4. Need a Dig Permit, STOP and Read below!
Everyone Needs a Dig Permit. Whether you want to install satellite TV, plant a tree, or
planning Sergeant’s Time training, , field exercise or displays for Mountain Peak. FIRST
EVERYONE IS REQUIRED TO OBTAIN AN EXCAVATION PERMIT. Everyone needs to
follow the correct process for obtaining a dig permit on Fort Drum. It could save your life
and the lives of your family and friends. Just follow these three (3) simple steps and you
can’t go wrong.
1st Step: Call 1-800-962-7962 to obtain a Dig Safely Number, the “Dig Safely Number” is
required in order to submit a request for a Dig Permit.
2nd Step: For those that have access to a Government computer, log onto the website:
https://mapsrus.drum.army.mil and click on the WEPS Tab. After the WEPS program has
loaded, click on “Request a Permit” to begin. If you don’t have access to a government
computer, don’t worry, we can help you. Please visit one of our three Self-Service Kiosks
located in buildings on South Post at either; 4004 First St. ( Intersection First St and
Ontario Ave), 4894 Nininger St., and 4890 Nininger St (Entry to both are located off of
Ontario Ave and George St across from Range Control . The Kiosks are available to the
customers during the hours of 0730- 1530 hours.
3rd Step: Once you have submitted your Dig Permit, Your permit will be reviewed by 16
different agencies to ensure compliance with their individual safety guidelines. The
Approving Authorities have 10 Business Days to review, mark out utilities and either
approve or disapprove a permit. It is important that you enter a working email address
because this is the only way you will be notified on the progress of your permit request.
Once a judgment has been rendered on your permit, it will be posted to the WEPS site.
The WEPS program will generate a total of 18 emails per permit. These are notification
emails on the progress of your permit. You are not required to print or keep them. If you
do not receive the email notifications, you are then responsible for checking the WEPS site
periodically to see if your permit status has been updated. Once your permit has been
approved, you must print out a copy and have it available at your excavation site.
Questions or issues in submitting your dig permits should be directed to Mr. Doug
Osborne, Chief of Master Planning/GIS Branch at 772-5709 or Ms. Melissa Rumble,
WEPS Administrator & Dispatcher/Utilities Branch at 772-5495, Extension 2.

5. Starting August 1, service members who elect to transfer their Post-9/11 GI Bill benefits to an
eligible family member will be required to serve an additional four years, without regard to their
time in service.
When the law was enacted in 2009, service members close to retirement had a service obligation
between zero and three years. This new change will affect service members who are eligible for
retirement. Going forward, all service members will be required to fulfill a four year service
obligation.
The National Military Family Association encourages families to discuss transferability options prior
to retirement. A service member may elect to transfer one month of the benefit to each eligible
family member only when the service member is on active duty. Once a service member retires, the
service member may change the number of months transferred to each person or retract benefits,
but the service member cannot add family members.
To apply to transfer the benefit , service members should first contact the Department of Veterans
Affairs (VA) to establish eligibility and then submit a transferability application through the
Transferability of Educational Benefits website.
A service member is eligible to transfer benefits under the Post-9/11 GI Bill if the service member
meets one or more of the following programs start date requirements:
1. You are a member of the Armed Forces (active duty or Selected Reserve, officer or enlisted)
and were in the service on 1 August 2009 or joined after that date.
2. You are a Uniformed Service member of the Public Health Service (PHS) and were in the
service on 1 August 2011 or joined after that date.
3. You are a Uniformed Service member of the National Oceanic and Atmospheric
Administration (NOAA) and were in the service on 1 September 2011 or joined after that date.
If you meet one of the above program start date requirements, you must also meet one or more of
the following requirements:
1. You have at least six years of service in the Uniformed Services on the date you elect to
transfer the Post-9/11 GI Bill program and agree to serve an additional four years in the
Uniformed Services from that date.
2. You have at least ten cumulative years of service in the Uniformed Services (active duty
and/or Selected Reserve) on the date of election, are precluded by either standard policy (service
or DoD) or statute from committing to four additional years and agree to serve for the maximum
amount of time allowed by such policy or statute.
It is important to know that in some cases, if a service member has transferred the benefit and
voluntarily leaves the Service, he or she may be required to pay back those benefits. However, if the
service member is involuntarily separated, he or she may be permitted to waive this requirement.
Service members who have transferred their benefit are encouraged to review their service
commitment before leaving the Service, otherwise they may be stuck with a hefty bill.

16. Key Caller Training for non-local volunteers
Mob/Dep has heard your requests and have now developed the ability to bring Key Caller training to your
non-local volunteers!! This will be done through the use of a webinar. Here are the details:
POC is Amanda Garcia: 315-772-0470
Participants will need to contact Amanda directly to set things up.
The training will be approximately 1.5 hours. Some time is built in so that Amanda can go over using the
webinar capabilities like the chat box. Amanda will be able to be seen and if participants have a webcam,
she will be able to see them as well. If not they will communicate through the chat box. Participants will
be able to hear the training through their computer or if their computer does not have speakers (unlikely)
they can call in as well. Also if the volunteer has a Smartphone they can download the free webex app, and
do they training with their phone.
Details will be sent to the participants by Amanda via email concerning day and time. She will also ask the
participants to download the Key Caller Handbook and Quick Reference Numbers from our web site.
Once the training is complete. We will email the certificate to the volunteer and send a copy to the
respective FRSA as well.
If you should have more than one volunteer we can do one webinar with as many as we need to.
