I. Introduction 
Prostitution is the action of providing the sexual 
services to the other people for money . There are 50% 
of the countries in the world legalize 10% of the 
countries limited the legality, and Cambodia is one in 
the 40% countries that prostitution is consider as 
illegal. 
Majority of Cambodia people do not support 
prostitution because it have more dis avantage than 
advantage.

2.Affect with law 
Prostitution is not complying by Cambodia law. Because its 
cause bad impact on the value of female. 
In human right people are not commercial business of 
providing the sexual service and who take must be imprison 
from one year to five years, and punished from 5 million Riels 
to 30 million Riel. 
Article 7 states that « Any person who opens a place for 
committing prostitution, shall be punishable to 
imprisonment. »

Main problem is the social aspect. If prostitutes become legal 
« sex-workers »would be increased. Most of women would be 
registered . 
Another social point children would be brought up is highly 
to be women who is sexual business.

4.Government Policy 
Our government policy do not support prostitution. 
Royal Government of Cambodia advertises Cambodia 
as the place for enjoying natural and cultural tourism 
but if not the state of legalizes prostitution.

4.Government Policy 
If government accept prostitutes are recognized as 
legal workers have 2 point to considered: 
Salary: It is very difficult for government to limit 
salary per month for prostitutes like other legal job. 
respect of working conditions : women do not have 
the right to work at night between 10 pm to 5 am 
((Articles 175 and 144) ; do not have the right to work 
more than 48 hours a week (Article 137), do not have 
the right to work more than 6 consecutive days 
((Article 146).

Most of the women do not accept the prostitues as 
legal job cause this action make their family become 
more suffering because of their husband. 
This suffering can give a lot of problem especially 
suicide always happen and economic in family up 
down. 
The most importance point relationship of mother, 
father and children become serious from day to day.

Not only affect women feeling but also their children 
can make their study become bad result difficult to 
find a job in the future. 
Most of the women get more violence from their 
husband because of third person.

6.Criminal in whole country 
Most of the female prostitues always use drug because 
its have a lot of benefit for them especially help their 
mental and physical let them not feeling tired in their 
work 
Source come from their sexual partner especially 
foreigner. 
When drugs are traffic in country burglar rapidly rate 
because of find money to buy its with expensive prices. 
Poverty in whole country increase from day to day.

Women can’t sexual with partner who not yet married 
cause khmer culture is demand more problem about 
viginity that the main point most of the people give 
value to the women. 
Khmer Culture will be looked down from other 
country. 
Khmer culture will not exist anymore because young 
generation don’t know what their own culture is?

8.Economic 
If Sex-workers with a legal job would have to pay taxes. 
They would have to pay two taxes : 
 taxes on their salary. 
 taxes for the business they are collectively running. 
Not only these 2taxes but also they have to payto the 
Workers Collective that would include : 
 rent of the place they are working in 
 security guards 
 condoms 
 electricity and other services 
Healthcare 
But finally no one accept this request.

9.We are buddhist 
Maybe 90%of population in Cambodia are buddhist. 
Buddhism give a lot of good points in proposal let 
people to do good deep also have point related to 
sexual without permission from each partner or love 
other husband and wife . 
These action are sin and against to the buddhism 
cause we are buddhist also must be respect buddhism.

Cambodia is developing country most of poor people 
are more than rich people. 
Especially a lot of girl who live in rural area that doesn’t 
have ability to study their parents always let them 
come to city to find job to get money supply their 
family become sexual worker cause its can get more 
money than other job because they are ignorance 
people never go to school can’t find job which get more 
money like this job.

11.HIV/AIDS Increase 
Female prostitutes often have 200-300 sexual partners 
per year and therefore assumed to have much higher 
rates of exposure to HIV and AIDS . 
Also transmitted this virus to the men and the men 
could, in turn, infect their other sexual partner occur 
among people . 
Population of the HIV/AIDs increase make 
government feel very worried cause rate of dead people 
are rapidly.

If prostitution as legalize job ministry of health in 
Cambodia set the rule that all staff would be 
submitted to check their health and HIV/AIDS blood 
tests one time per year but sexual worker can’t accept 
it.

Sex-workers would probably try to avoid such health 
checks because of fear lost their ability on their work 
no one need her and dicrimination will be happen 
immediately. 
STD(Sexual Transmition Disease) would be increase 
also affect to many next generation cause transmitted 
from their mother who is female prostitue or from 
their sexual partner.

13.Summarize 
For all these reasons, legalization in Cambodia would 
be difficult to implement.Because of government saw 
more negative points than poaitive points. 
Moreover, Cambodia has signed International 
Conventions, which are against to the concept of 
prostitution legalization indicates clearly that 
prostitution and sexual exploitation can not be 
separated and that prostitution can not be recognized 
as legitimate work.

