PART I – TERMS OF REFERENCE

E. Project reference: “Strengthening the Capacity of Romanian Companies to Develop
Social Partnerships (CSR)”
The main objective of this project is to increase the adaptability of Romanian enterprises to
responsible competitiveness through promotion and implementation of corporate social
responsibility (CSR) principles and tools and more specifically:
To develop the national model and strategy of implementing CSR principles to
Romanian companies to increase adaptability and competitiveness,
To develop the practical Romanian know-how regarding implementation of CSR and
stakeholder engagement in 3 areas: mining and energy, manufacturing, services,
To develop the knowledge and skills regarding CSR, stakeholder engagement and
sustainable management implementation,
To promote CSR, stakeholder engagement and sustainability through creating case
studies of how it adds business value.
F. Duration of Employment: Initially 6 months contract with the possibility of extension for the
entire duration of the project, based on satisfactory performance.
G. Organizational setting:
The Project Coordinator will report to the UNDP National Programme Officer and will oversee
and have ultimate responsibility for the smooth and timely implementation of the project
activities. The Project Coordinator will have the organizational responsibilities for the delivery
of the project outputs within the approved timeframe, budget and objectives.
H. Job content:
Mainly he/she will be responsible for:
Organizes and oversees the implementation of the project assigned on behalf of UNDP and
in cooperation with the project partners;
Ensure the eligibility of expenditures under the project according to European Social Fund
guidelines;
2. Prepares, together with the project team, and submits amendments to the contract,
notifications and alike to the SOPHRD Managing Authority;
Identifies potential obstacles in the efficient implementation of project and take necessary
corrective action, accordingly;
Provides on-site coordination of the project, including the experts; and oversees monitoring
and ongoing performance tracking;
Submits progress and financial reports to the project partners and UNDP national
supervising programme officer ;
Oversees the organization of proposed official events and ensures a proper media coverage
of the project progress and achievements;
Prepares, jointly with the Project Manager, guidelines for implementing partners regarding
operational management, procurement, etc., and monitors the sub-projects at all stages;
Facilitates exchange of information with other ongoing related programmes and initiatives
and ensures lessons and best practice are documented and shared at regular learning
platforms;
Basic financial reporting;
Substantive monitoring and evaluation of the projects, identification of operational problems,
development of solutions.
Performs other duties relevant to this position.
Qualifications required:
Master or equivalent in related field; project management certificate/diploma would be an
advantage as would advanced training in CSR / Stakeholder Engagement / Sustainability;
Familiarity with the implementation and role of social partnerships and proven experience of
coordinating complex project activities in this area;
Good knowledge of CSR and stakeholder engagement from the private sector’s perspective
Minimum 5 years of work experience in project management, with progressive level of
supervisory/control responsibilities, preferably in an international context;
Good verbal and written communication skills, including the ability to draft/edit a variety of
written reports, studies and other communications, and to articulate ideas in a clear, concise
style;
Strong interpersonal skills and ability to establish and maintain effective partnerships and
working relations in a multi-cultural environment, with sensitivity and respect for diversity;
Ability to work under pressure and to meet tight deadlines;
Willingness to daily travel and field trips within the country when required;
Excellent computer skills particularly in using excel and other data and project management
software;
Full working knowledge of English and Romanian, including excellent writing skills;
Ability to design and develop new initiatives.
Payment schedule:
Taxes and contributions to be paid by the subscriber as follows:
