The spiritual height of a human life is marked by love,

that the ideal would be to avoid unnecessary migrations and for this
the path is to create in the countries of origin the effective possibility
of livingand to grow with dignity, so that the conditions for their
own integral development can be found right there. FT 129
Our efforts towards arriving migrants can be summed up in four verbs:
welcome, protect, promote and integrate FT 129
- increase and simplify the granting of visas,
- adopt private and community sponsorship
programs,
- open humanitarian corridors for the most
vulnerable refugees,
- provide adequate and decent accommodation,
- ensure personal safety and access to basic
services,
- ensure adequate consular assistance,
- the right to always have personal identity
documents with you,
- equal access to justice,
- the possibility of opening bank accounts
- and the guarantee of the basics for vital
subsistence,
- give them freedom of movement
- and the possibility of working
- protect minors
- and ensure regular access to education,
- provide temporary custody or foster care
programs,
- guarantee religious freedom,
- promote their social integration,
- encourage family reunification and
- prepare local communities for integrative
processes
Grant them “citizenship”, which “is based on the equality of
rights and duties under whose protection all enjoy justice FT 131
"The answers will only come as a result of joint work", creating
a global legislation (governance) for migrations. In any case,
it is necessary to “establish medium and long-term plans
that are not just a simple response to an emergency.
They must serve, on the one hand, to really help
the integration of emigrants in the host countries
and, at the same time, favor the development of the countries of origin, with solidarity
policies, which do not subject the aid to strategies and ideological practices that are
alien or contrary to the cultures of the peoples to which they are directed» FT 132
The stories of migrants are also stories of encounters between people and between
cultures: for the communities and societies where they arrive, they are an
opportunity for enrichment and comprehensive human development for all FT 133
A patient and trusting dialogue is needed, so that individuals, families
and communities can transmit the values of their own culture and
welcome what is good in the experience of others FT 134
«The relationship between the West and the East is an
indisputable mutual need, which cannot be replaced or
neglected, so that both can be mutually enriched through
the exchange and dialogue of cultures. FT 136
integral development, this supposes that “an effective voice in
common decisions is also granted to the poorest nations” and that
efforts are made to “encourage access to the international market
for countries marked by poverty and underdevelopment FT 138
God, on the other hand, gives freely, to the point that he helps even those who are
not faithful, and "makes the sun rise on the bad and the good" (Mt 5,45) FT 140
"When you give alms, let your left hand not know what your right

world is measured by being able to think not only

Just as there is no dialogue with the other without personal identity,
in the same way there is no openness between peoples but from
love for the land, for the people, for one's own cultural traits FT 143
The universal must not be the homogeneous, uniform and
standardized empire of a single dominant cultural form FT 144

every healthy culture is by nature open and welcoming, such that

This reached the point of trying to classify all people,
groups, societies and governments based on a binary
division: “populist” or “non-populist” FT 156
It is very difficult to project something great in the long term if it is
not achieved that it becomes a collective dream. All this is expressed
in the noun "people" and in the adjective "popular". Ft 157
The word people - has something else that cannot be explained logically.
To be part of a people is to be part of a common identity, made of social
and cultural ties. And this is not something automatic, quite the opposite:
it is a slow, difficult process... towards a common project» FT 158
Closed populist groups disfigure the word “people”,
since they do not really speak of a true people FT 160
Popular demands are responded to in order to guarantee votes or
approval, but without advancing in an arduous and constant task that
generates resources for people for their own development, so that
they can sustain their lives with their effort and creativity FT 161
Helping the poor with money should always be a temporary
solution to solve emergencies. The great objective should always
be to give them a dignified life through work FT 162
In a truly developed society, work is an inalienable dimension of social life, since
it is not only a way to earn a living, but also a channel for personal growth, to
establish healthy relationships, to express oneself, to share gifts, to feel co-
responsible in improving the world, and ultimately to live as a people FT 162
Charity brings together both dimensions —the mythical and the institutional— since
it implies an effective march of transformation of history that requires incorporating
mainly everything: institutions, law, technique, experience, professional
contributions, scientific analysis, administrative procedures FT 164
it is necessary to promote not only a mystique of
brotherhood but at the same time a more efficient world
organization to help solve the pressing problems of the
abandoned who suffer and die in poor countries FT 165
Let us not lose the ability to notice the need for a
change in human hearts, in habits and in lifestyles FT 166
The educational task, the development of solidarity habits, the ability to think about
human life more fully, spiritual depth, are necessary to give quality to human
relationships, in such a way that it is society itself that reacts to its inequities, its
deviations, abuses of economic, technological, political or media powersFT 167
an active economic policy aimed at «promoting
an economy that favors productive diversity
and business creativity is imperative FT 168
social, political and economic participation "must include popular movements and animate local,
national and international government structures with that torrent of moral energy that arises
from the incorporation of the “excluded” in the construction of the common destiny" FT 169
overcome “this idea of social policies conceived as a policy
towards the poor but never with the poor, never of the poor
much less inserted in a project that reunites the peoples FT 169
«the financial crisis of 2007-2008 was the occasion for the development of

guarantee better than bilateral agreements the care of a truly universal

Thank God so many civil society groups and organizations help to
alleviate the weaknesses of the international community, its lack of
coordination in complex situations, its lack of attention to fundamental
human rights and very critical situations of some groups FT 175
For many, politics today is a
dirty word…. because errors,
corruption, and the inefficiency
of some politicians are often
behind them. Added to this are
the strategies that seek to
weaken it, replace it with the
economy or dominate it with

I think of "a healthy policy, capable of reforming the institutions, coordinating
them and providing them with best practices, which allow us to overcome
vicious pressures and inertia". This cannot be asked of the economy,
nor can it be accepted that it assume the real power of the State FT 177
political greatness is shown when, in difficult moments, one acts based on
great principles and thinking of the common good in the long term FT 178
I call for the rehabilitation of politics, which "is a very high
vocation, it is one of the most precious forms of charity,

Good politics seeks ways to build communities at different
levels of social life, in order to rebalance and reorient
globalization to avoid its disruptive effects FT 182
Social love is a "force capable of provoking new
ways to face the problems of today's world and
to profoundly renew from within the structures,

Precisely its relationship with truth facilitates its
universalism for charity and thus avoids being “relegated
to a reduced and private sphere of relations” FT 184

is simultaneously that of reason

If someone helps an old man to cross a river, that is exquisite charity;
the politician builds him a bridge, and that is also charity FT 186
