3. Consider resources in the following categories: (考慮其它資源類

• Training, leadership, people, clients and customers, fiscal resources,
systems, and technologies (訓練, 帶領, ⼈人, 客⼾戶, 財務上資源, 系統，科技)

4A - Evaluate Lessons Learned (評估前⾞車之鑑)
List the lessons learned from similar missions; include errors that
you would like to avoid and successes you would like to repeat
寫下之前類似計劃，相關要避免重覆的錯誤，及要複製的成功關鍵。
4B – The Go / No Go Decision ( 決定做or不做)

Once evaluated the threats and resources, team leader must decide
whether the mission is viable and make a “Go/No Go” decision.
當評估威脅和資源後，團隊帶領⼀一定要決定計劃是否要推動執⾏行。

Develop a Course of Action (建⽴立⾏行動項⺫⽬目)

1. Brainstorm in separate planning teams (分組討論計劃，如3組)
2. Integrate the three plans (整合方案)
3. Create final Course of Action with “Who does what, when, and
to what metric or result” (制定最後行動計畫， 誰、事項、時間、期望)
4. Red Team (誰出Red Team)
5. Incorporate Red Team comments into a final plan (who will do
what, by when and what is the expected result) 將Red Team的意⾒見

• No group think (不需要經過團体思考)
• Ask two types of questions in turn (輪流問2種問題)
• Have you considered…? (你有考慮過...?)
• Could you clarify …? (可以請你更清楚說明關於...?)
• No arguments/explanations needed (不需要作爭論或解釋)
• Yes or No … and Thank you (只說是/不是/謝謝)
10. Step 5 - Red Team Process (cont’)

• Brief plan to the red team who are not involved in the planning
process (如果Red Team中沒有參予計劃，請向他們作計劃扼要說
明，)
• Have two scribers to capture red team’s questions in turn (準備
2位筆錄，輪流作記錄)
• After red team leaves, team quickly assess each question with
a “A” (add), “C” (contingency plan), “X” (not applicable or
ignore) (當Red Team結束離開，該團隊快速評估Red Team所提的問
題，作出3 種決定: 1) 加進計劃中 2) 應急計劃 3)可忽略)
