One purpose of Standard is to serve as guide to governmental authorities and to manufactures, purchasers and
users of the equipment.

INTRODUCTION
SCOPE
This Standards applies to the construction, installation, operation, inspection, and maintenace of jacks;
poweroperated cranes, monorails and crane runways; power operated and manually operated derricks and
hoist, lifing devices, hooks and sling and cableways.

- Railway or automobile wrecking cranes
- Shipboard : cranes, cargo-handling equipment
- Well-drilling derricks
- Skip hoists
- Mine hoists

INTRODUCTION
INTERPRETATIONS
The request for interpretation should be clear and unambiguous. Format:

NEW AND EXISTING INSTALLATIONS
Effective date- 1 years after its date of issuance
New installations- Construction, installation, inspection, testing , maintenance, and operation of equipment

requirements of this volume.
Existing Installation: inspection, testing , maintenance and operation of equipment manufactured and facilities
constructed prior to the effective date of this volume
When an item is being modified-requirement be reviewed relative to the current volume

B30.5 applies to crawler cranes, locomotive cranes, wheel-mounted cranes, and any variations thereof which
retain the same fundamental characteristics. Crane powered by internal combustion engines or electric motors.
Machines when used as lifting cranes.

Locomotive cranes be standing on a track that is level within 1% grade
Radius of the load= horizontal distance from axis of rotation and CG load
Tipping loads –are determinated- static conditons
Weight of all auxiliary handling devices (block, hooks, slings) be considered
a part of the load
All in accordance Crane Load Stability Test Code ANSI/SAE J 765
Additional factors will be influenced-stability:
- Freely suspended loads
- Track
- Wind
- Ground conditions
- Condition and inflation of rubber tires
- Boom lengths
-Proper operating speeds for existing conditions
- Competent operation.
- Any estándar attachments to the boom such as jibs, auxiliary or whip lines
- Effect of lights, pile lead adaptors or other nonstandard attachments

NOTES:
1. As a precaution while testing for free ratings, outriggers should be loosely applied; rail clamps should not be used.
2. The difference between the backward stability moment and the forward moment resulting from the load should not be less than
30,000 lb-ft (40,675 N . m) with the backward stability moment being the greater.
3. The following formula shall be used for less than full extension of all outrigger beams to find the rated capacity:
P ≤ (T – 0.1F)/1.25
where
F = load applied at boom tip that gives the same moment effect as boom mass
P = rated capacity in the lifting direction specified
T = tipping load
If crane operation with outriggers in positions other than fully extended is permitted by the crane
manufacturer, specified procedures, ratings, and limitations for any configurations that are permitted
shall be provided.

Load will produce a condition of tipping increase rapidly and reach extreme values as the minimum operating radius and
tipping fulcrum of the machine are approached.
Some radii may be based on structural competence of the machine rather than stability.

Durable, legible letters in a location accessible to the operator while at the controls.
The data and information included:
- Full and complete range of load rating- all stated operating radii, boom angles,
work areas, boom lengths, jib lengths and angles (of offset), outriggers and extra
counterweights
- Work area chart
- Where rating are limited by structural, hydraulic or other factor – shown and
emphasized on the rating charts
- Recommended reeving for the hoist lines be shown
The following information SHALL be shown on the rating chart or in the operting manual::
- Parts of hoist reeving ,size and type or rope for various crane loads
- Boom hoist reeving diagram, size , type and length of rope
- Tire pressure, where applicable
- Cautionary or warning notes relative to limitations on equipment and operating
procedures, including indication of the least stable direction
- Position of the gantry and requirements for intermediate boom suspension
- Instruction for boom erection and conditions under which the boom, or boom and jib
combinations –raise or lower
-Hoist holding mechanism is automatically, or manually controlled,, whether freefall is
available or any combination
-Maximum telescopic travel length of each boom telescopic section
-Whether sections are telescoped with power or manually
-The sequence and procedure for extending and retracting the telescopic boom section
- Maximum load permitted during the actual boom extending operation, and any limiting
conditions or cautions
- Hydraulic relief valve setting specified by the manufacturer

BACKWARD STABILITY
It is ability to resist overturning in the direction opposite the boom point while the unloaded condition.
GENERAL CONDITIONS
Crane to be equipent for crane operation with shortest recomended boom
Boom positioned at maximum recommended boom angle
Crane to be unloaded (lower load block on support)
Outriggers free of the bearing surface when the crane is counterweighted for “on tires or on wheels”
Crane to be standing on a firm supporting surface- level within 1% grade, locomotive cranes to be standing on a level track.
All fuel tanks to be alt least half fullm and all other fluid levels as specified.