  • 5. I. Introduction Prostitution is the action of providing the sexual services to the other people for money . There are 50% of the countries in the world legalize 10% of the countries limited the legality, and Cambodia is one in the 40% countries that prostitution is consider as illegal. Majority of Cambodia people do not support prostitution because it have more dis avantage than advantage. 5
  • 6. 2.Affect with law Prostitution is not complying by Cambodia law. Because its cause bad impact on the value of female. In human right people are not commercial business of providing the sexual service and who take must be imprison from one year to five years, and punished from 5 million Riels to 30 million Riel. Article 7 states that « Any person who opens a place for committing prostitution, shall be punishable to imprisonment. » 6
  • 8. 3.Social Aspects 8 Main problem is the social aspect. If prostitutes become legal « sex-workers »would be increased. Most of women would be registered . Another social point children would be brought up is highly to be women who is sexual business.
  • 10. 4.Government Policy Our government policy do not support prostitution. Royal Government of Cambodia advertises Cambodia as the place for enjoying natural and cultural tourism but if not the state of legalizes prostitution. 10
  • 11. 4.Government Policy If government accept prostitutes are recognized as legal workers have 2 point to considered: Salary: It is very difficult for government to limit salary per month for prostitutes like other legal job. respect of working conditions : women do not have the right to work at night between 10 pm to 5 am ((Articles 175 and 144) ; do not have the right to work more than 48 hours a week (Article 137), do not have the right to work more than 6 consecutive days ((Article 146). 11
  • 12. 5.Against by Women Most of the women do not accept the prostitues as legal job cause this action make their family become more suffering because of their husband. This suffering can give a lot of problem especially suicide always happen and economic in family up down. The most importance point relationship of mother, father and children become serious from day to day. 12
  • 13. 5.Agianst by Women Not only affect women feeling but also their children can make their study become bad result difficult to find a job in the future. Most of the women get more violence from their husband because of third person. 13
  • 15. 6.Criminal in whole country Most of the female prostitues always use drug because its have a lot of benefit for them especially help their mental and physical let them not feeling tired in their work Source come from their sexual partner especially foreigner. When drugs are traffic in country burglar rapidly rate because of find money to buy its with expensive prices. Poverty in whole country increase from day to day. 15

  • 17. 7.Affect khmer Culture Women can’t sexual with partner who not yet married cause khmer culture is demand more problem about viginity that the main point most of the people give value to the women. Khmer Culture will be looked down from other country. Khmer culture will not exist anymore because young generation don’t know what their own culture is? 17
  • 18. 8.Economic If Sex-workers with a legal job would have to pay taxes. They would have to pay two taxes :  taxes on their salary.  taxes for the business they are collectively running. Not only these 2taxes but also they have to payto the Workers Collective that would include :  rent of the place they are working in  security guards  condoms  electricity and other services Healthcare But finally no one accept this request. 18
  • 19. 9.We are buddhist Maybe 90%of population in Cambodia are buddhist. Buddhism give a lot of good points in proposal let people to do good deep also have point related to sexual without permission from each partner or love other husband and wife . These action are sin and against to the buddhism cause we are buddhist also must be respect buddhism. 19
  • 20. 1o. More ignorance people Cambodia is developing country most of poor people are more than rich people. Especially a lot of girl who live in rural area that doesn’t have ability to study their parents always let them come to city to find job to get money supply their family become sexual worker cause its can get more money than other job because they are ignorance people never go to school can’t find job which get more money like this job. 20
  • 21. 11.HIV/AIDS Increase Female prostitutes often have 200-300 sexual partners per year and therefore assumed to have much higher rates of exposure to HIV and AIDS . Also transmitted this virus to the men and the men could, in turn, infect their other sexual partner occur among people . Population of the HIV/AIDs increase make government feel very worried cause rate of dead people are rapidly. 21
  • 23. 12.Public Health If prostitution as legalize job ministry of health in Cambodia set the rule that all staff would be submitted to check their health and HIV/AIDS blood tests one time per year but sexual worker can’t accept it. 23
  • 24. 12.Public Health Sex-workers would probably try to avoid such health checks because of fear lost their ability on their work no one need her and dicrimination will be happen immediately. STD(Sexual Transmition Disease) would be increase also affect to many next generation cause transmitted from their mother who is female prostitue or from their sexual partner. 24
  • 25. 13.Summarize For all these reasons, legalization in Cambodia would be difficult to implement.Because of government saw more negative points than poaitive points. Moreover, Cambodia has signed International Conventions, which are against to the concept of prostitution legalization indicates clearly that prostitution and sexual exploitation can not be separated and that prostitution can not be recognized as legitimate work. 25
