Policies and programs have their context and importance in taking forward the objectives they intend to define, achieve and promote. Framing rational policies and programs have been considered crucial for any state and nation to achieve the goals they define. Numerous policies and programs have been evolved and are being evolved by the community of nations in the domain of affordable housing to achieve the universal goal of -Housing for All. Housing policies try to define the status of housing in the country; prevailing socio-economic conditions of the populations; roadblocks which are hampering the provision of adequate housing and the options which can be leveraged in achieving the defined objective of housing for all. Policies also tend to identify the different players which can be involved in creating adequate housing and the manner of incentivizing them. In order to understand the gamut of various policies and programs, paper looks at the Indian and Singapore policy of affordable housings. In addition , it also looks at the rental housing policies and policies framed at state level in India for making affordable housing a distinct reality. Policies also look at the norms and standards defined for housing in the affordable section

Only a few markets in the MENA region are addressing their housing issues. A mix of delivery models from traditional design and build to the development of Public Private Partnerships are being used while the definition of Affordable / Social Housing varies significantly among markets within the MENA region. This paper establishes that widespread home ownership & development cannot be achieved without a robust financial system achieved by effective link between residential mortgages and the long term financial markets. The paper also addresses Governments long term and short to medium term policies optimal goals to provide affordable and comfortable housing for all that needs it.

It is a general phenomenon that large number of people migrate from rural and sub urban areas to urban centers and such migrants face the biggest problem of shelter. With the increase in cost of land, building materials, labour and infrastructure, the availability of shelter is becoming out of the reach of most of them. Therefore, positive encouragement to create housing stock particularly for EWS/LIG segment of the society in urban areas has become necessary. Various studies conducted by various agencies of Government of India show that more than 85% of housing shortage is in the EWS/LIG category. Hence the role and intervention of the State Government is very important to fulfill the requirement of housing shortage in urban areas. Policy intervention is needed to bridge the gap in housing demand and supply in urban areas. The State Government has accorded high priority to achieve the goal of providing adequate and affordable housing to all. By policy interventions the price of dwelling units for EWS/LIG segment has been controlled by extending various incentives and time bound approvals to private developers. Various provisions included in the policy intend to create housing stock for this segment in a big way. It also aims to utilize precious urban land to its maximum potential so as to cut down the price of dwelling units. Various initiatives recently taken by Government of India, especially “Housing for All Mission” have also been considered while framing this policy so that the financial incentives extended to EWS/LIG segment in slum and non-slum areas could be availed of by such eligible beneficiaries. UAPVP launched many schemes available for different segments of the society including EWS, LIG, MIG, BPL and HIG categories. UPAVP the development agency of Uttar Pradesh know as Uttar Pradesh Awas Vikas Parishad is going to implement the government housing mission, Pradhan Mantri Awas Yojana. About 20,000 houses will be constructed in the state. On the construction of housing units, the UPAVP will spend about Rs. 3,000 Crore and the implementation work will be started once it get the approval from the government. The comprehensive plan for Fiscal year 2017-18 has been prepared by the agency and the houses units in these projects will be constructed under UP government Vrindavan & Awadh Vihar Yojana. Under PMAY UP, about 2,000 houses have been registered by the government and creating further plan for the scheme, the UPAVP is planning to open the registrations for additional 3,000 houses.

Inadequate Urban Housing continues to plague Nigeria. Various efforts in the past has been concentrated around government control or entirely private sector provision, the prevailing result has been inadequate delivery where government directly contracts out housing schemes, and expensive housing where intervention by private enterprise. Our proposal to the government in the article submitted, is to create conducive climate for private investment in housing provision. If government makes it cheaper for private business to develop housing, their deliveries will be cheap and withing reach of the lower income earners.
