This document provides a monitoring report on the development of e-government at the Batam Authority Management Body based on a site visit on July 13, 2009. It discusses the methodology, findings from the site visit, progress indicators, and proposed "to-be" models and application architectures. Overall progress implementing proposed information systems solutions to support Badan Pengelola Otorita Batam operations was found to be limited based on the site visit.
2. Metodologi
1. Laporan ini disusun berdasarkan hasil monitoring tanggal 13
Juli 2009
2. Dalam laporan ini diulas rancangan menurut konsultan dan
dibandingkan dengan proposal kontraktor, serta kondisi
terakhir berdasarkan kunjungan lapangan.
3. Kunjungan lapangan tidak sampai melakukan pengujian
detail di lapangan terhadap hasil kerja, tetapi hanya meminta
informasi dari presentasi, preview sistem secara sekilas, dan
kunjungan fisik ke data center.
4. Hasil monitoring ini belum didasarkan hasil interview
langsung ke pengguna sistem.
3. Penjelasan
• Pada laporan ini diuraikan indikasi kemajuan kegiatan dengan warna sebagai
berikut:
– Hijau: Menunjukkan bahwa sudah ada inisiatif menuju ke arah yang diharapkan
dan sudah mulai mendekati harapan dan progress di lapangan cukup signifikan.
Dalam angka, diperkirakan progress telah mencapai di atas atau sama dengan
86%
– Kuning: Menunjukkan bahwa sudah ada inisiatif menuju ke arah yang
diharapkan, tetapi belum mendekati harapan dan progress di lapangan kurang
signifikan. Dalam angka, diperkirakan progress yang dicapai antara 51 – 85%,
atau kritis
– Merah: Menunjukkan bahwa sudah ada inisiatif menuju ke arah yang
diharapkan, tetapi masih jauh dari harapan dan progress di lapangan tidak
signifikan. Dalam angka, diperkirakan progress yang dicapai baru di bawah atau
sama dengan 50%, atau sangat kritis.
– Putih: Menunjukkan bahwa belum ada inisiatif menuju ke arah yang diharapkan.

• Progress proyek berada pada tingkat sangat

umumnya telah tercapai, tetapi yang terkait
dengan operasionalisasi core process masih
jauh dari harapan.
• Keterlibatan penuh PDSI Badan Pengelola
Otorita Batam di proyek belum terlihat secara
jelas.

33. Apa yang Harus Dilakukan?
• Memotivasi PDSI agar meningkatkan keterlibatannya di proyek ini.
• Memotivasi user untuk secara bertahap segera mengoperasionalkan
sistem yang dibangun sesuai dengan substansinya masing-masing.
• Meminta agar kontraktor menuntaskan keseluruhan pekerjaan sesuai
dengan kontrak.
• Meminta agar kontraktor melakukan pendampingan penuh selama proses
transisi dalam proses operasionalisasi.
• Memastikan adanya jaminan pemeliharaan dari kontraktor setelah tanggal
serah-terima.
• Melakukan presentasi hasil monitoring ini secara terbatas ke pimpinan
Badan Pengelola Otorita Batam dan pihak terkait secara terbatas.
