not only stolen public funds but they have also made complicit agreements with multiple drug
cartels. Mexico ranks No. 123 in Transparency International s 2016 Corruption Perception Index, 25
spots lower than the year before. Analysts say it s unclear whether corruption has gotten worse
or has merely become more visible because of transparency laws, journalists increasingly
uncovering graft and social media exposing politicians excesses (Agren, 2017). In recent years
there have been multiple Mexican politicians prosecuted and arrested due to their illegal dealings
but the cycle just continues with their successors. Take Javier Duarte for example, who was the
governor of Veracruz State from 2010 to 2016 and managed to steal $3 billion from public funds
meanwhile violence spread throughout the state. The violence was so severe that mass graves with
250 skulls were discovered and at least 17 journalists were murdered during his tenure (Agren,
2017). Additionally, the two former Tamaulipas State governors were both indicted for their
involvement in illicit activities. The former governor, TomГЎs Yarrington, was accused of taking
bribes from both the Zetas Cartel and the Gulf Cartel; meanwhile in 2015 his successor, Eugenio
HernГЎndez, was indicted in Texas on federal money laundering charges (Agren, 2017).

journal budget to subsidize legal file sharing access is a feasible option or not.

The legal file sharing access for students will be of a great benefit to both the students and the
institution at large. It simply means accessibility of first hand information from credible resources
by each and every student at the institution. The proposal will focus on the possibility of
subsidizing the legal file sharing access at the cost of the library s journal budget reduction.
The proposal will include a three day research, which will be conducted by myself. It will engage
students, teachers, and the dean of the library as study samples to gather relevant information
concerning the viability of the proposed subsidization and what it will mean to diverse stakeholders
in the institution.

1.How do the students view the approach? Do they consider it academically strategic? Or do they
prefer it just the way it is?

paying no attention to the alarm, and continued to lie asleep. His first class already starting, he
