3. Winning Italy, the Almanac that we are presenting, assesses the level of Italian excellence, and aims to
register and at the same time promote, what can be defined as “a psychology of talent”, which transpires –
day by day – from reading newspapers and surfing the internet.
The idea which inspires this almanac is quite simple: On the one hand, to renew knowledge and the
selection of brands that together make up our “made in Italy”, to face what could be defined as its second
age; on the other hand – in the era of visibility – to uncover and promote those “new Italians” who

That is why the following pages are a photograph, a snapshot of a world which is however constantly on the
Franco Frattini move; whereas the web site that will later draw inspiration from the ideas behind this almanac, will more

5. Our country is home to 72% of the European Cultural Heritage and as much as 50% of the World
Cultural Heritage. With more than 44 sites, 3.400 museums and 2.000 archaeological areas and parks,
Italy ranks high in the UNESCO World Cultural and Natural Heritage list. It ranks second in Europe for
land surface covered by national parks and fourth for land surface protected by regional parks. Italy is
one of the best known countries in the world and one of the most-appreciated destinations by tourists.

The World Heritage Committee has included the Dolomites mountains on the World Heritage list. The
decision to support the candidature presented by the Italian Government was made unanimously by 21
members of the UNESCO Commission.

113 seaside locations and 60 marinas have been awarded the “Blue Flag” 2009 international eco-label
by the FEE (Foundation for Environmental Education). Within the Mediterranean countries, Italy ranks
fifth, straight after Spain, Greece, Turkey and France. These 113 Italian sites account for 227 beaches,
that is about 10% of the beaches awarded worldwide.

Moreover, Italy first published an entirely bio-degradable book (“The world to come”, written by Pino
Buongiorno, ed. Grafica Veneta) made from renewable and environmentally-friendly materials. To
accomplish this: natural inks and size water were used to replace vinylic materials; vegetable films,
obtained from corn waste, have replaced those made out of propylene. Paper is certified by FSC (Forest
Stewardship Council), a worldwide organization aiming at setting criteria for the management of green
and socially-friendly forests. Grafica Veneta is a European leading company in the printing industry.

6. The Italian project “Alta Velocita’” was the first to have been launched in Europe. The UIC
(International Union of Railways) established a record for Italy by implementing the ERMTS system
(Level 2, 300km/h) for which a successful trial took place for the first time ever on the railway between
Rome and Naples. In December 2009, a high speed rail line connceting Turin, Milan, Bologna,
Florence, Rome, Naples and Salerno was inaugurated with two high-speed “Frecciarossa” trains: from
Turin to Milan and from Salerno to Milan.

Design: Italy ranks second in Europe for number of recorded patents. In the period comprising all of
2003 until February 2009, 14,8% of the total number of patents in the world were recorded in Italy; only
Germany achieved a higher percentage (24,4%). The presence of a high-impact design is strongly linked
to an aesthetic value and is wide-spread throughout the Italian entrepreneurial fabric: this made Italy one
of the most appreciated countries worldwide in the field of design.

Fashion: Italy has long played a key role and still ranks highly in this sector. Creativity and project
awareness gave expression to a range of different fields: style, communication, forms of production and
distribution (including industrial districts).
Milan, along with Paris and London, is today one of the main cities on the international stage, as is New
York.

Many Italians choose to become architects: according to data released by the National Council of Italian
Architects there is a high number of architects who are part of the Italian Professional Association (1 of
every 470 inhabitants compared with the European average of 1 out of 1148 inhabitants). Furthermore,
the number of students registered at the Schools of Architecture is the highest in Europe.

7. With about 1050 radio broadcasting stations, Italy has one of the highest concentration rates of
broadcasters in Europe. While a small quantity of them broadcast all over Italy, almost all of them
operate locally. The main strength of such a proliferation and geographic distribution of radio stations is
the number of listeners: 40.000.000 every day, the highest in Europe.

Italy plays a huge part in the field of life sciences or red biotech (69% out of the total), with a
particular focus on the pharmaceutical industry. It is third in Europe, behind Germany and France,
for number of people working in this field and fifth in a world ranking dominated by the US and
Japan.

