14. Texas has the second highest percentage of its adult population lacking a high school diploma. The numbers are worse in our state’s biggest cities, including Fort Worth. We started the 1994 school year with giving full tuition scholarships to 23 students at three inner-city parochial schools. We molded the program each school year and asked parents to help partner in the process. To date we have provided 650 STAR scholarships for low-income students in nine Tarrant County schools.
