Setting the scene Labelling Directive 92/75/EEC (currently under revision) Council Directive 93/76/EEC (SAVE) to limit Carbon Dioxide Emissions by Improving Energy Efficiency ,[object Object],[object Object],Buildings Directive 2002/91/EC (to be reviewed by 2009) Eco-design Directive 2005/32/EC Energy Services Directive 2006/32/EC (repeals the SAVE Directive 93/76/EEC) Action Plan on Energy Efficiency, COM(2006) 545

Targets: challenge or an opportunity? 1% 20% ,[object Object],[object Object],[object Object],[object Object],[object Object],None of these targets is mandatory!!

Energy end-use efficiency and energy services Directive MS shall submit to the Commission ,[object Object],[object Object],[object Object],Not later than 17 May 2008 The Commission shall publish a cost/benefit impact assessment examining the linkages between EU standards, regulations, policies and measures on end-use energy efficiency.

NEEAPs Assessment 30 th June 2007 ,[object Object],October 2007 ,[object Object],Yesterday 6 plans were still not submitted

NEEAPs Assessment (Commission) 5 MS have set a target above the minimum indicative target vs other MS that adopt business as usual policies Sizeable amount of the savings coming from early actions Signs of encouragement “ considerable gap in several MS between political commitment to EE and the measures adopted or planned, as reported in the NEEAPs, and the resources attributed to preparing it”