Locomotive Cranes- horizontal distance between the CG of the crane and the axis of rotation SHALL not exceed 39% of
the
track gage
Crawler Cranes -horizontal distancce between the CG of the crane and the axis of rotation SHALL not exceed 70% of the
Radial distance from the axis of rotation to the backward tipping fulcrum in the least stable direction
Wheel-Mounted Cranes(Counterweigthed for “on Tires or on Wheels” Operation)-
With longitudinal axis of the rotating at 90º to the longitudinal axis to the carrier, the total load on all wheels-on the side of
the carrier under the boom shall not be less thant 15 % of the total weight of the crane With longitudinal axis of the rotating
in the line with the longitudinal axis to the carrier, the total load on all wheels –under the lighter loaded end of the carrier
shall not be less thant 15 % of the total weight of the crane, in the work area and not less than 10% of the load weight of the
crane in an area not specified as a work area
Wheel-Mounted Cranes (Counterweighted for “on Outrigger” Operation) –machine supported level on fully extended

BOOM HOIST MECHANISM
Use a drum for its drive or hydraulic cylinder(s) and the supporting structure may be a gantry or the same hydraulic
cilinder(s) used to elevate the boom.
Boom hoist be capable of elevating and controlling the boom with its rated load
Boom lowering be done only under power control. Free-fall no permitted.
Boom hoist drum- have sufficiente rope capacity- to operate the boom in all positions (lowest-highest)
Rope-No less than 2 full wraps of rop remain on the Be anchored to the drum.
Drum 1º layer rope pitch diameter of not less than 15 times the nominal diameter of the rope used.
On rope boom support machine- braking mechanism, a ratchet and pawl and other locking devices be provided to prevent
lowering of the boom
An integrally mounted holding device shall be provided with boom support hydraulic cylinder(s) to prevent uncontrolled
lowering the boom in the event of a hydraulic system failure.

BOOM HOIST, LOAD HOIST, AND TELESCOPING BOOM MECHANISMS
LOAD HOIST MECHANISM- consist of a drum or hydraulic cylinder/s with necessary rope reeving
Load hoist drums- have power and operational characteristics sufficient to perform all load lifting and lowering functions.
-Brakes and clutches be provided with adjustments to compensate for linig wear and to maintain force in springs.
-Load hoist drums have rope capacity , rope size and reeving sufficient to perform crane service. (boom lengths, radiii,
vertical lifts… No less 2 full wraps of ropes on the drum in the extreme low position, drum end be anchored to the drum, the
drum extend a minimum of ½ in (13mm) over the top layer of rope at all times
- The load hoist drums provided a first layer rope pitch diameter of not less than 18 time the nominal diameter of rope.
- A means controllable provided to hold the drum. Foot-operated brakes having a continuous mechanical linkage
-Drum rotation indicators be provide and located to afford sensing by operator
Load hoist brakes- continuous mechanical linkage, if NO, automatic means to prevent the load from failing/Foot-operated
brakes pedals- proper position, not slip off.
Power-Controlled Lowering- to assist in precison lowering
Cylinders with rope reeving- have power and operational characteristics sufficient to perform all load lifting and lowering
functions required in crane service when operated under recommended conditions. Sheaves used in multiple rope
reeving shall have a pitch diameter not less than 16 times the nominal diameter of the rope
TELESCOPING BOOM
Extension and retraction of boom sections- may be hydraulic, mechanical or manual means
Powered retract function – controlling any rated load that can be retracted.
An integrally mounted holding devide be provided to prevent uncontrolled retraction of the boom.

When physically or mentally unfit- operator shall not operate equipment
The operator understad the use of signals.
The operator is responsible for the lifts.
Obey a stop signal at all times, no matter who gives it
Any doubt as to safety, operator consult with the supervisor before handling the loads
Before leaving the crane unattended the operator shall:
- Land any load, bucket, lifting magnet or other device
- Disengage the master clutch
- Set travel, swing, boom brakes, and other locking devices
- Put controls in the off or neutral position
- Secure the crane against accidental travel
- Stop the engine
- An exception to stop the engine- during a shift, the engine may remain running and the following conditions shall apply:
• Operator be situated where unauthorized entry of the crane can be observed
• Crane be located within an area protected from unauthorized entry
- When a local weather storm warning exists- recomendations of the manufacturer for securing the crane
Before closing the switch or starting the engine, operator see that all controls are in the off or neutral position
If power fails during operations, operator shall:
• Set all brakes and locking devices /
• Power control to the off or neutral position
• If practical, land the suspended load under brake control
Adjustments or repairs are necesary, operator shall promptly report (appointed person) and notify the next operator.
All controls be tested by the opertor at the start of a new shift
The manufacturer’s boom assembly and disassembly procedures be followed.
When removing pins or bolts from a boom workers stay out from under the boom
Each outrigger be visible to the operator or to a signal person during extension or setting

