2. UNSCR 1540 (relevant provisions)
 all States shall take and enforce effective measures to
establish domestic controls to prevent the proliferation of
nuclear, chemical, or biological weapons and their means of
delivery, including by establishing appropriate controls over
related materials (OP 3)
 invites States in a position to do so to offer assistance as
appropriate in response to specific requests to the States
lacking the legal and regulatory infrastructure,
implementation experience and/or resources (OP 7)
 Calls upon all States to promote dialogue and cooperation on
non-proliferation (OP 9)

7. Asian Export Control Seminar
 Purpose: To promote common understanding on the
importance of export controls and to share technical know-
how on effective export control system
 The 19th meeting was held in Tokyo in February 2012.
Working-level officials and experts from 33 countries/regions
and organizations totaling some 100 attended the seminar.
 In Asia, the awareness has been developed from “WHY export
control is necessary” to “HOW it should be implemented”.
