     despite the problems arising from the normal and
     legitimate competition between firms.

  2. Etantdonné le composition d’une majeure partie de l’assistanceaujourd’huij’aimeraisrevenirsur les orginespolitiquesd’EUREKA et leurs implications diplomatiques. Vousreconnaitrez au centre de cette image l’ancienprésidentfrançais François Mittérrand. C’est en effet la France avec l’Allemagne qui lanceral’initiative EUREKA en 1985, en réaction au programme Américain SDI, plus connu sous le nom de guerre des étoiles. Face à l’incroyablemontée en puissance de la recherche aux Etats-Unismaisaussi de l’URSS et, déjà, du Japonils’agissaitd’assurerl’indépendancetechnologique de l’Europe. Ceci en combinant les capacités de recherche et de financementnationalespropres au EtatsEuropéens, mais en oriantantcescapacités non pas vers des fins militairesmaiscivils et orientésvers le marché.
  3. Dès le départ il s’agissait donc de développer des projets de recherche entre des partenaires qui étaient en grande partie des entreprises privées et qui devaient aussi participer de leur propre fonds.Ses entreprises et projets sont soutenus par des programmes de recherches nationaux de différents pays Européeens, ce qui représente donc une capacité de financement considérable.Les projets développés dans le cadre du programme EUREKA sont orientés vers le marché.
  4. EUREKA c’estdoncavant tout un réseau, présentdans plus de 40 pays. Chaque pays désignantunepersonnecomme point de contact national. Cettepersonnec’est le NPC ou National Project Coordinator. L’avantage du NPC, biensouventtravaillant au coeurd’uneagence de financement public ou d’un ministère, c’est le connaissance de l’espaceeuropéen de la recherchecombinée à uneproximitéculturelle et de langage avec les partenairespotentielsdans les projets.Le réseau EUREKA couvredonc la totalité de l’Europe, y compris des pays comme la Turquie, Israel, la Suisse, la Norvège, etc.Récemment EUREKA a développé des partenariatsprivilégiés avec des pays ayantsignés des accords commerciaux avec l’Europe: la Corée du Sud et le Canada.

En dehors du soutient à la coopérationinternationale, EUREKA c’estdoncaussil’accès, de manièrecoordonnée, à des fonds publics nationaux pour la recherche.Chaquepartenaire d’un projet EUREKA recevradonc un financementvenant de son propregouvernement. Je précisedoncbienqu’il ne s’agit pas ici de fonds de l’UnionEuropéenne. EUREKA c’estaussi un label de qualité qui potentiellementvaattirer des investisseursprivés. C’est un effet de levier que nous encourageons pro-activement.
  6. Les projets EUREKA génèrentdonc du profit. Celaestdirectementlié au fait qu’unprojet EUREKA doitobligatoirementêtreoritentévers le marché. Autrementdit, ceprojetdoitpouvoircréer un produit, un service, ou encore un processusindustrielou commercial On verradoncparticiper à des projets EUREKA non seulement des universités et de centres de recherchesmaisaussiunemajorité de compagnieprivédont un nombre croissant de Petites et MoyennesEntreprises.
  7. Le résultat c’est que 68% des participants aux projets EUREKA sont des entreprises.

Tous les projets EUREKA ne sortent pas néanmoins du mêmemoule et c’estpourquoiilexistedifférents instruments pour financer les entreprises et autresorgansiations y participant.On pourraitséparerces instruments en deuxcatégories, les Clusters d’une part et les projetsindividuels EUREKA et les projets Eurostars d’autre part.
  9. Il existe 7 clusters qui rassemblent des concurrentsEuropéensdansdifférentsdomainestechnologiques. Cesconcurrentsvontcollaborer le temps d’un projet pour développer un standard, ouunetechnologietransversale qui vabénéficier à l’ensemble de l’industrie. Cesontdonc des grandescompagniestellesque Nokia, Philips ou Veolia qui sont derrière ces Clusters. Les projetsdurent en générale de longuesannées, mobilisent des fondsconsidérableset rassemblent un très grand nombre de participants. Etantdonné les besoinsorganisationnelsconsidérablesnécessaires au bon déroulement de cesprojets, chaque Cluster a son propresecrétariat.
  10. On peutd’autre part rassemblerdansunemêmecatégorie les projetsindividuels EUREKA, qui constituent notre instrument générique, et les projets Eurostars. Si les projets EUREKA ressemblaient plus au départ aux projets des Clusters, ils se rapprochentaujourd’hui de plus en plus de ceuxd’Eurostars, un instrument spécialementdédiés aux PMEs.Cesprojetsrassemblentdonc un petit nombre de participants, 2 ou 3 en moyenne, qui cettefois ne seront pas des concurrentsmaisplutôt des entreprisesrecherchant des partenaires avec un savoir technologiqueparticulierouoffrantunepossibilitéd’ouverturevers le marché. Plutôtqu’un standard ou un procèsindustrielc’estvéritablement un produit qui vaêtredéveloppé.Le plus souventc’estdoncune PME qui sera aux commandes d’un telprojet. Dans le casd’Eurostarsils’agitmêmed’une obligation. Le leader du projetdoitêtreune PME investissant 10% de son temps de travail ou de son budget dans la recherche et le developpement. Eurostars et managécentrallement au secrétariatd’EUREKA et les fondssontréservés au niveau national, puisremboursés à hauteur de 25% par la CE directement aux organismesnationaux.

  14. Des projets tels que ceux-ci il en existe dans tout les domaines technologiques. Les résultats de ceux-ci font bien souvent partie intégrante de notre quotidien et nous ne les remarquons même plus, mis à part les exemples présentés plus haut on peu noter également, le téléphone portable, le GPS, les effets spéciaux de films tels que Avatar ou Harry Potter, etc.
