Accountability

2. Where is CAADP@10?
 40 Countries have signed CAADP compacts, about 30
have completed development NAFSIPs
 A results framework and M&E framework with
indicators has been guiding tracking of CAADP
implementation
 After 10 years, with lessons learnt, a sustaining CAADP
momentum framework was developed, along with a
new CAADP Results Framework (RF)
 The RF defines continental aspirations that are
actualized through effective implementation of NAFSIPs
at country level.

3. The case for data, M&E and MA
 Indicators to track CAADP implementation over the next
decade are derived from the RF and will be linked to
national M&E systems.
 A strong M&E system depends on good data, without which
the quality of analysis and the decisions it informs will be
weak.
 Results from M&E systems are used to assess performance
against goals and targets, inform debate and dialogue, and
strengthen mutual accountability.
 Measuring progress towards shared goals for the sector
require strong infrastructure for data collection and
analysis, monitoring and evaluation, and mutual
accountability.

4. ReSAKSS and CAADP M&E
 ReSAKSS is formally recognised by AUC/NPCA for its support in tracking CAADP
implementation, based on the CAADP M&E framework
 ReSAKSS working with Africa based CG centers produces the main CAADP
monitoring report: the Annual Trends and Outlook Report (ATOR) at continental,
regional and national levels.
 ReSAKSS established and maintains a website dedicated to tracking and
reporting on the indicators in the CAADP M&E framework www.resakss.org
 In order to strengthen national capacity for policy analysis & M&E, ReSAKSS is
supporting the establishment of country SAKSS platforms in 15 countries.
 ReSAKSS has partnered with AUC/NPCA, IFPRI, Donors, RECS and countries to
assist in strengthening mutual accountability platforms by supporting
agricultural joint sector reviews (JSRs) at country level.
 At the moment, IFPRI/ReSAKSS , with support from Africa Lead II are engaged in
JSR assessments in 7 initial countries.
 JSR assessment reports will help countries to improve the quality of their JSR to
track progress made by the country in implementing NAFSIPs and other
cooperation agreements.

5. Objectives of this parallel session
 Discuss ongoing efforts to create capacities to link data to analysis to policy and
strategy formulation and program implementation;
 Enhance understanding of the data requirements to measure and track CAADP
indicators in the results framework and to monitor on a sustainable basis the
situation of agriculture in general in countries;
 Enhance understanding of the data requirements to generate 10-year baselines
and outlook of African strategic commodities sectors and value chains;
 Discuss ways to strengthen continental, regional and national M&E systems, with
a view to enhancing alignment to the results framework and integrating them
into national strategic plans for statistical data production and dissemination
 Discuss current efforts in strengthening mutual accountability through
agricultural joint sector reviews (JSRs)
 Set specific goals, targets and actions to improve data and M&E systems and
Mutual Accountability and also make clear recommendations for consideration
by the Ministerial meetings in May and the Heads of State Summit in July.

6. Key questions (to guide the session)
1. What are the major goal(s) in the area of data and M&E
in support of CAADP in the medium (5 years) and long
term (10 years)?
2. What are actions by countries, continental organizations,
RECs, and technical and financial partners to make sure
these goals are achieved?
3. What would be good indicators of progress that would
help track performance?
4. What key actions should ministers and Heads of State
and government commit too to make sure their countries
meet the above goals?

7. Expected Results
By the end of this session, we should achieve the
following:
1. Set specific and realistic goals, targets and
actions to improve data , M&E and mutual
accountability
2. Identify actions by countries, continental
organizations, RECs, technical and financial
partners to make sure the goals set are
achieved.
3. Make clear recommendations for consideration
by the Ministerial meetings in May and the
Heads of State Summit in July.