Goldman Sachs has published a report titled “Italy is doing better than one could imagine”, in which
Italy is recognized as being one of the countries with the lowest level of debt, as having private
companies with solid budgets, and a population with a high propensity for saving, not to mention a
banking system that is able to overcome financial challenges.

The Royal Bank of Scotland, in its “Financial Fragility index” recognizes that Italy has a level of
financial stability which is similar to France and only slightly inferior to Germany, and ranks ahead of
countries such as Belgium, Holland, Austria, Spain, Portugal and Ireland.

THE ACADEMY OF CHOCOLATE AWARD GOES TO ITALY
The Academy of Chocolate in London, a leading authority on chocolate, awarded two Italian
companies in 2008 and in 2009. In 2009, Italian chocolate maker Amedei from Pontedera has once
again topped the 'bean to bar' category including winning the Golden Bean award for their No 9 Blend.
In 2008, Guido Gobino won the Best Filled Praline Award by baking a “cremino al sale”, a compound
made of gianduja chocolate, extra-virgin olive oil and salt.

According to the International Organization of Vine and Wine (OIV), Italy is the world’s largest exporter of wine. Current
figures place Italy at the same level as France in terms of export volume to the US market.
14. A MARKET LEADER IN ORGANIC FARMING

Italy has a paramount role in organic farming worldwide. Italian farms (4.065 in 1993) exceeded 45.000 units in 2007. Such a
development rate also affected the food-processing industry and business activities.
An ISMEA (Institute for services in the agro-food market) survey has produced evidence of rapid growth in production and
consumption of organic products in the last few years. This led to the final establishment of organic farming in the framework
of Italy’s agro-food industry, as is the case in other major European countries.
Countries with the highest number of organic cropland are as follows: Australia (with less than 12 million ha), Argentina (3.1
million ha), China (2.3 million), the United States (1.6 million) and Italy (1.07 million).

A survey carried out by the Italian’s farmers association Coldiretti shows that the country ranks first for number of female
entrepreneurs (267.000 in 2008), accounting for one-third of the 950.000 Italian agricultural holdings registered at the
Chamber of Commerce.
15. PDO and PGI: SUPERIOR-QUALITY PRODUCTS

At present, there are 846 certified quality food products in Europe (PDO: 460; PGI: 386), of which Italian products
account for 22%. The list includes a range of labeled products, i.e. 477 wines having a designation of origin (120 IGT
wines, 41 DOCG wines and 316 with a registered designation of origin), and 4500 traditional products, i.e. agrofood
products whose production, processing and preparation must take place within a particular geographical area using recognised,
certifiable know-how for at least 25 years. The quality and character of these products and their production techniques must be
unique to that area.

16. THE PERCEPTION AND ROLE OF POD AND GPI PRODUCTS

In many countries, Italian food is seen as a cultural and economic asset and is intended as a paradigm of knowledge and
innovation for the country.
Recent research shows that in Russia, Sweden, China, and in the US, Italy is usually associated with food and wine production.

17. CLIMATE OF TRUST IN THE ITALIAN FOOD INDUSTRY

The trust index among the Italian food industry operators shows a marked improvement. In the third quarter of 2009, the index
was
-2.8, thus gaining four points over the previous quarter, and reducing the overall trend to two points. These are the results of an
economic survey carried out by ISMEA in September among members of the food industry.
18. ITALY SAYS NO TO VIOLENCE AGAINST WOMEN
AND SUPPORTS EQUAL OPPORTUNITIES
The UN Secretary-General Ban Ki-moon invited the Italian Foreign Minister Franco Frattini to join a
network of Men Leaders committed to stop violence against women. This initiative is inscribed within
the “UNite to end violence against women” campaign personally launched by the Secretary-General in
February 2008.
Italian Foreign Minister Franco Frattini was chosen because of his strong commitment to this field, not only in his capacity of
Vice-President of the European Commission with responsibility for Freedom, Security and Justice but also in his capacity of
Italian Minister for Foreign Affairs. He has always paid particular attention to the problem of female gender mutilations,
thereby including the issue of violence against women on the G8 agenda.
The Italian National Statistics Institute (ISTAT) has revealed that, in October-December 2008, female employment has
significantly increased (+1.2%) against a sustained drop in male employment by -0.6%. Despite the crisis, then, the female
employment rate in Italy is 47.2%.
Unioncamere, the National Union of Chambers of Commerce, highlighted a rise in the number of female entrepreneurs
(+3.000 compared to 2008) whereas the number of companies run by women keeps growing with 5.500 new additional
companies every year (+0.45%).
Italy has recently passed anti-stalking legislation (art.612 bis c.p.) and has drawn up new regulations against sexual abuse
which apply stricter sentences upon those who commit sexual offences.
For the first time the Ministry for Foreign Affairs and the Department for Equal Opportunities are in the frontline for stopping
violence against women, which is confirmed by the organization of the International Conference on violence against women
held on 9-10 September 2009, during the Italian Presidency of the G8.