SIZE OF LOAD
Load rating chart (except testing)
Load to be lifted be within the rated capacity of the crane in its existing configuration
Load- know the weight- or designated person responsible- not exceed the crane rating at the maximum radius.
When ROTATION RESISTANT ROPES are used with an operating DESIGN FACTOR LESS THAN 5 (no case less than 3,5) shall
apply:
- For each such lifting assignment
• An appointed person direct each lift
• A qualified person shall ascertain that the rope is in satisfactory conditions (one broken wire-sufficente reason no lift)
• Operations be conducted in such a manner and at such speeds --minimize dynamic effects
- Each lift under these provision be recorded in the crane inspection and be considered before permitting another such lift
- Theses provision are not intended to permit duty cycle or repetitive lifts to be made with operaitng design factors less than 5
OPERATIONAL AIDS
In all cases, VERIFIED WEIGHTS, MEASURED RADII, CHART CAPACITIES AND ISNTRUCTIONS.
When operational AIDS ARE INOPERATIVE OR MALFUNCTIONING- following requirements shall apply:
-Recalibration or repair, as soon as reasonably possibe
-When a load indicator, rated capacity indicator, or rated capacity limiter is inoperative or malfunctioning- supervisor determine load
weight
-When a boom angle or radius indicator is inoperative, be determined by measurement
-When an anti-two-block, two-block damage prevention or two-block warning device it is inoperative, assign an additional person,
to furnish equivalent protection. No apply when lifting personnel..
-When a boom length indicator is inoperative-designated person for supervising establish procedures
-When a level indicator is inoperative, other means be used to level the crane
ATTACHING THE LOAD
The hoist rope shall not be wrapped around the load
The load shall be attached to the hook by means of slings or other devices of sufficient capacity

The operator shall not leave the controls while the load is suspended
No person -under a suspended load
If the load hoist mechanism is not equipped with an automatic brake, -load suspended-operator shall hold the
drum from rotation in the lowering direction and brakes. And boom breaking mechanism and ratchet and pawls.
As an exception, where a load is to be held suspended for a periof of time exceeding normal operations,
Appointend and operator establish the requirements for restraining the boom hois, telescoping,load, swing, and
Outrigger functions, and provide notices, barricades or other precautions may be necessary

MOVING THE LOAD
The person directing the lift shall see that
• The crane is level and, where necessary, blocked
• The load is well secured and balanced in the sling or lifting device before it is lifted more than a few inches
• The lift and swing path is clear of obstructions-All persors are clear of the swing radius of the crane counteweight
Before starting to lift, the following conditions should be noted:
• The hoist rope shall not be kinked
• Multiple-part lines shall not be twisted around each other
• The hook be brought over the load in such a manner as to minimize swinging
• If ther is a slack rope condition, rope is seated on the drum and in the sheaves
• The effect of ambient wind on the load and on crane stability
During lifting operations, care shall be taken that:
• No sudden acceleration or deceleration of the moving load
• Load, boom, or other parts of the machine do no contact any obstruction
Side loading o boom shall be limited to freely suspended loads. Cranes shall no be used for dragging loads sideways.
The operator should avoid carrying loads over people.
On wheel-mounted cranes, no load shall be lifted over the front area, except as specified by the crane manufacurer
The operator shall test the brakes each time a load approaching the rated load is handled by lifting it a few inches and applying
the brakes.
Use of outriggers be fully/partially extended or unequal position or deployed per load rating chart specifications and set to
remove the machine weigth from wheels except for locomotive cranes.
Two full wraps of rope remain on their respective drums (so neither the load nor the boom be lowered below that point)

MOVING THE LOAD
Two or more crane are used to lift one load, one designated person be responsible for the operation
In transit the following additional precautions shall be exercised:
• The boom be carried in line with the direction of motion
• The superstructure shall be secured against rotation
• The empty hook be lashed or restrained so that it cannot swing freely
Traveling a crane with a load-no prohibited by the manufacturer. Necessity to reduce crane rating, load position, boom location, ground support,travel route,
and speed of movement-be determinate. Control swinging of the load (tag or restraint lines), tire pressure, boom be carried in line with the direction of
travel. Slow movemente (stars, stop ), and tad lines be used to control swinging of the load
A crane with or without a load shall not be traveled with the boom so high (it may bounce back over the cab)
When rotating the crane, sudden starts and stops be avoided. Rotational speed be such that the load does not swing out beyond
the radius at which it can be controlled
When a crane is to be operated with the boom at a fixed angle, the boom-hoist pawl or other positive holding device shall be engaged
Use of whinch heads:
• Fiber and wire rope be handled on a winch head without the knowledge of the operator
• The operator be within convenient reach of the power unit control lever (while a winch head is being used)
Personnel shall not be permitted to ride the bare hook or a load of material suspended from the hook
PERSONNEL LIFTING
Mobile and locomotive cranes are designed and intended for handling materials and no personnel.
Personnel are only permitted to ride in a personnel platform supported by the crane load line attachment
– see requirements ASME B30.23 and the manufacturer’s instructions.

