2. INTRODUCTION
Instructional time can be described as time being spent by teachers
working directly with students to achieve mastery and learning.
In 2012, the MOE had set a touch point that is to ensure the
teachers to be in the classroom. Students' learning outcomes are the
main focus in education development plans of countries around the
world, including Malaysia.
During the Certificate of Action Committee Meetings &
Recommendations on 23 Nov 2011 , the inspectorates decided it
has to be given serious note.
In the KPPM Management meeting NO. 4/2012 ,July 11, 2012 ,they
highlighted the policy ,all the teachers must be in classroom during
teaching and learning process.

4. ”Policies and enforcement practices that
reduce tardiness, absenteeism, and truancy to
increase learning time for students. Principal
can also increase student opportunities to
learn by protecting classroom instructional
time from interruptions due to public address
annoucements, by working with teachers to
develop more effective classroom
management and instructional practices, and
by reducing the number of non-instructional
school activities that enroach on classroom
time.”

5. CATEGORY DEFINITION
Allocated time Total of time for teacher instruction and
student learning.
Engaged time The time students are involved in a task.
Instructional time The time teacher is actively teaching.
Also known as time spent by teachers
working directly with students to achieve
mastery and learning.
Academic learning time The time teachers can prove that students
learned the content or mastered the skill.

7. At least half of teachers in most countries spend
over 80% of the lesson time on teaching and
learning. However, in some cases time is lost
because students are disruptive or because
teachers have to deal with administrative tasks. One
teacher in four in most countries loses at least 30%
of lesson time to these two factors, and some
teachers lose more than half.

10. Divided into two categories:
School Management
• The administration and the teachers will take steps to accomplish this commitment and
minimize disruptions of instructional time.
• All the school leaders have to be able to arrange and manage the class time tables and the
teacher who has to go out for meeting, courses and other activities.
• The school leaders need to ensure there will be another substitute teacher to be in the
classroom and do the teaching and learning process.
• All the co-curriculum activities have be done after school hours.
• Ensure that new staff members and substitute teachers are aware of the school’s commitment
and the responsibility for minimizing disruptions to instructional time.
• Reports must be sent every month to the District Education Department as an enforcement of
the policy.
Instructional Teachers
• Teachers have to plan their lesson so that the students will learn more during the instructional
time.
• Teachers have to ensure the teaching and learning process will help the students to be actively
involved in learning throughout those instructional hours.
• Teachers do their administrative works after school hours.
• Teachers provide suitable worksheets for students if they have to go out for another activity.
11. • Starting 2013, each school has to send reports to the District
Education Department every month.

15. • This policy is important as it controls the quality of the
students’ learning outcomes. School leaders and
teachers must be able to control and protect the
instructional time in their school.
• Teachers need to focus on their official duty as
educators.They have to make a good planning to
deliver their lesson within the instructional hours.