According to the OECD, Italy has experienced the sharpest annual
economic rise (+10.8 points) and a monthly increase of +1.3 points.

2009
Italy’s economy has grown more than the European average in the third quarter of 2009. Gross domestic product (GDP) in the
OECD area rose by 0.8% in the third quarter of 2009, up from zero growth in the previous quarter. According to OECD
estimates, Italy showed improved GDP compared to the previous quarter (+0.6): GDP in the euro area was up 0.4% and up
0.2% in the European Union.
For the OECD countries and Italy, annual GDP fell respectively by 3.3% and 4.6% between the third quarter of 2008 and the
third quarter of 2009, improving however in both cases after falls of -4.6% and -5.9% respectively in the previous quarter.
The OECD report refers that in the third quarter of 2009, Italy and the United States recorded positive growth for the first time
since 2008 (2008 Q1 for Italy and 2008 Q2 for the United States).
21. ITALY TO LEAD ECONOMIC RECOVERY
INDUSTRIAL PRODUCTION UP IN AUGUST 2009

In August 2009, industrial production fell by 15.4% in the Euro zone and by 13.5% in the 27-nation European Union. In Italy,
however, the figures showed accelerated improvement from July with a rise of 7%, the best rate in the EU and in the Euro zone
and the best seasonal variation since 1990.
Industry figures, which take into account a rise in vehicle production (+45%), signal a greater stability and show that economic
recovery is already occurring and will be faster than expected.
Industrial production fell across all the Member States for which data are available. The biggest annual drop in industrial
production was recorded by Estonia (-27.9%), Luxembourg (-27.4%), Finland (-21.4%) and Sweden (-19.2%), whereas the
smallest annual drop was recorded by Poland at 2.5%, as well as Romania (-4.4%), The Netherlands (-6.4%) and Portugal (-
6.6%).

22. ITALY’S GDP HAS STARTED GROWING AGAIN

Italy’s GDP has resumed growing again after having decreased for five consecutive quarters, ISTAT statistics have shown.
According to ISTAT, preliminary estimates released in the third quarter of 2009, GDP rose 0.6% from the second quarter
during which it had dropped by 0.5%. GDP rise resulted from an increase in the industry and services added value and from a
drop in the agriculture added value. The third quarter of 2009 was adjusted with four more working-days compared to the
previous quarter and one more working-day compared to the third quarter of 2008.
The best cyclical upturn since 2006. The GDP rise in the third quarter of 2009 accounts for the best cyclical performance since
the fourth quarter of 2006.
23. INTERNATIONAL ECONOMY ON TRACK FOR A REBOUND

According to an Italian centre for business research (Centro Studi di Confindustria) the most developed countries have come
out of the recession in August 2009 and since then they have walked hand in hand with developing countries to guide global
economy out of the crisis toward a new, sustainable growth model. To share the same goals and to boost together expansion
and productivity has been the secret behind a fast international trade recovery.
Figures say that Italy is relaunching its economy on the international stage, as witnessed by a strong recovery of industrial
production in the third quarter of 2009. GDP estimates appear even more positive for 2010 (more than 1%).
24. A COMPETITIVE COUNTRY IN INTERNATIONAL TRADE

The Trade Performance Index 1, a recent international trade competitiveness indicator jointly devised by the UN and the WTO,
ranks Italy second right after Germany out of the ten most competitive countries.

the European listing of POD and GPI products with 182 registered products, followed by France (166) and Spain (123).
- is the fourth most visited country in the world and the second in Europe. It ranks second, after Spain, for number of
nights spent by foreign tourists and first for number of nights by Russian and Chinese tourists.