3. SIGNALS
GENERAL
-Communication between the crane operator and the signal person be maintained continuosly
during all crane movement
-Any concerns regarding the requested movement-to communicate with the signal person- stop
all crane movement
- If it is desired to give instruction to the operator, other than than those provide by established
signal system, movements be stopped
STANDARD SIGNALS
Hand signals or voice communication equipment (telephone, radio or equivalent)
No response be made unless signals are clearly understood
SIGNAL PERSON QUALIFICATIONS
Prior be tested by a designated person and demonstrate their qualifications:
-Basic understanding of crane operation and limitations
-Standard hand signals are used
-Standard voice signals are used

STANDARD VOICE SIGNALS
Prior the signals be discussed and agreed upen by the person directing lifting operation, crane operator and
singal person.
-Telephones, radios or equivalente. Battery power- extra batteries
-Prior to commencing a lif t all persons contact and identify each other
-All directions given by signal person be given from the operator’s direction perspective
-Each series of voice signals contain 3 elements stated
FUNTION+DIRECTION-----DISTANCE OR SPEED-----FUNCTION STOP-
Example- Swing right 50 feet, 25 feet, 15 feet, 10 feet, 2 feet, swing stop
Load down 100 feet//load up slow, slow, load stop.
-The person directing lifting operation consider the complexity of the lift, capabilities of the crane, experience
and skill of the operator and signal perosn, and the ability to communicate the necessary signals.
SPECIAL SIGNALS
Be agreed upon in advance by both the operator and the signal person, and not be in conflict iwth standard
signals
AUDIBLE TRAVEL SIGNALS
STOP- 1 audible signal
GO AHEAD- 2 audible signals
BACK UP- 3 audible signals
AUDIBLE EMERGENCY SIGNALS
Can be given by anyone. (multiple short audible signals or a continuous audible signal)

If used, have some slack between the point of attachment to the rail and the end fastened to the crane

Maximum not be exceeded (failure-structrural/ manufacturer’s marging ob backward stability =crane may turn
over backwards or damage various parts of the machine)
RERAILING LOCOMOTIVE CRANES
If crane has been derailed, a wrecking frog of car replacer be used and the crane be hauled back onto the track
by external power.
SWINGING LOCOMOTIVE CRANES
Not be swung into a position where railway cars on an adjacent track might strike it

OPERATING NEAR ELECTRIC POWER LINES
GENERAL
Load line, crane or load becoming a conductive path. See Fig.No enter the prohibite zone
Any overhead wire- be considered to be an energized lines unless the person owning such line or the electrical utility authorities
indicate it is not an energized line. No rely on the covering of wires for their protection.
Conditions to consider (next 4 points)
GRANE OPERATION NEAR DEENERGIZED AND GROUNDED ELECTRIC POWER LINES
Following steps be taken to assure denergization of the power line:
- Power company or owner- de-energize the lines
- Lines be visibly grounded to avoid electrical feedback and appropriately marked at jobsite location
- Qualified representative of the owner of the line- verify that steps
- Durable signs be installed at the operator’s station and on the outside of the crane (Table 1)
- If carge-type boom guards, insulating links or proximity warning devices are used on cranes-

CRANE OPERATION WITHIN THE ERECTED/FULLY-EXTENDED BOOM LENGTH OF THE PROHIBITED ZONE, WITH THE POWE
LINES
ENERGIZED
Following steps to minimize the hazard of electrocution or serius injury:
- Establish the procedures to safely complete the operations- project managemente, representative of the owner o designated person
- Specified clearance see Table (Between power line, load and crane ALL THE TIME)
- Load control- tag lines of a no-conductive type
- Qualified signal person/s to verify clearance
- No one be permitted to touch the crane or load unless the signal person indicates it is safe to do so
- Operation of boom and load over electric power lines AVOID
- The horizontal and vertical distance of movement of long span lines due to the wind be added to the minimum clearance
- Ribbons, balls… be attached to improve visibility, to aid in location of the prohibited zone
- Durable signs be installed at the operator’s station and on the outside of the crane (Table 1)
- If carge-type boom guards, insulating links or proximity warning devices are used on cranes-

