sector, with tax exemption annually to $500 million.
- Siyavula means ‘we are opening’ in Nguni * The aim is to provide free textbooks both online and in print that cover the entire South African curriculum * educators to both vet and rate the available resources

- Undersecretary of Education OER expert– Martha Kanter Senate bill –Durbin bill – Authorizes $15 million for grants to develop open textbooks for college courses. The grants would be managed by the Department of Education, with a peer review process involving the National Science Foundation. Funding would be available to create new open textbooks, update existing open textbooks, or adapt traditional textbooks. The resulting works would have to be available OA: free online and under an open license. Requires that "educational materials such as curricula and textbooks created through grants distributed by Federal agencies, including the National Science Foundation, for use in elementary, secondary, or postsecondary courses shall be licensed under an open license" and "made available free of charge". House bill Rep. Bill Foster (D-IL) H.R. 1464, the proposed "Learning Opportunities with Creation of Open Source Textbooks (LOW COST) Act of 2009 focused on math, physics and chemistry CA – first phase focused on high school math and science textbooks. Of the 4 selected which meet 100% of the states’ standards, 3 are from CK-12 and 1 from CNX. VA – Open Education Resource Center Grant Fund; established, development of two-year pilot project. (SB1173, HB1940).