The Trade Performance Index (TPI) is a new indicator jointly devised by UNCTAD and the WTO through their International Trade. The UNCTAD/WTO
developed the TPI for the 14 major macro sectors of the international trade. A composite index was built for each macro sector of each country based on five sub-
indicators: trade balance; per capita exports; world exports share; diversification level of each macro sector in terms of number of products contained therin; and

27. THE FT RANKS THE EUROPEAN FINANCE MINISTERS

The Financial Times has placed Giulio Tremonti in the fifth position among 19 EU Finance Ministers judged for their proven
ability in dealing with the 2009 economic crisis. The ranking reflects the Ministers’ performances during 12 months of highly
testing world economic drama as well as their ability to adopt rapid and effective measures.
28. SIZE OF THE UK GDP OVERTAKEN BY ITALY

Italy’s economy has overtaken Britain's for the first time in a decade and a half, after official figures showed that the UK is just
beginning to come out of the longest recession in its recorded history. Italy overtook Britain’s economy for the first time in
1987.
Last March, the Economist had already reported how Italy had been overtaking Britain in terms of per capita income.
The figures from the Office for National Statistics affirm that in the third quarter of 2009, Britain’s economy generated around
£347.5 billion in cash terms. Italy’s economic output in the same period, based on conservative forecasts calculated by
Citigroup, was some £350 billion.

In 2009, the drop in the overall number of enterprises and businesses was lower than the average rate recorded in the European
Union.
31. ITALIAN SMEs GO INTERNATIONAL

Italy has one of the highest shares of manufacturing SMEs among European countries. The aerospace industry is the country’s
leading high-tech manufacturing sector: it is seventh and fourth respectively on the world and European rankings, with a
turnover of some 7 billion euro and a skilled workforce of about 38 thousand units.
The aerospace industry is one of the most qualified value-added technology sectors in Italy and plays a key role in the
production of helicopters, radar systems and air traffic control radar systems as well as training aeroplanes. Other specialized
high-tech products are aeroengines, avionics systems and equipment, surveillance systems, defence electronics meant to ensure
safe communication.
Grown competitiveness of Italian SMEs in the aerospace industry is witnessed by an increasing number of military transport
aircraft supplied. The high-tech sector has significant impact on other areas such as telecommunications, pharmaceutical and
biotech industries, nautical industry, rail transport, maritime industry and wind energy.

32. FERRERO RANKS AS THE MOST REPUTABLE COMPANY IN THE WORLD

Ferrero, the Piedmont-based chocolate-maker, has come out on top in an annual survey of the world's 600 most reputable
companies - the Reputation Institute’s 2009 Global Reputation Pulse. The Global Reputation Pulse measures the corporate
reputations of the world’s 600 largest companies based on consumers’ trust, esteem, admiration, and good feeling about a
company across seven dimensions of reputation in 32 countries. Sweden’s IKEA, and the United States’ Johnson & Johnson
make up the top three companies in 2009.
33. A HIGH-VALUE BOATING SECTOR

By aiming at constant investments in the field of innovation and research, the Italian nautical sector has been able to launch
top-quality products on the international stage. With a market share of 50%, Italy plays a central role in the production of
pleasure boats and mega yachts, according to a recent survey carried out by Pentar.
The world market for the production of mega yachts, i.e. boats with a hull longer than 250 feet, has an output of 9 billion euro,
accounting for a growth rate of 12.9%, with 777 orders. Of these, 347 were designed in Italy, followed by the US (95), the UK
(60), The Netherlands (58) and New Zealand (19). Among these countries, Italy recorded the highest growth rate in terms of
production. Its major customers are Europe and the Unites States but the global market estimates more than 95 thousand
potential customers.

In 2008, Italy has confirmed itself as the sixth major contributor to the UN regular budget. As part of the Charter of the United
Nations, Member States are called upon to contribute to the UN regular budget in order to finance all UN activities.

