List of Additional Items Tying Me to Military Education
By Richard Maltz
1. I have extensive experience in teaching, having taught or lectured as a private tutor, in units of the US Army up through Division-level, in support of the US Navy and US Air Force, at the DC and WVA Military Academies, the National Guard Bureau, the National Interagency Civil-Military Institute, the US Army Intelligence School, the US Army War College, US Southern Command, US Joint Forces Command (J-7 Officer Professional Education, J-9 “Academy”, and J-5 “University”), and at the Joint Forces staff College (Joint Concept Development and Experimentation Course and substitute teaching and lecturing).
2. I have extensive experience in joint analysis, concepts, doctrine, education, futures, policy, and operations at US Southern Command, US Joint Forces Command, and Military Traffic Management Command. In addition to being widely regarded as the best of USJFCOM’s seventy or so Concept Developers, I was selected to be one of two dedicated Futurists in USJFCOM’s Joint Futures Group/Center for Joint Futures.
3. I have extensive experience in supporting US Joint Forces Command’s Doctrine and Education Group’s (DEG’s) Education Team and National Defense University. I drafted DEG’s (and before that, J-9’s) three dozen or so “Proposed Research Topics” for National Defense University, the Service Schools, and DARPA. I also drafted DEG’s submission of “Special Areas of Interest” to NDU, and briefed same to NDU faculty at Fort McNair in Washington, DC. As a consequence of these things, I have been designated as the official USJFCOM liaison to National Defense University and Services for “Key Strategic Issues”.
4. I frequently deliver DEG’s in-house Officer Professional Development Lectures; and I established and administered related programs at J-9, J-5, and J-7 wherein world-class military historians, theoreticians, and philosophers from as far away as the Netherlands would come to lecture USJFCOM audiences on matters of joint interest.
5. I have written several seminal joint concepts (such as the Joint Operational Warfighting (JOW) concept (widely greeted on its promulgation as both the best and most original work to have ever come out of USJFCOM’s Joint Futures Laboratory (J-9), the Major Combat Operations (MCO) Joint Operating Concept (JOC), and the “Long War” concept) and contributed to the Joint Operating Environment (JOE) document, and the Capstone Concept for Joint Operations (CCJO), as both the author of one of its component parts (JOW) and as a lecturer on military theory to the CCJO writing Team.
6. I am widely published in professional military journals in areas of joint concern (Quality Observer, Program Manager (Defense Systems Management College), Parameters (US Army War College), Military Review (US Army Command and General Staff College), A Common Perspective (USJFCOM DEG), SITREP (Royal Canadian Military Institute), Defense in the National Interest (DNI), Joint Center for Operational Analysis (JCOA) Journal, Diplomacy World, Military Intelligence Professional Bulletin and Military Intelligence magazine (US Army Intelligence Center), Vanguard (Military Intelligence Corps Association), and The Wright Stuff (Air University Press)).
7. My work is actually both practical and of serious academic interest. I have been asked by The Army's Strategic Studies Institute to expand my lecture to the, “The Epistemology of Strategy”, given to the Army’s Strategy Conference at the Army War College in 2009, into a monograph for publication in their quot;
Advanced Strategic Thoughtquot;
series. I was an early pioneer, since the mid-1980’s, in the field of operations in the Cognitive Domain; and I am currently a leading figure in this field, and in the related field of Military Epistemology. In recognition of my work in these spheres, I have been extended membership in the Inter-University Seminar on Armed Forces and Society, USJFCOM’s “Black Swan Society”, and the Cognitive Systems Engineering Consortium and Cognitive Engineering and Decision-Making Technical Group of Human Factors Society. For the same reasons, I have also been asked to co-administer the State Department’s Strategic Communication Working Group website and the Army War College’s and National Intelligence University’s Proteus Institute’s website dealing with the “Cognitive Domain”.
8. I was also a pioneer in the 1990’s and earlier in this decade in the field of leveraging cutting-edge civilian and military organizational productivity theory and military history to shape warfighting culture to enhance military leadership and combat effectiveness. My articles and lectures on Organizational Productivity Analysis and Enhancement in Warfighting Organ-izations (“Quality Leadership as Maneuver Warfare”; then “Dynamic, Interactive Warfighting”; since 2001, “Human-Centric Warfare”), were widely published, cited, and endorsed, and were used for training in the US military in the US and overseas (especially by the Special Opera-tions community). I was a featured speaker at related conferences and symposia. A $285,000 research grant from Army Studies Board for this work was sponsored by the National Guard Bureau. For this work, I received letters of endorsement of my research from: Office of Chief of Naval Operations, Naval Doctrine Command, Naval Leader Training Unit, Naval Special Warfare Center, Marine Corps Combat Developments Command, Army Research Institute, Center for Army Leadership, Army Battle Command Battle Labs, and many others. This work has been referenced in publications of Naval Doctrine Command, Air University, and USJFCOM (among others).
9. I am pedagogic by nature. In addition to all of the teaching, lecturing, writing, etc. described above (and in more detail in the attachments), and in multiple speakers bureaus established throughout USJFCOM, I also established a lending library and military museum in USJFCOM’s Joint Futures Laboratory/Experimentation Directorate (J-9), and two professional groups dedicated to exploring critical emerging areas of military art and science (these too are described in more detail in the attachments). The lending library, during its five-year existence, grew to over 3,000 volumes; and the museum to over 200 displays. By 2006, these were receiving donations from other libraries and museums. The “Cognitive Domain Cabal”, established in J-9 in 2003, grew to many dozen luminaries in the defense field scattered all over the world.