CRANE OPERATION WITHIN THE PROHIBITED ZONE WITH THE ELECTRIC POWER LINES ENERGIZED
Before such operations- qualified person with a qualified representative or an engineer qualified in power line transmission, determinate the
most feasible way to complete the operation and set the minimum required clearances and procedures.
- Crane/load grounded to line neutral by the utility
- Electrical system protective devices that automatically reenergize the circuit after a power line contact occurrence- be blocked to inhibit
this fuction
- Insulated barriers, which not allow contact between the energized electric power lines and crane, load lines or load
- No-conductive barricades to restric access to the crane work area
Load control, utilize tag line of a non-conductive type
Qualified signal persons/s verify the clearance, in constant contact with the crane operator
Person/s responsible for the operation, alert and warn the crane operator and all persons woerking around or near the crane to avoid the
hazard
All non-essential personnel be removed from the crane work area
No one be permiteed to touch the crane or load
If carge-type boom guards, insulating links or proximity warning devices are used on cranes-
OPERATIONS IN TRANSIST WITH NO LOAD AND BOOM LOWERED
Clearance be as specified in Table 1
The effect of speed and terrain on boom and crane movement be considered

Clothing and personal belongings not interfere with access or operation.
REFUELING
Portable container- be a safety-type with an automatic closig cap and a flame arrester
Not be refueled while the engine is running.
Smoking or open flames be prohibited in the refueling area
FIRE EXTINGUISHERS
Minimum extinguisher rating of 10BC be installed in the cab or at the machinery housing.
Operating and maintenance personnel be familiar with the car and use ofthe fire extinguishers provided.

ASME B30.5 INTRODUCTION SCOPE This Standards applies to the construction, installation, operation, inspection, and maintenace of jacks; poweroperated cranes, monorails and crane runways; power operated and manually operated derricks and hoist, lifing devices, hooks and sling and cableways. NOT APPLY: - Track and automotive jacks - Railway or automobile wrecking cranes - Shipboard : cranes, cargo-handling equipment - Well-drilling derricks - Skip hoists - Mine hoists - Truck body hoists - Car or barge pullers - Conveyors - Excavating equipment - Or equipment coming within the scope of the following committes: A10/ A17/A90/A92/A120/B20/B56/B77 PURPOSE Minimize injury to workers, provide the protection of life, limb and property by prescribing safety requirements.. Provide direction to owners, employers, supervisors and other concerned with or reponsible for its application Guide governments and other regulatory bodies in the development, promulgation and enforcement of appropriate safety directives Safety standard for cableways, cranes, derricks, hoists, hooks, jacks and slings
  • 4. ASME B30.5 INTRODUCTION INTERPRETATIONS The request for interpretation should be clear and unambiguous. Format: Subject- paragraph number/s and concise description Editions-of the pertinent volume Questions-as a request for an interpretation of a specific requirements NEW AND EXISTING INSTALLATIONS Effective date- 1 years after its date of issuance New installations- Construction, installation, inspection, testing , maintenance, and operation of equipment manufactures and facilities constructed after the effective date of this volume shall conform with the mandatory requirements of this volume. Existing Installation: inspection, testing , maintenance and operation of equipment manufactured and facilities constructed prior to the effective date of this volume When an item is being modified-requirement be reviewed relative to the current volume MANDATORY AND ADVISORY RULES Mandatory rules= use of the word SHALL Advisory rules= SHOULD, recommendation to be considered METRIC CONVERSIONS The values stated in U.S. Customary units are to be regarded as the standard. Cover the entire length of the rope (no open), see the points in frequent inspections, reduction of rope diameter due to loss of core (internal or external corrosion), severely corroded, cracked bent, worn or improperly applied end connections. Cranes shall no be used for dragging loads sideways. The operator should avoid carrying loads over people. On wheel-mounted cranes, no load shall be lifted over the front area, except as specified by the crane manufacurer The operator shall test the brakes each time a load approaching the rated load is handled by lifting it a few inches and applying the brakes. Use of outriggers be fully/partially extended or unequal position or deployed per load rating chart specifications and set to remove the machine weigth from wheels except for locomotive cranes. Two full wraps of rope remain on their respective drums (so neither the load nor the boom be lowered below that point)

Personnel are only permitted to ride in a personnel platform supported by the crane load line attachment – see requirements ASME B30.23 and the manufacturer’s instructions.