38. ESDP OPERATIONS

About 270 Italians are involved in civil missions promoted by the European Union under the European Security and
Development Policy. Italy therefore ranks behind France (280) and ahead of Germany (210), in the context of 2500 overall
units deployed for all ESDP civil missions. Among the most important ESDP operations, Italy deployed 190 units in EULEX
KOSOVO, 19 units in EUUM GEORGIA and 31 in EUPOL AFGHANISTAN.
INNOVATION IS THE KEY OF THE G8 SUMMIT HELD IN ITALY
For the first time the G8 has been more inclusive of new world players – such as the main emerging economies and Egypt.
Particular attention was shown towards creating forms of regional representation, such as the African Union and the Arab
League.
An innovative part was the discussion of the Afghanistan issue during the G8 outreach session, during which all neighboring
countries, the major stakeholders and international institutions committed to the area were invited to participate.
39. ITALIAN EXPERTS WORKING FOR EUROPEAN INSTITUTIONS
With regard to the number of Italians working for European Institutions, Italy is on par with other major EU countries.

42. Promises Kept
2008 Italian election campaign mainly focused on security and how to fight against organized crime.
Since it came to power, the Government has handled the Naples waste management issue and the terrible
catastrophe in L’Aquila and Abruzzo. The response was undertaken with timely action.

44. ANTI-MAFIA MEASURES ADOPTED BY THE ITALIAN GOVERNMENT

The Minister of the Interior has unveiled a plan to seize the mafia’s assets. During the first 18 months of Government, an
average of 8 mafia affiliates have been arrested every day, for a total of 3630 arrests, which have involved 377 police
operations. 15 of the 30 most wanted criminals are among the 282 fugitives arrested.
The most interesting figures concern the quantity of seized and confiscated assets, the amount of money recovered and the
number of municipality councils that have been dissolved due to mafia infiltration.

48. GARBAGE MANAGEMENT IS NO LONGER AN EMERGENCY

To clean up Naples garbage-strewn streets, to open new dump sites, to build incinerators and to implement separated waste
collection: these are the top-priorities contained in the plan unveiled by Guido Bertolaso, Head of the Civil Protection
Department in a view to tackling the problem of waste management and to implementing a correct waste disposal cycle that
could involve citizens and local institutions.
The day when emergency intervention was undertaken, on June 11 2008, there were 35 thousand tons of waste accumulated
throughout the streets of the region.
Up to November 15 2008, 3.518.783 tons of municipal wastes have been disposed in Campania, with a daily average of
6.741 tons.
49. NEW HOMES FOR EARTHQUAKE SURVIVORS HANDED OVER

In less than 5 months, a brand-new city of 30 thousand inhabitants has been rebuilt
In September 2009, more than a third of the tent cities (61 out of 172) were dismantled.
On 29 September 2009, the Government hands over 400 homes out of 4.700 to be ready before the end of the year.
Italy displayed its best qualities during the interventions in favor of Abruzzo, thanks to hundreds of volunteers, civil protection
staff, persons with a positive attitude who have done all their best to help others emerge from this tragedy. People of all ages
made sacrifices to aid assist people in need. This allowed the feat of reconstruction to be achieved.
A new student dormitory, “Casa dello Studente” has been inaugurated on the hill of Coppito after a three-month reconstruction
on a landsurface made available by the archdiocese in L’Aquila. It will house up to 120 students.
50. A SIMPLER LEGISLATIVE SYSTEM

The “cut-law plan”: some 39.000 fewer laws; the country streamlines Law
Transparency, accessibility and rules quality: these are the three main goals that have led the Italian Minister of Legislative
Simplification to implement the “cut-law plan”, introduced by law n.246 of 2005.
This plan has already achieved remarkable results following two different interventions that led to the repealing of useless and
outdated provisions:
- the first intervention produced the abrogation of about 7.000 laws:
- the second intervention allowed for a cut of approximately 29.000 laws;
- with a third measure, the Government has reduced from 50.000 to some 2.400 all the laws drafted before 1970.
In less than one year, through this simplification process, the total number of laws that are currently into force (both drafted
before and after 1970) has been reduced to some 11.000 laws.
