Subsea cables are the global backbone of the Internet, connecting people, businesses, and economies around the world. They connect us to the cloud, deliver streaming video, and increase efficiency and productivity for business. Subsea cables’ importance is all the more apparent during the Covid19 pandemic when many of us have switched to working from home, remote learning, and online gaming and entertainment. We studied the economic impact of subsea cables and broadband connectivity on the DRC. Landing in 2012, the DRC’s sole cable led to transformational effects, increasing productivity and efficiency, leading to significant impacts on employment and economic growth.

Taking the whole picture into account, this report finds that the United States has made rapid progress in broadband deployment, performance, and price, as well as adoption when measured as computer-owning households who subscribe to broadband. Considering the high cost of operating and upgrading broadband networks in a largely suburban nation, the prices Americans pay for broadband services are reasonable and the performance of our networks is better than in all but a handful of nations that have densely populated urban areas and have used government subsidies to leap-frog several generations of technology ahead of where the market would go on its own in response to changing consumer demands. All in all, the state of American broadband is good and getting better, but there is still room for improvement in selected areas.

The earthquake and tsunami to devastate northeastern Japan in March 2011 remains the world's natural disaster to hit a developed country to date. As part of the recovery, enormous effort has been focussed on rebuilding the communications networks involved. For the first time in English, a comprehensive article is available detailing many behind the scenes aspects and many interviews with the leading players in the communications recovery. The scale of this disaster recovery effort and preparations and protection pose major questions not merely for technology but also for public policy and regulation globally. The article was published in December 2011 in Intermedia, the world's most influential journal focussing on digital media policy and regulation. Intermedia is published by the International Institute of Communications. IIC is a global membership, independent, non profit body focussing on critical issues in media and telecom policy worldwide. The article was written by Stephen McClelland, Intermedia Editor in Chief.

This paper contrasts the different incentives of incumbent ISPs, municipalities and other stakeholders, suggesting that the cost of extending fiber closer to premises is high enough to cause IPSs to cherry pick the most profitable customers, leaving others to fend for themselves. That’s where public broadband comes in, but the politics can pose obstacles for municipalities that want their own networks, so this paper also includes a section explaining the fears of various stakeholders. Incumbent phone companies, for example, fear competition from VoIP alternatives and are using their deep pockets and powerful lobbyists to delay competition as long as they can.

Broadband refers to various high-capacity transmission technologies that transmit data, voice, and video across long distances and at high speeds. Common mediums of transmission include coaxial cables, fiber optic cables, and radio waves. Broadband is always connected and removes the need for dial-up. Its importance is far-reaching; it allows for high-quality and quick access to information, teleconferencing, data transmission, and more in various capacities, including healthcare, education, and technological development. Today, the discussion of broadband often centers on high-speed Internet access. Historically, broadband Internet was defined as being faster than a traditional dial-up Internet connection. However, it is now common for more precise definitions to be required.In general, however, the two defining characteristics of broadband are that it is high-speed and that it is available at all times. Both of these characteristics serve to distinguish broadband from older dial-up connections. Not only was dial-up Internet connection slower, but it was only available when specifically requested by the user. Global usage and speeds Because of its clear advantages over dial-up services, broadband Internet access is preferred by both end users and governments. The use of broadband has been increasing. According to data from the International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies (ICTs), the estimated number of people using the Internet hit 4.9 billion in 2021, up from an estimated 4.1 billion in 2019. Broadband speeds are also improving. By 2023, the global average broadband speed is expected to be 110.4 Mbps, more than double the average speed of 45.9 Mbps registered in 2018. Mobile speeds, meanwhile, are predicted to average 43.9 Mbps in 2023, up from 13.2 Mbps in 2018.

Affordable, reliable access to high speed broadband is critical to U.S. economic growth and competitiveness. Upgrading to higher-speed broadband lets consumers use the Internet in new ways, increases the productivity of American individuals and businesses, and drives innovation throughout the digital ecosystem. As this report describes, while the private sector has made investments to dramatically expand broadband access in the U.S., challenges still remain. Many markets remain unserved or underserved. Others do not benefit from the kind of competition that drives down costs and improves quality. To help fill the void, hundreds of towns and cities around the country have developed their own locally-owned networks. This report describes the benefits of higher-speed broadband access, the current challenges facing the market, and the benefits of competition – including competition from community broadband networks. \

Daniel Arias of Telefonica Internacional argues that Latin America is a major success story in telecom and currently undergoing revolutionary progress in both fixed and mobile broadband in terms of deployment and penetration. Content is increasingly becoming available driven by many creative cultural reasons in Latin America and the Hispanic approach. Governments have been active in setting national broadband policies - and countries such as Brazil and Chile have placed substantial emphasis on these - but he points out broadband success will continue to come from a competitive private sector environment and although there is a role for government intervention it should be limited to those areas beyond the reach of the private sector.

Media regulation will be therefore complex as traditional media regulation affected content indirectly by regulating market structure but the unlimited channel scenario suggests that this will be less effective because unlimited channels will reduce the market structure effect. This has significant implications for subsidy policies in content creation and distribution. Subsidies may still be needed if non-economic goals are important but the outcome may well be to reduce the politics of subsidies.
